PM asks Home Minister to coordinate with Finance Ministry

Rangarajan to Head Committee on Management of Public Expenditure

The Chairman, Economic Advisory Council to the Prime Minister, Dr. C. Rangarajan will chair the 18-Member Expert Committee set up by the Planning Commission to suggest measures for efficient management of public expenditure. The Committee will suggest an action plan for abolition of the classification of expenditure into plan and non-plan.

CSS Train  on the Rails 
For quite some time, stopping of promotions in the Under Secretary grade and consequent chain effect in the lower grades against the existing vacancies has been a worrisome matter for the Central Secretariat Service(CCS)Forum.   This being a priority area for the Forum, the Forum has been advocating in all the available forums such as meetings with the MOS((DOPT), Secretary & JS, DOPT and through VIP references for filling up all the existing vacancies.  The CSS Forum is happy   that its continuous  efforts and unfailing advocacy have succeeded in having a decision from the MOS(DOPT) to fill up the vacancies.   This is a great relief for the service as exercise for promotions against  about 300 vacancies in the US grade and consequently in other  grades would now start putting  CSS Train  again on the rails.  Though it is a belated decision, the Forum welcomes it with thanks to the authorities for their  positive attitude and wishes for early promotion orders. As usual, the Forum will continue its struggle in a peaceful and disciplined manner to ensure protection of interests of all the grades of the Service.

CGHS is not that bad

The problem is not that bad in CGHS as mentioned by some readers. The CGHS wings operating in big hospitals like Safdarjung Hospital and Dr R M L Hospital are functioning nicely. Though these are also over crowded, but specialists are good and tries to take care of all the patients. Waiting facilities should be made better with ACs so that old people who are already ill don’t suffer further due to heat etc. Rather I would like to commend these specialist doctors for the services they are putting up to see the poor and common men.

It is serious matter

A small news item in the Monday feature of Delhi Confidential in The Indian Express, if true, is quite serious and harmful for the morale of Services. It is reported that DoPT is working on a proposal to create a new rank of Senior Director primarily with a view to ensuring that only officers from the IAS get posted as Joint Secretary and above in Government of India. One fails to understand the rationale behind such a proposal of creating another rank in between the Director and Joint Secretary. As it is, too many levels are responsible for the current dysfunctional administration. Is this another attempt to pull other Group A Services and the Central Secretariat Service further down. Why the government is permitting such policies which on the face of these are blatantly wrong and promote only one All India Service. One example of it is the Tenure Pool for the allotment of houses in Delhi. The pool is meant only for All India Services(The IAS is the major gainer).Does an officer of any other service say IRS who gets posted under the Central Staffing Scheme not come for the same fixed tenure as the IAS officer? Then how come The IAS wallah gets the accommodation in 2-3 months while an officer from the other Service waits for years and sometimes not get it even for the whole tenure. All this is bad for good governance. I wonder why other Services are allowing themselves to be browbeaten like this.Before further damage is done they must wake up to this reality and lodge their protest.Remember, the Central Services are meant to serve the Central Government. With the enormous challenges in the field like Naxalism and terrorism and the several social benefit schemes for the poor crying for proper implementation like NREGS, Right to Education ,Food Security etc. There is need for the men and women of the elite Service to be in the field rather than sitting in the hallowed precincts of North and South Blocks and sundry other Bhawans in Lutyen's Delhi. For running Government of India the Central Services and the Central Secretariat Service are there. The prime minister under whom the ministry of personnel is should not allow further divide between the civil services.As a matter of fact in the interest of healthy administrative ethos there is need to bridge the existing divide.

Reshuffle secretaries also

This government has to reshuffle not only ministers but even secretaries who are not performing. Agriculture and Commerce ministry have failed us badly. Agriculture ministry has failed to contain prices and commerce ministry has failed to boost exports more particularly the seizure of Indian drugs in transit has been pending for more than two years and no formal complaint has been lodged till date at WTO. It is high time even bureaucrats are reshuffled and the WTO mission of India in Geneva be closed as nothing significant will be achieved in coming years
