Imaginary meeting between PM and Tharoor
Tharoor: Welcome back Sir……east or west Manmohan Singh Ji passes every test.
 
Mohna: Oye stop lagaoing makhan….. you have  a lot of explaining to do ! And being a ex Diplomat you should know maska is not considered 'proper behaviour'!
 
Tharoor: I met Madam a few days back and she seemed pretty convinced with my argument!
 
Mohna: Then she should have absolved you why did she ask you to meet me?
 
Tharoor: Sir I am the victim of a vilification campaign ….. people are jealous of me!
Mohna: At first I gave you the benefit of the doubt but now I too have my doubts……. like they say once is a mistake and twice is being made a uloo!!
Tharoor: Yes they’ve made an uloo out of me!
 
Mohna: Oye I am talking about myself…….if despite your repeated pangaas if I still term these as mistakes then I am nothing but an uloo! At first I thought you did all this for publicity.... but now there are very serious allegations!
 
Tharoor: Sir I am a very popular guy…. just go on to Twitter and see the people following me…..Prannoy Roy, Barkah Dutt, Rajdeep Sardesai ….. all are following me!
 
Mohna: I had warned you to stay away from twitter! And maybe these people are following you to report your next gaffe!
 
Tharoor: No Sir these people are my fans! Imagine Rajdeep Sardesai who always turns news into IBN effect now says Tharoor effect!
 
Mohna: Oye khothe ( how a Punjabi father addresses his errant son)…. he gets his news and you get yourself in trouble and make an ass of yourself ! Okay now enough of this …….do you hold an indirect stake in the Kochi franchise?
 
Tharoor: It is a preposterous allegation. I am willing to submit my life’s earnings details and it will be easy to deduce that I do not have such kind of money!
Mohna: If I show you the asset declaration of some our MPs you will donate some money to them…. but look at their lifestyles and the truth is evident! Pawar drives about in the latest and flashiest cars but says he does not own a car!
Tharoor:  Sunanda Pushkar has been given a stake as sweat money!
Mohna: Is she a professional and does she have a impressive track record in this field? What is the basis on which she was selected? I'm told not only was money converted from US$ to IRs. but converted from black to white!
Tharoor: Cross my heart Sir I do not have that kind of money!
Mohna: My info says to the contrary! You know the gravy train in UN stops at ‘every station’ and has a regular run!
Tharoor: Sir believe me when it came to my station I waved a red flag!
Mohna: In fact if you ask me I’ve always been surprised by your lifestyle ….. the expensive hotels, parties and the type of people you move about with!
Tharoor: Sir I’m a mooch….. so there that answers your doubts!
Mohna: No I’m sorry Media Reports show something else!
Tharoor: Sir Sunanda  is a woman of substance. In fact she picks up the tab when we dine out!
Mohna: It could also be that actually you are paying as she handles your finances!
Tharoor:  Please Sir check her resume ….. she does not have a degree in Finance to qualify to handle my finances!
Mohna: Though I have not seen her Resume but my guess is there is nothing in her Resume to justify her being chosen for the sweat money! My God I dread to think how 'sweat money' is going to be misused in Indian Netas!
Tharoor: Sir I have no interest in the Kochi franchisee….. my only interest is Kochi having a team!
Mohna: So you got a group of investors to get together and bid for Kochi????
Tharoor: Sir all of them have enjoyed vacations in Kerela and they all love the State!
Mohna: But I understand they wanted to make their base elsewhere.... some say Abu Dhabi! Listen I’ve heard enough …… now here is a pen and paper….. write down in not more than 100 words why I should not sack you!  
Tharoor spends about 15 minutes and then hands over the paper duly folded to Mohna. Mohna asks him to leave and Tharoor does so. After Tharoor’s exit Mohna unfolds the paper. And on the paper Tharoor has penned down ‘I am sorry’ 33 times.

Dr Lalit K Panwar Principal Secretary School Education with the Rajasthan government has been appointed new CMD of the India Tourism Development
Corporation (ITDC) . He is IAS officer of the 1979 batch who belongs to the Rajasthan cadre. Dr. Panwar has, had the distinction of having served the
Rajasthan Tourism Development Corporation (RTDC) as its CMD for five years. Dr.Panwar who had obtained his Ph.D from the Rajasthan University in 1998 was also Director, Tourism with the Rajasthan Government. He had done his PhD in Ecotourism. Besides, Dr. Lalit K Panwar has authored two books. One of them was titled “Ecotorism in Indian Desert” while he was co-author of a book on “Palace on Wheels” with Mrs. Dharmendra Kanwar. It may be recalled here that Dr. Panwar was instrumental of “Palace on Wheels” on broad gauge line.

Bansh Bahadur Singh has taken charge of the office of Director (Personnel) of Steel Authority of India Limited (SAIL). Prior to this, Singh was Executive Director Incharge (Personnel) with additional charge of Operations, SAIL.
After completing his graduation in Mechanical Engineering from Government Engineering College, Rewa, Madhya Pradesh, Mr. Singh joined SAIL in 1974 as Management Trainee (Technical) at SAIL’s Durgapur Steel Plant. A year later, he was transferred to Rourkela Steel Plant (RSP), where he accumulated rich experience in the areas of Mechanical Maintenance, Refractories, Steel Melting and Human Resources. He rose to the position of General Manager in 2003 and General Manager Incharge (Steel) in 2005. It was during this tenure of Mr. Singh that RSP attained 100% of its capacity utilisation in steel making for the first time.
Singh became Executive Director of Salem Steel Plant in 2007, a time when the plant was on the threshold of implementing a major expansion & modernisation plan that would add state-of-the-art facilities to its existing infrastructure, including steel melting facilities. Mr Singh’s expertise in the area has significantly facilitated the project which is progressing as per schedule.
A life member of All India Management Association and Indian Institute of Metals, . Singh has vast experience in Human Resource Development, which began during his early days in RSP and ripened during corporate-level company-wide HRD interventions in later years. He has helped to introduce systems and processes in Training activities of the company that are paying rich dividends in areas such as multi-skilling of the SAIL workforce even today.
Winner of the Business Leadership Award for Industrial Development from the Indian Economic Development & Research Association (IEDRA), Mr. Singh is a widely travelled professional and Vice-President of the Indian Stainless Steel Development Association. He serves as Director of two joint ventures of SAIL – NTPC-SAIL Power Company Pvt Ltd and Bokaro Power Supply Co Pvt Ltd. He is also Director of Maharashtra Elektrosmelt Ltd, a subsidiary of SAIL.

Stagnation in Indian Audit and Accounts Department
While the debate on CSS vs.CSSS cadre is endless and there was a piece of article on stagnation in CSSS cadre, there is no body to think about stagnation in the Indian Audit and Accounts Department Under the CAG.  It takes more than twenty years in many states after passing departmental examination for Section Officers to become AOs/SrAOs both in the Grade pay of Rs.5400. Worse, this is the end of career for the Sr.AOs/AOs. If at all there is a chance of promotion, it comes at the fag end of service i.e.at the age of 50 + that too again in Grade pay of Rs.5400 and change of station of posting.  Are there any comments?

Tharoor a soft target ?
It is felt that Tharoor is being maligned just because he is a soft target. Although there is a chorus for his removal over a trivial issue though he is known to be honest, no one says anything about other senior ministers who are regarded as some of the most corrupt politicians in Indian history.
It would be a perversity of justice and hypocrisy on the part of Congress and the PM if Tharoor is dropped while ministers like Pawar, Praful and Raja continue to make hay.

Why such onslaught?
Most of the CPMF chiefs land on the chair from the blue without any past association. How embarrassing it looks when a Chiefs fumbles in his first address to the officers, what to talk of a vision statement. Every CPMF is pretty large and complex for a newcomer even to count the heads of important issues in the first six months. This handicap prompts them to form a coterie of IPS officers to man the important positions. The IPS officers get special affection, whereas CPO officers get curt responses. An IPS DIG is seldom placed under a CPMF IG and the IPS officers are rarely hauled by the Chief for non-performance or impropriety. Setting the example of performance or leading from the front are the terms used only in lectures to the local officers. All enquiries to find the facts on operational failures seem to result in finding faults with the CPMF officers only. There is a general perception amongst many that even the enquiry by Ram Mohan into the Chhattisgarh massacre will also hunt for the CPMF officers and save the IPS officers.
The statistics on the gallantry medals awarded to the IPS officer (IGs and DIGs) in the last ten years in the CPMFs would show amazing figures. More shocking will be the statistics on such cases rejected for fictitious inputs. No one seems concerned why action was not initiated against such unscrupulous senior officers. What would it convey?
It is not true that the CPMF officers are hostile towards the IPS officers. In the past, Punjab police lead them with exemplary performance, for which, even after two decades, the CPMF officers fondly sing praise of those upright officers.
Let us get at the bottom to understand the issues. To my mind, the IPS officers will have to perform, if they wish to command respect in the CPMFs.

Officers giving misleading picture be shifted

I am of the view that the officers responsible for giving misleading picture to MOS(PP) with the sole moto to destroy already dying cadre of CSSS cadre in respect of Stenographer Grade 'D' and 'C' may be entrusted with some other job. In order to provide some relief to already stagnated Stenographer grade 'D' presently working as Personal Assistants for more than 12 years on ad-hoc basis, the term of ad-hoc appointment from the date of initial appointment as Personal Assistants be regularised as a one time measure. It would be a right move just to end the woes of CSSS. In this connection, it would be proper that a complete revamp of CS Division is necessary and the capable officers with positive thinking towards CSSS cadre may be brought in replacing the negative minded officers so that no further harm can be done to CSSS. CSSS Association may kindly take up this matter with the higher authorities and bring the correct picture in the notice of the Secretary (Personnel) and MOS(PP). If need be, cooperation from the members may be extended by us.

Pension be related to employment

In to-day news I saw that some one has filed a PIL regarding Pension for MPs, MLAs. I fully support the PIL. Pension should be related to some employment and not for MPs and MLAs who get elected to render service to the community. Why not Whispers conduct a Survey on this?

Just saw the list of Army promotions of Major Generals to Lt Generals "under the Staff scheme". Any idea what that scheme is ? Does this mean these officers cannot command an army Corps which is the usual command of a Lt General ?

I had written earlier also on this forum to make MHA's website more informative and updated as well as user friendly. But,it seems no action has been take. Is it deliberate? Why can't more attention be paid to the security and police related issues when the existence of the nation state is at stake? Do we want our police/security officials to remain ignorant or ill informed?Matter be given a serious thought by all concerned.

We are having this shortage since long
In fact in written selection process a good number of eligible candidate from rural background fails in English and another in Maths. The selection of all such candidates who fail in one subject be called for interview and on final selection these candidates be allowed extra classes of English and Maths as the case may be for written paper failure candidates. The will therefore improve that subject and more officers will come in the armed forces.
