Discrimination in providing monetary incentive to Group A officers in North East North East Central Services Co-ordination Committee, Guwahati, is sore over the exclusion of Group 'A' Central Services officers in providing additional monetary incentive. In a letter written to the Secretary - Department of Personnel & Training, New Delhi, the Secretary - Department of Expenditure, New Delhi, the Chairman - CBDT, North Block, New Delhi and the Chairman, Railway Board, New Delhi, Mehtab Singh – President, North East Central Services Co-ordination Committee, has said that while the decision to grant the additional monetary incentive of 25% of the basic pay to all India Service officers actually working in the NER is a welcome step; the decision not to include officers belonging to the Group 'A' Central Services is discriminatory. “Also in some Departments, officers on deputation from All India Services are drawing this allowance, whereas the officers from within the Department are not entitled for the same which is further demoralizing because Group 'A' Central Service Officers are also serving in an identically difficult & challenging environment. Hence the need to attract & retain competent officers from these services also exists”, Singh has said.

Think of city governments
The time has come for us to think of city governments because cities will be the engines of growth in the future. It is time for us to adopt the city government approach in India in toto (though municipal corporations do exist, the model is nowhere near workable). We must empower city governments, with elected mayors at the helm of affairs and police commissionerates in the cities to supplement the mayors. The rural districts may still remain under the District Magistrates but the system is too unwieldy and dated in so far as cities are concerned and will have to be substituted by the Police Commissionerates.

IPL Scam - JPC inquiry is a must
Enough is enough. The public can’t take it anymore. Why did the FM, PM and the Chairperson UPA-II suppress the truth from the public? Why did it keep the income tax report (about the IPL) under its wrap for six months? Were they waiting to use, sorry, misuse it for arm-twisting, sorry, blackmailing its coalition partners, just, in case, they start showing their teeth? The inquiry is, anyway, three years too late! The demand by the Opposition for a JPC probe into the IPL super scam is considered appropriate considering the gravity of multiple offences committed by multiple agencies and individuals including those who are part of the present coalition regime. The credibility of the on-going governmental probe will always be under cloud particularly as political big-wigs are involved including serving ( Read as looting) ministers and their kins.A governmental inquiry is always fraught with the uncertainty of getting bogged down by legal entanglements. On the contrary, a JPC inquiry can proceed without hindrance. The recommendations of the JPC would not be binding. But, it would surely supplement the findings of the various investigative wings like the IT, Custom, Central excise, FEMA, ED, CBI et al before taking concrete action against the accused under the Prevention of Corruption Act. The GOI will have a lot to explain as to why no action was taken by it on the IT report submitted six months back. What were the political compulsions? Fear of losing power or embarrassment or both? What about the country's image? Do you ever feel concerned about it? What happens to your oft-repeated slogan of 'transparency' in governance? Is this for public consumption only? The public is not interested in your sharing personal rapport with Obama. But, skeletons of corrupt deals tumbling out of your cupboards, in quick succession are, surely, disturbing in a parliamentary democracy.

Politicians, if they have to survive, should look more stupid than they actually are. We have for example that icon of SCs, Babu Jagjivan Ram who admitted having forgotten to file his IT returns for ten long years .And then we have Lalloos, A.Rajas, Sorens, the list is long. Fault of Sashi Taroor is that he looked more smart than he actually is.

I fully agree with readers' observations on CGHS. One is treated like cattle. CGHS Doctors have absolutely no compassion whatsoever. However, one thing certainly goes in their favour. They don't discriminate, whether one is in active service or a pensioner. They're rude to both. Treat you like a beggar. Government should institute an award as to who is the most rude Doctor. I'm certain there will be a very long list to select from. I'm a pensioner retired after 4 decades. All these years I've been suffering tyranny of the CGHS. Even by mistake I can’t utter the word CGHS before my wife.
