Orders of 1979 batch IAS either today or tomorrow
Orders of insitu promotions of empanelled 1979 batch IAS officers are being issued either today or tomorrow.
50 percent of 1978 batch IPS officers to be empanelled
As the grapevine has it, fifty per cent of 44 IPS officers belonging to the 1978 batch are likely to be empanelled as ADGs in Government India (GOI). Empanelment is going to take place early next month.
10 IPS officers of other batches to be empanelled during review in GOI
As the grapevine has it, 10 IPS officers belonging to 1975,1976 and 1977 IPS are likely to be empanelled as ADGs in Government India (GOI) during review next month.

Three things are being talked about it-
(i) File is yet to be cleared by Finance Minister Pranab Mukherjee.

has been okayed.

As the grapevine has it, Mukul M Sangma who became Chief Minister of Meghalaya on April 20, 2010 i.e. his birthday, is faced with a tight rope walk as far as expanding his cabinet was concerned. He has to take Eight more incumbents. Paul Lyngdoh – MLA of the KHNAM ,if taken in then only seven Congress MLAs will be inducted. In case Paul Lyngdoh was not inducted then it may lead to problems for new Meghalaya Chief Minister, say political analysts.

Really commendable
Yesterday was Civil Services Day. Prime minister lighted the lamp and awarded a few civil servants for showing exemplary initiatives and boldness in certain fields. Madhya pradesh cadre was the most rewarded. Dubey's and Bamra's achievements are commendable. One was able to remove the encroachments on a busy road in Jabalpur by demolishing religious places of every faith. It was no doubt a very sensitive issue but i shall advise the officer not to show video of that demolition of the temples, mosque and the church. It is frightening. However religious leaders of Jabalpur who saw the need for development by agreeing to remove the encroachments also need to be commended. Bamra's work in naxal-infested Balaghat district by useing NREGS is also praiseworthy. But then how come no individual civil servant from any Group A Service got Prime minister's award. Of course the IRS team for their work in ITDMS and the postal Department for their 'Project Arrow' did get rewarded but i am sure there must be quite a few individuals in Other Departments like Railways etc. who would have done some excellent job in some field. Why are their cadre authorities not enthusiastic to recommend them for the Prime Minister's award or is it that the IAS is the only civil service of this country. The Prime minister's speech showed that Naxal violence was very much on the back of his mind. His advice to the civil servants to facilitate the right enabling environment in which enterprise and innovations are encouraged for inclusive growth is relevant but the politicians specially those in power do have a role in creating such an enabling environment for the bureaucrats to be innovative and bold.

I wish to inform you how effective your site is in impacting the
decision-making in the Central government. On the basis of A K Saxena's column published on 8th April'10 (Transparency in the appointment of CSI) the Search committee has decided to invite DG,CSO Dr S K Das, the senior-most ISS officer for interview for the post of Chief Statistician of India. It is also informed that on the basis of the application filed by T R Mohanti another contender for the post of CSI, the Principle Bench of CAT, Delhi, the court has issued a notice to the Government to spell out the short-listing criteria within a week. This shows how arbitrary the search committee is in finalising its criteria. The short-list will undergo further changes, it is understood.

Bureaucratic Tools
Senior Officers of the Government have two powerful Tools for disposal of work as explained below.

(1) Please speak.
This tool helps in the fast disposal of files without any effort. Once this tool is applied, the case is sure to go to the cold storage at least couple of months because the big boss has either no time to speak or he does not know what to speak.

(2) Please examine and put up.
This tool is applied by senior Officers on new proposals, Committee reports and other complicated policy matters. As soon as this tool is allied, the paper slips down very fast to the table of an upper division clerk or an Assistant who unfortunately does not know what to do with it. Because of the existence of these powerful tools, one can find big reports such as Parliamentary Committee reports, C&AG reports, inquiry reports, voluminous policy papers and other complicated matters on the table of such junior officers. They are supposed to be experts on any matter in the Government. Unless such matters are examined and submitted by such Juniors, Senior Officers will never touch them.

Why can't the Government banish these nasty tools in the interest speedy disposal of work?

IFSA Clarifies.......
The IFSA has done almost everything that you have suggested and more! The moot question is will the cadre controlling authority take note or simply wait for judiciary to intervene? The order regarding the ACRs was passed by the Apex court and was implemented, albeit after the lapse of considerable time, by our Government in 2005. What is inexplicable is the decision to revert to the pre 2005 position when a post equivalent to the Secretary to the GOI has been created in all cadres of the service?

The Association has raised issues pertaining to Cadre management with the Minister for E&F, who has taken due note of the same. But the fact is Maharashtra, which is the third largest State of the Union, has 3 APCCFs, whereas A. P. has 37 and M. P. more than 20!
We have posted our say on the whispers to let fellow civil servants know of our plight, which is borne out of "lack of cadre management" With over 15 of our officers working on posts created for the State Forest Service, we are suffering from a chronic infection of over recruitment. A bulk of these issues can be amicably settled by corrective action taken at the administrative level. That's why a recourse to etching our say on the whispers. Hope you and our brethren in the Civil Services would understand and appreciate our stand and action.

Equality among equals
We must think of ways in which equality can be brought about among equals recruited through the common Civil services examination. Civil Services Exam Rank 4 in the IPS is cooling his heels while Civil Services Exam rank 197 in the IAS is on the road to rapid promotion. Civil Services Exam Rank 7 in the IPS is on the slow track for promotions while rank 41 in the IAS is on the high road, Civil Services Exam Rank 32 is on the slow track in the IRS while Rank 187 is on the royal road in the IAS. This is all due to the mindset of the old people who were recruited prior to 1979 when the system was different who refuse to see the altered reality for narrow, vested interests. Post 1994, half the officers in the IPS have higher ranks than half the officers in the IAS. Why then should the neo colonial discrimination between the IAS and the rest continue now, when the examination is entirely the same? This hangover from the colonial days of the ICS (heaven born) and the other services(recruited then via entirely different examination with lower qualifications) might have had logic then, but why should this system be perpetuated now, when circumstances are totally altered? The time has come to end this system and provide equality to equals, recruited through the same examination. This can be done most easily by making a common seniority list of all officers recruited through the Common Civil services Exam rank wise for each year and considering them rank wise in each batch for senior appointments under the central staffing scheme of government of India rather than empanelling officers from non IAS services six years after the IAS to such posts and even considering IPS officers for analogous posts of DIG/IG/Addl DGP and DG two years later than counterparts in the IAS, to perpetuate the iniquity. Till equality is achieved, a system for reserving seats in such posts in proportion to the sanctioned cadre strength for each service for the OBS(Other Backward Services, viz. non IAS) recruited through the common Civil Services Examination can be put into place.

CGHS functioning
The Doctors in the CGHS dispensary are most uncooperative. Recently I visited CGHS dispensary Moti Bagh I. My age is 50+ and I have high BP. I pay Rs.500/- p.m. towards CGHS contribution. I requested the doctor to prescribe me some routine test such as blood sugar, lipid profile etc. The doctor asked me if I have any problem ? I said no except the BP. she then refused to write the test saying if you do not have any problem then why you want test. I said you want me to be in problem in first and then you will prescribe the test. Can't you refer these tests so that I do not face problem. She said no. This is the attitude of CGHS doctors. In Rs.500/- p.m. i.e. Rs. 6000/- a year I can get any test done once a year. It is good if the CGHS is banned and beneficiaries are permitted to visit the designated private hospitals directly and the payment is made to the hospital directly.
