Dr Lalit K Panwar has assumed charge as new Chairman & Managing
Director (CMD) of the India Tourism Development Corporation (ITDC) .
Earlier, he was Principal Secretary School Education with the
Rajasthan government He is IAS officer of the 1979 batch who belongs
to the Rajasthan cadre. Dr. Panwar has, had the distinction of having
served the Rajasthan Tourism Development Corporation (RTDC) as its CMD
for five years. Dr.Panwar who had obtained his Ph.D from the Rajasthan
University in 1998 was also Director, Tourism with the Rajasthan
Government. He had done his PhD in Ecotourism. Besides, Dr. Lalit K
Panwar has authored two books. One of them was titled Ecotorism
in
Indian Desert while he was co-author of a book on Palace
on Wheels
with Mrs. Dharmendra Kanwar. It may be recalled here that Dr. Panwar
was instrumental of Palace on Wheels on broad gauge line.
Major bureaucratic reshuffle in Madhya Pradesh
There has been a major bureaucratic reshuffle in Madhya Pradesh.
While Commissioner (Public Relations) Manoj Shrivastava has been made
Bhopal's Divisional Commissioner, Indore Collector R K Srivastava will
be the new Commissioner (Public Relations) besides the Managing Director
of Madhyam and Bhopal's Divisional Commissioner Pukhraj Maru has been
made Officer on Special Duty at Mantralaya. Similarly, Bhopal
Collector Shiv Shekhar Shukla has been posted as Chief Executive Officer
(CEO) - National Rural Employment Guarantee Scheme (NREGS) while Chhindwara's
Collector Nikunj Srivastava has been shifted to Bhopal in the same capacity.

IG Pandey sets forth an example of honesty
Honesty and the police are generally perceived to be poles apart but
a 1984 batch IPS officer, Dinesh Kumar Pandey, who is IG (Operations
& Special Task Force) and monitoring the important Green Hunt Operations
in Jharkhand has broken the myth. He has returned Rs 2,93,548 to the
Jharkhand Government, which was paid to him as House Rent Allowance
while living in a Public Sector Undertaking accommodation since April
2007. The IG has also deposited Rs 20,031, the electrcity bill of the
residential office of IG, STF, from June 16, 2008 to August 13, 2009,
which he claimed to have been drawn erroneously.

Perturbed over the results of a survey that pegged corruption among
IAS and IPS officers in the state at a staggering 98 percent, the Maharashtra
government has now made it mandatory for these officers to display their

The Naxal problem
It is a fact that virtually since independence tribals, in most parts
of the country, have been left out of the development process. In the
Naxal affected areas it is this deprivation which has spawned the Maoist
movement. However, though the Maoist foot soldiers may be mostly be
tribals, they do not represent the majority of tribals. The ideologues
and major leaders are not tribals, Kobad Gandhi, Kuishenji et al.
The Maoists believe that the present democratic order has to be changed
through violent means. They aim to overthrow the State.
It is not possible now to extend the development process to the Naxal
controlled areas without first decimating the Maoists, by using force.
This has to be done through a well planned operation using well trained
Police, para-military forces, and if required, even the Army. Development
will be possible only thereafter, when the anti-state elements have
been flushed out and eliminated.
This is not the time for half measures. Further procrastination will
only mean Dantewaras being repeated, while the State remains a helpless
spectator. Human Rights activists must take a back seat till the authority
of the state is restored in the areas where its writ does not run as
of now.

Intellectual activists doing great harm
The so-called intellectual activists like Arundhati Roy are doing great
harm by justifying Naxal violence as an off-shoot of exploitation of
our tribal people by taking away their land and inflicting other atrocities
on them. May be, the Maoists succeeded in getting the support of these
poor tribals by playing upon their pitiable plight but the Naxals insurgency
does not appear to be now a movement led by the poor tribals. As a matter
of fact they have also become a pawn in the hands of what is suspected
to be 'war' backed by our enemies across the border. First Nepal and
then an easy spread in India. What otherwise explains the kind of weapons
the Maoists use their method of fighting and ruthlessness in killing
the personnel of our police and security forces. These intellectuals
are giving overground support to this underground movement. That Arundhati
Roy could travel to their hideouts in jungles, eat with them ,stay with
them under the sky and then come out with a 32-page travelogue which
gets printed in a known magazine can only speak of the kind of democracy
we have in India. Let she ,Vandna Shiva or others speak even a few words
against the state in the land of Mao and they would have found themselves
behind bars with their whereabouts not known. We are a nation of great
tolerance.

) wishes colleagues from all fellow Civil Services a brighter and equitable
future in the "Civil Service Domain" of India.
A conducive work environment providing equal opportunity for career
advancement is necessary prerequisite for ensuring a cadre of enthusiastic,
upright and sincere officers. The Forest Service has been vested with
the unenviable task of guarding the country's green frontiers, albeit
with its hands bound by Service Rules and feet struck in the deep mire
of humanity exerting extreme biotic pressures on the fast disappearing
forests. The Service's prime duty today is to some how keep its eyes
and ears open and watch the country's fauna and flora disappear through
the sieve of contradictory laws that govern the country's Greens.
IFS is an All India Service, but riddled with huge disparities between
cadres, which are overlooked by the Cadre Controlling Authority.
The Civil List of IFS ( 2009 ) is a revelation of sorts. Appendix III
of the List provides year wise Gradation list of officers recruited
on the basis of annual competitive examination 1972 - 1999. D. C. Pant,
an officer of Maharashtra cadre ( 1976 batch ) is ranked 51st in the
list. He is still serving as Addl. PCCF even after 34 years of service.
Shri Kant Chandola, ranked 263rd, an officer of Uttaranchal has been
promoted as PCCF. R.B.S. Rawat, ranked 178th, has been working as PCCF
( HOFF ) since 2008!
Similarly, P.J. Thosare ( 1977 - Mah ) is ranked 80th in the list. He
is still serving as CCF even after 33 years of service, whereas, Arvind
Kumar, ranked 824 ( 1985 - Sikkim ) has already been promoted as Addl.
PCCF.
Quirk of fate? No way! it's pure and simple mismanagement of the cadre!
We are yet to decipher the basis for recruitment and cadre allocation
in the IFS. Therein lies the secret of skewed career progressions being
witnessed round the country. Our cadre is the worst affected.
Do rules provide for "in situ" promotions? Yet some cadres
have resorted to the same with impunity. There are over 37 Addl. PCCFs
in Andhra Pradesh!
The Sixth Pay Commission introduced Apex scale of Rs. 80000 for the
IPS and IFS, which was to be given to one officer in a State. The principle
appears to have been followed scrupulously for the IFS. But, now there
are
4 DGPs in the apex scale in Maharashtra! How is it that the DOPT permits
relaxation of rules / norms in some cases and simply looks the other
way in many others?
Performance Appraisal Rules were introduced for the AIS in 2007. But,
have all States been applying the same to the three AIS in an equitable
manner? Rule 11 of the said Rules empowers the GOI to instruct the State
Government with regard to implementation of these rules. Have the cadre
controlling authorities issued standard guidelines for the reporting
/ reviewing / accepting authorities under these Rules as yet? In the
case of IFS, there are existing orders of the Supreme Court dated 22
- 9 - 2000 in WP no 202 / 1995. Are they being followed? Many APRs of
2008 - 09 in Maharashtra have not been finalised in the absence of clear
decision on the same. And the same may be repeated in 2009 - 10!
These are some of the issues in Good Governance which need to be looked
in to while keeping the urge for supremacy among the Civil Services
under control.

It is a national fraud
A mere Police inquiry into Dantewada massacre is a
National Fraud !!!
Ordering a police inquiry into Dantewada massacre was a ploy to fool
the public and diffuse the immediate crisis .Decisions cannot be taken
in air-conditioned ivory towers by ignoring the ground realities . Further,
entrusting the inquiry to a retired DG(Police) confirmed the cavalier
and insensitive attitude of the Central Govt to the ghastly murder of
75 CRPF troops. Watching the Lok/Rajya Sabha proceedings live on TV
on the opening day(15th April) was depressing. As always, it generated
more heat than light besides revealing stark contradictions within the
Congress and the UPA-II. The HMs statement dwelt more on micro
details ( damned statistics) and countering the Opposition than sharing
the Maoists strategy. It seemed to confirm Digvijay Singhs
accusations of PC being rigid and arrogant.
The massacre of CRPF troops,in my view, could be attributed to: (a)
Faulty planning by CRPF top brass; (b) Failure of intelligence gathering
machinery; (c) Intelligence leaksbooby traps and the Maoists laying
in wait for the returning troops was triggered by intelligence leaks;
(d)Non-compliance of standard operating procedure by the Force ; (e)Lack
of coordination between the CRPF and the State police according
to DIG(Police)Dantewada, Chattisgarh, the state Police was not aware
of CRPFs movement in the jungles; (f)Lack of adequate training
of CRPF troops in specialized weaponry; (g)Failure in cutting the Maoists
supply lines-it is no secret that arms and ammunitions are being received
by the Maoists from their cousins in Nepal and funds through extortions(h)
Sub-human living conditions in CRPF camps etc. These open secrets cannot
be negated by any inquiry. The on-going inquiry would thus be an exercise
in futility. The Maoists rebellion which began decades ago for
championing the cause of peasants has turned into a proxy war by China.
Let us not forget that our para-military forces despite all odds, have
been continuously fighting proxy wars in several naxalites infested
States. The fact of acute demoralization of the CPOs troops has
been consistently overlooked by the MHA . Prolonged demoralization could
spell doom for the country. All units in paramilitary forces, require
rotation, rest, re-fitment and training after every two years of operational
deployment. Is this happening at Ground Zero? Strangely, 60 yrs on,
the MHA is still groping in darkness about the strategy to follow to
match the Maoists ingenuity. The CRPF top brass is surely to blame
for its lack of pro-active approach in tackling the Maoists without
taking the assistance of the Chhattisgarh police force, which is supposed
to be more familiar with the topography including the Maoists
hide-outs. The CRPF became the cannon fodder due to their non-compliance
of standard operating procedures . Against this background, the HM is
expected to be more receptive to fresh ideas and follow a consultative
rather than confrontationist approach in fighting naxalism.This is a
long drawn-out process that may out- last his tenure. Let there be a
well-planned, long-term strategy for it. A surgical strike is not the
solution.

Corruption in our system
The arrest of two lady officers of IRS by CBI in Mumbai while accepting
huge bribes from a builder indicates the levels of corruptions that
have crept into our systems.

CGHS
CGHS is the worst set up
CGHS is the worst set up on earth. The dispensaries are filthy and the
Doctors are un-helpful. The staff of CGHS is g generally disgruntled.
Go to any dispensary and you find only one Doctor on duty he is disposing
off patients like cattle. Hours of wait for consultation. Most medicines
on indent only and waiting is for 3 days. CGHS has no concept of immediate
medical attention. For any hospital treatment, mind-bogging paper work
is required. Even though, CGHS facility is not free, beneficiaries are
treated like beggars. Recognized Hospitals refuse to admit CGHS patients
saying that they cannot do all the paper work and Government does not
pay for the services rendered. Lakhs of Rupees are in arrears to private
hospitals for the treatment given to CGHS beneficiaries and they are
cursing the CGHS. Of late, CGHS Doctors are forcing the beneficiaries
to go to the Government hospitals for treatment.Then, why are they collecting
money from the beneficiaries ? The CGHS should be wound up, the sooner,
better.

Cross communication ?
Two advertisements have appeared in Delhi newspapers, issued by the
Union Ministry Of Home Affairs, narrating the disillusionment of the
people in the Naxal affected areas, from the culture of the gun. Good.
But can someone assure that this ad will be read or understood by the
crying poor man? He knows not English & also knows not English.
Either teach him English first and then release the ad or publish it
in his language. What is needed is "effective communication"
between the Central Government and the people devasted by naxalism.
As far as I remember, there has been not a single attempt in the past
43 years to establish this communication. All that the GOI has had so
far is "intelligence reports", couched in police jargon and
useless legalese. Test the futility of all these procedures by conducting
mock trials of all the freedom fighters and revolutionaries and you
will see them sent to some Kaalaapaani jail somewhere(The Andman jail
of yore). That will prove the point. It is all the more necessary for
the present GOI to establish direct communication with the affected
people, naxals and their sentimentalist sympathizers. Who wants to lead
a horrible life of the jungle as a fugitive while thinking he is doing
great service to the people? The Home Ministry ad is suitable for the
educated among the naxals. However, a communication in the language
of the people will provide valuable feedback to the government to formulate
plans and policies required by the people.It is not such a big job.
It shall not cost the treasury anything more than 5% of the total amount
spent by way of loan waivers, but establish peace for ever. Before using
goli, use boli first (before bullets use language of the people).This
must be a part of the MHA, who need a language institute of their own
if the Census conducted by them is taken as a subtle guide. This effort
needs to get further support by putting all the naxal demands on the
MHA website for public discussion. It can throw up valuable solutions.
Another step could be, asking the intellectuals, writers, civil society
and other naxal sympathizers to give their suggestions/plans/programmes
for alleviating the misery of the poor in the affected areas in writing
and put it for public debate on the ministry's website. A team of dedicated,
objective and intellectually honest officers may be put in charge, so
that the government can be provided honest and neutral analysis of the
situation. This will establish an effective communication with the affected
people, naxals and sympathizers, which is presently nothing more than
"cross communication", responsible for all the malaise in
the name of naxalism. Talking military solutions is ill advised. So
is use of police force alone. Police and military are there to assist
the government to establish civil administration as mandated by law.
