The search committee constituted by the Ministry of Environment & Forests in its recent meeting had short listed 13 candidates for the post of Director General (DG) ICFRE interviews for which will be held on April 7,2010 .The committee intended to find candidates with proven scientific credential to head the ICFRE. The scientists of ICFRE and many Indian Forest Service (IFS) officers are happy that it is a welcome departure from the previous practice of posting only senior IFS officers without research credentials. IFS officers have around 350 PhDs with considerable exposure. One of the short listed candidates is VC of a University in Karnataka. This is being attributed to the new professionalism of Jairram Ramesh, Minister of Environment & Forests.

Free rations to senior Army Officers not required
I agree that free rations to the senior Army Officers particularly to those who are not on combat duties is not required as they are as well paid as other government officers and there are no specific hardships to these officers. In fact even the subsidized canteen facilities to senior officers has no meaning as they can well afford the market rates. However these rules are supposed to be applied equally to all services including IAS and IPS whose officers also tend to indulge into these feudalistic practices of having a retinue of servants to serve them at homes. IPS officers in particular has made this practice of having an 'ardali' attached to them as an officially permissible. All these practices are borrowed from the erstwhile "Raj" and have no place in the modern India. It is time that a stop is put to these archaic practices in every institution be it Army, IAS or Police forces.

Dissatisfaction among CPO Cadres
One more cause of dissatisfaction among CPO cadres is the discrimination in Postings and transfers. The CPO Cadre officers who put in maximum years of service in tough field conditions are generally overlooked for posting to a peace station in favour of the IPS officers. So we have a situation where all the 6 or 7 IPS DIsG on deputation to BSF being posted to Delhi or Amritsar or home place like Sriganganagar for the just inducted DIG Meena. Anand who did not even spend 6 months in a very friendly field assignment at Gurdaspur has been posted to Adm Dte Delhi, Whereas the pleas of cadre officers fall to deaf years.
At higher levels , there is no post of Spl DG authorised for Delhi but Medhekar is continuing to stay at Delhi. It is specially surprising since he would have been otherwise at Kolkata which is an equally big metro town. But Delhi is what they want and manage to bend all rules to do that.Take another instance of Jain who is designated as the IG of Anti Naxal Operations HQrs. Which is supposed to be located somewhere in Chattisgarh/ Orissa but he continues to stay at Delhi. All the cadre people , the DIsg, the Commandants and all troops are sweating it out there but Sh Jain enjoys at Delhi. Even at that level these IPS deputationists do not want to go to field what to talk of the levels of DIsg . This they avoid doing while in the state police too. Where all the posts of Sp Operations from the time of Punjab an J&k militancy have been filled up by officers on deputation from the CPOs. This is being done even now in Chattisgarh, Jharkhand, Orissa and even West Bengal where names are being everyday asked for the CPO cadre Deputy Commandants and Commandants for deputation as SP Ops in these states.
Have a look at the postings of Is G in BSF. All the difficult frontiers of Srinagar, Tripura and Silchar are being commanded by CPO cadre officer. the IPS officers are commanding the frontiers where they do not have to take any critical decisions or they are at Delhi.
Why do we really need IPS officers on deputation in the CPOS after these forces now have a very large and experienced cadre of their own? Why is the Home Minister who has a reputation of a tough no nonsense go getter overlooking all these things. It is because the voice of CPO cadre officers is not heard in the corridors of power. They are being ruled by the IPS officers who have easy approach to the politicians. The CPO cadres are doomed. The courts appear to be the only alternative

It is no surprise that Director level officers in MoEF are peeved for no work but they continue to demand more. This is the way this Ministry functions. Even the new Minsiter is not able to move far enough as intense politicking is the rule. This is a scientific Ministry but is fiefdom for foreign visits and seldom merit is recognise here. Only wire pulling does the job no wonder more and more Directors and more and more visits abroad. My query under RTI on Mobile Bills ICFRE will shame the Finance Minister and Ministry but people are justifying in their reply from the Ministry. If I get support I can file a PIL in Supreme Court soon.

To New COAS
Our heartiest Congratulations to General Vijay Kumar Singh PVSM, AVSM, YSM, ADC, on his being conferred the status of the only one on top of the 14 million professionals, the officers and the men, the gallant soldiers, the ONLY ONE Chief of the Army Staff of the Country. He is not only our Chief but Chief of Army Staff of 100 billion Indians and many other well wishers.

It is an unique status for which any one believing in Indian thoughts, philosophy, of life, reasons for existence, destiny and emancipation, would not mind taking 84 Crore births. His real position in the physical and material word has been jokingly downgraded by The materialistic but spiritually and idealistic downtrodden Babus of the Kalyuga, particularly claiming themselves to be of All India Class, but his moralistic position of the one heading majority of the selfless, virtuous, brave and those keeping common good, particularly the National Interests and its security over the self, is unquestionable. Alas, this institution has constantly been brought into disrepute and controversy by the Babus for good or bad reasons. However, I am sanguine, it will stand all these unprincipled and sacrilegious attacks in time. Black clouds fade due to persistance of the Sun. I hope, our good people would shine like Sun, always and every time, whether they are soldiers or Babus.

While he takes over the reign of the "matters military", people indulging in petty things of matters money, false ego, hunger for status due to having been kept away from it for millions of years, will always by nature let him down as ever like vengeful enemies. Today, nothing has changed to signal a better working condition for him and the Armed Forces. However, he can not afford to fail whatever may be the changed environment.

We wish him a happy and fruitful journey bound to be ridden with bureaucratic thorns. But soldiers are used to that and I am sanguine, the nation and the Army will benefit and emerge enriched at the end of his Command. I must, however, apprise the Chief, that the younger generation of Babus are less committed, less educated, less idealistic, more materialistic, badly and unmanageable egoistic, less stable and badly venomous than the senior lots who were compromising and sobers. There is an urgent need of realistic rapprochement as that is not good for all of us, particularly the Country and welfare of the Society. This new class of Babus are a danger to the system and need to tackled efficiently.

We wish the Chief and his institution peace, prosperity, security and success. He now has the widened responsibility of carrying the Baus with him for the good and security of the Country and welfare of all of us.

Reward or punish them, but do something
Crores of rupees worth foodgrains are wasted every year deliberately, because the irresponsible have no fears at all( I refrain from using the word corrupt, since it has lost its meaning in India).This is the greatest crime that can ever be committed: remember that ann daan(donating food)is considered to be the highest form of donation and therefore, its wastage is the highest crime. This crime is against the aam aadmi, humanity, animals and birds--in other words all living forms. Nobody owns responsibility though everybody talks in the name of the aam aadmi, controlling prices of food grains, removal of hunger etc, but partners in the crime of destroying food grains. If the Economist PM of India has any responsibility towards the crores of hungry Indians, he must move fast in promulgating an ordinance to award death penalty for those responsible for destroying food grains. Otherwise it is no use repeating the concern for the hungry masses. The Food & Agricuture Organisation(FAO) must also come forward with suitable convention so that foodgrains are not destroyed anywhere in the world.It hardly needs reminder that the invaders of the past had resorted to burning of standing crops/granaries and stocks of grains, something being resorted to by criminals in the countryside, naxals and, please mark, is likely to be resorted to by the terrorists. When our own netas and employees are resorting to destruction of foodgrains, they will willingly partner even the terrorists.(Compared to the loss, free rations are nothing).Fires, robberies, floods are all used to justify thefts from the godowns of the FCI and also for substituting good quality new produce with rotten grains in an elaborate and complicated method that even the presence of the CBI has failed to stop in the last more than 50 years. Such bungling are not possible from small or medium businesses. They are the jobs of big businesses owned and run on behalf of the politician and the bureaucrats, exactly as private buses are run without permits in almost all state capitals, Delhi setting some excellent examples. Unfortunate that the country has not devised scientific methods of storing. If the government can not do so, allow private businesses to purchase foodgrains and they will store it properly, since they can not suffer losses the way FCI does. Compare it with the method of storing edible salt in Calcutta, where the British government built the Gola Hawras to store salt. This was the most essential item in British India. Calcutta was the port of import of salt from Liverpool. It was for suppy not only to Bengal, but to Assam and far beyond. It was so dear to the government then. But alas! even wheat and rice is not dear to our govt. Punishment for destruction of salt was severe. Remember also that Mahatma Gandhi had to start the famous Dandi march for salt. Those interested in the subject can study The Indian Salt & Central Excise Act(yes, salt before excise).
