What is CBI up to?
Well, what the Central Bureau of Investigation (CBI) being headed by its Director, Ashwani Kumar is up to?  This question is hotly being debated in political circles.All said & done Kumar who is a “Karmyogi” was in Bhopal on April 26, 2010 when he was supposed to be in Delhi. He had been in Bhopal to attend,as chief guest, the valedictory function pertaining to foundation course of IPS officers. After that, he visited Bhopal based office of whispersinthecorridors.com and had a long chat with Dr. Suresh Mehrotra, Editor-in-Chief of the group. Accompanied by Hemant Priyadarshi Bhopal region’s chief of CBI , Kumar was totally in a relaxed mood & with a keen interest he saw operations of the group that are being run from a tiny accommodation in Bhopal. If he were to act as a tool in government’s hand, he wouldn’t have been in Bhopal early this week. There seems to be much ado about nothing.

It has always been so
This refers to the item - "IAS fraternity is top heavy" and that the number of IAS officers below 26 years, in the country, is merely seven as compared to 1381 in the 56 – 60 age group". Well, it has always been so. Only those who have not been able to do any thing worthwhile till about 28 years of age (earlier half life by Indian standards) can only aspire to be IAS. That is precisely the reason that these oldies want seniority over each and every cadres at every level and stage in the service. That they have managed it so far is a different story.
Though age must be respected and given due leverage for better functional equations when the two sides work, the IAS cadre while taking it do not give it back when things go to their advantage. The case in point is equations with the Defence Officers. While one in Army is a senior major having served the country for seven years by the time an IAS is a probationer, an IAS demands respect and is duely given even at his one year of service. However, the same is never returned by the IAS brass when at around 46 years of age an IAS is Joint Secretary and an Army officer is barely a Brigadier or a Colonel.
Perhaps maturity, humility and sense of civility has been lost sight of by these neo - elites along with the IPS who are part of the same rut.
That is what then leads to heart burns and ugly rat race for higher posts and ranks. Can these so called elites at least be considerate at behavioral level?

Correction of age required

Age 26 does not truly reflect beginning year as 56 to 60 as last four years. The reason being that not all officers get appointed at the age of 22 (26-4). For proper analysis one needs to take first four years as average age of appointment + 4 years to see proper numbers in first four years of service and last four years of service. There needs a correction for age of provincial services officers who enter at higher age in services. Thus reflection presented on the page is distorted.

The SAARC Summit scheduled for April 28 and 29 in Thimpu has evoked "if only we were like them" response in me. Bhutanese are very lucky. This Land of the Thunder Dragon measures its economic growth in terms of Gross National Happiness (GNP) instead of GDP. It was found to be the happiest nation in Asia and eighth happiest in the world according to a global survey of 2006 called the world map of Happiness. Its economy may be the smallest but it is the fastest growing one. It is now a young democracy, maybe ,the smallest one but with a benevolent monarch. If only we could like Bhutan dovetail our economic growth with our ancient values of kindness, compassion, absence of greed, love for fellow human beings, austerity and justice for all. If only our rulers and administrators could pick up this art and will of combining modernisation and economic growth with traditional values and culture on the sidelines of this Summit.

Might is right

Why blame IPS or IAS or any other service for compromising the interest of their subordinate services or other services? Our country has been broadly been ruled by the premise 'might is right'. Any one in power tend to further the interests of his/her own clan and it applies to politicians, bureaucrats, now IPL wallahs and who not. I amy sound cynic but the reality is that no service is likely to cede any ground to others and since IAS is powerful due to their control on administrative structures therefor it is foolhardy to believe that they would yield any space to other services. The same norm applies to IPS vis-a-vis CPMF's and to Central Services vis-a-vis their subordinate services.
