President begins to show her teeth
As the grapevine has it, Indian President Ms. Pratibha Devi Sinh Patil has begun to show her teeth. She has returned the file relating to appointment of new Chairman of the NIFT. The president has sought a wider choice, though the Government had recommended the name of Venu Srinivasan TVS group’s Chairman. Term of Chairman of the National Institute of Faishon Designing D P Singh had expired on March 31.Singh is former Textile Secretary.

Cadre strength of IPS officers in 16 States and UTs increased by 25 per cent
The Union Home Ministry, in a bid to strengthen policing in the country, with special emphasis on Maoist-infested regions, has increased the cadre strength of IPS officers in 16 States and Union Territories, by about 25 per cent, from the present 1,178 IPS officers to 1465. The states where the cadre strength has been increased include Bihar, Jharkhand, Orissa and Chhattisgarh.

3 Member team of CBDT for PM’s Award
It appears that the Income Tax Department is following a strategy of “Walking on Two-leg principle” which is evident from two latest developments which are unique in the history of the Department. First, CBDT was awarded certification under IS:15700:2005 by Bureau of Indian Standards for its Aayakar Seva Kendra at Pune. The certificate is awarded to a public service organization for demonstrating its ability to consistently provide effective and efficient service that meets customer and applicable legal, statutory and regulatory requirements. It aims to enhance customer satisfaction and to continually improve its service and service delivery process. The Income Tax Department has also been selected for the Prime Minister’s Award for Excellence in Public Administration for the year 2008-09 for the team initiative – “Integrated Taxpayer Data Management System (ITDMS)”. The award would be presented on Civil Services Day which will be held in Vigyan Bhavan on 21stApril, 2010 to the 3 member group consisting of: S.S. Khan retired Member CBDT, Milap Jain DGIT (International Taxation) New Delhi & GTV Rao Additional Commissioner Range 11, Hyderabad . ITDMS is a comprehensive tool to make actionable intelligence from various databases both from within and outside the Department. The tool has helped the Department to develop focused intelligence and make the task of detection of tax evasion non-intrusive. Thus, the data mining tool is serving as an effective deterrent

With the sacking of Shashi Throor , no one should be surprised if Lalit Modi becomes more powerful notwithstanding IT searches. Shashi Throor was done in by the electronic media who sensed a great opportunity to increase their TRP rating after Sania -Shoeb issue became stale and those wanting to be seen as upholders of propriety. After all Shashi Throor new to the operating political environment was expandable and a small fry as no one has the guts to reach those who are deeply into everything except that which is their official responsibility. Now shorn of ministerial responsibility and having become wise about the working of political system and various operators, Shash Throor can express himself more freely and pursue his interest of promoting cricket in his home state (in case he is still interested)Best of luck to Shashi Throor in his future endeavours.

Are English and Maths Responsible?
This refers to observation of one of the viewer that it is written Examination in English and Compulsory Maths for CDS conducted by the UPSC for Defence Forces that has resulted in the shortfall of officers in the Defence Forces. Actually it is not so. It is not the written examination but the Services Selection Board tests and proceedings that are uncompromisable. Call for interview is based on merit in written examination and about four times the number of vacancies.

It is a general lack in minimum acceptable and trainable qualities of character, what are called "Officer Like Qualities" amongst the candidates which results in low intake. These qualities have proved the test of time and are of very highly assessable and discernable types. No other Service in India including the so called "All India" types have to undergo such rigorous scrutiny. That is uncontestable and a matter of fact. One without those qualities is fit to become an IAS or IPS but not a Defence Forces officer.
It is lack in required character qualities in candidates which may hinder them from meeting the functional requirements of the organisation and in standing for the highest and supreme sacrifice. That actually is the reason for low selection rate besides the reality that zealous and competitive bureaucracies have pushed them economically, socially and emotionally pretty down.

English and Maths are learnable but not the basic character qualities which an young graduate officer will be called upon to exhibit after one and a half years training along with and in command of the finest soldiers on the Earth. Well one may become a police officer or bureaucrat by mugging for what is to be written on some pieces of papers but not a "Defence Service Officer" who has to be seen and tested to be believed.

How many people have been even issued a memo, forget a chargesheet, during the last few years? It is time now that someone should sell the cat.

I fully agree with you Veer
In the long list of Indian martyrs who have laid down their lives in the service of the nation, IPS is conspicuous because of its absence. IT is the CPO officers who have faced bullets. When the going gets tough, it is the tough (CPO Officers) who get going. IPS manage a deputation outside the state or go on study tour to Harward to earn a self serving MBA. IPS from trouble torn states should not be allowed to go on deputation. It would atleast make them have a stake in the well being of their state which other wise is sadly lacking.

Naxal violence
Yesterday, I was listening an interview of a leading intellectual Mrs. Arundhati Roy on C.N.N-I.B.N channel. The main topic was maoist-naxallite violence. She was trying to criticize the operation Green Hunt which aims at flushing out Naxal terrorists by military operations. She was trying to say that this strategy was influenced by corporate sector and was wrong. She wanted to deal with Naxal issue as a socio-economic problem rather than a law and order issue. It was quite intriguing to me that forces of disintegration in our country get such an intellectual support cover which is often utilized by the forces out of India to justify the allegation of state sponsored violence and violation of human rights being rampant in India. This digresses the focus of strategy only to the benefit of murders and criminals by giving them some sort of ideological tonic and a sense of pride. They pose themselves as an enemy of Indian state and thus lead conflict to international networking and logistical support demand from forces outside India. It is very sad state of affairs. If socio-economic logic is given to justify such grave Naxal killers then IPC of India should be scrapped because every thief, murderer belonging to poor class can justify his crime by such an anarchical philosophy. Will we accept this? A civil society believes in the law and order and the State playing proactive role in improving the living standards of its people specially those who are at the bottom of pyramid. But taking law and order in their hand and killing the forces of the state or innocent public can neither be justified nor should be justified if we want to see our sovereignty and integrity intact.
The forest dominated and inaccessible areas where Naxals operate, need to be combed by all the forces of Indian state to insure that such terrorists are brought to the justice. Hence operation Green Hunt needs to be revisited and should be made a war like strategy involving all the resources at the disposal of Indian state. This needs strong will power and I am confident that our Home Minister of India has that capability and leadership qualities. We all should pray to god to make him successful in this task like Sardar Patel did once by integrating princely states in India by Machiavellian approach.
