GS Mallhi would be next Commissioner of Bureau of Civil Aviation Security (BCAS). All necessary clearances are complete except for the UPSC's deputation order of Mallhi. Due to some personnel domestic commitment, Mallhi is not pursuing his case . After completion of that he will join the office of BCAS. Civil Services reforms in Pakistan
Government of Pakistan is engaged in a serious exercise to reform the bureaucracy. The report submitted in May 2008 by 11 member National Commission on Government Reforms (NCGR) headed by Dr Ishrat Hussai a former governor of the State Bank of Pakistan was recently reviewed and broadly accepted by a committee under the chairmanship of senior PPP leader Chowdhary Abdul Ghafoor MNA. The NCGR has held that the general perception is that the bureaucracy in Pakistan is ineffective, corrupt and unresponsive to citizens' needs as bureaucrats are more concerned with pleasing their superiors. Increased salaries and training,security of tenure and strengthening of accountability mechanism are some of the measures suggested by the commission.

HUDCO - All Set to improve its performance
Having recorded an all-time high profit of Rs. 501 crore (unaudited) for the financial year 2009 - 10, 25% more than the previous yeayr, the Housing & Urban Development Corporation Ltd. (HUDCO) has sanctioned a loan of Rs. 16,600 crore - highest since its inception in 1970- 71. The net NPA of HUDCO, in 2009-10, is expected to come down to 0.75%, as against 4.84% of the previous year, at a time when the majority of the lenders have seen an upsurge in their NPAs because of the general melt down in the economy. During the year 2009-10, HUDCO received the highest credit rating of 'AAA' by M/s. Brickworks besides receiving the Credit rating upgrades to 'AA+' from Fitch/CARE on stand alone basis during 2008-09. HUDCO laid special emphasis on social housing operations for the EWS and LIG Categories and sanctioned Rs. 616 crore loan in 2009-10 as against Rs. 500.74 crore during 2008-09. And with special focus on extending support to priority urban infrastructure (covering water supply, sewerage, drainage, solid waste management, roads, and social infrastructure), it sanctioned Rs. 7250 crore - 51% of the total sanctions for over all urban infrastructure. HUDCO also extended a major support in extending funding for meeting the viability gap under the JNNURM projects and sanctioned about Rs. 2000 crore loan assistance for this purpose against a target of Rs. 1100 crore .

Chronic Information Seeker
The appellant sought information about employment of a person in the
Biodiversity Park Programme, salary, travelling/conveyance expenses
and other information. The Commission observed that the Appellant
sought information regarding the Biodiversity Park through over 50 RTI
Applications in the last two years and has repeatedly been asking for
fairly voluminous information. Hence, the inspection was ordered at
the Commission's office over two days where all relevant records were
brought by the public authority. Realizing that the modus operandi of
the Appellant of filing multiple RTI Applications has the effect of
nearly paralyzing a project of significant scientific importance, the
Commission dismissed the appeal holding that any legitimate
information need of the Appellant has been adequately taken care of.
Comments
The Public Authorities may find the judgment relevant for cases where
repeated applications are filed to the effect of paralysing the work
of the office. The PIO should offer inspection of the documents to all
appellants who seek voluminous information. Further, during
inspection, the Appellant may be allowed to use only a pencil and not
a pen.

Dreams of Dr Moanmohan Singh undermined by bureaucrats
Indian Babus are again up in the arms to exploit their desk power. Right of Information Act failed to subvert their nostalgia towards non-transparency of the governance. Dream of a noble Prime Minister Dr Manmohan Singh, the architect of transparent and clean governance, has shattered.
Such is the case now widely whispered in the lobby of Ministry of Statistics. The present Secretary and Chief Statistician of the Ministry of Statistics is to vacate the seat by the end of May 2010. As the post is open for talents hunts both from within the Departments as well as from outside ( because of the technical nature of the post), a Committee for Search was set up to undertake the interviews.
Interview will take place in the second week of April, 2010
Search Committee consists of 4 members, viz, Dr Montec Singh Alluwalia, Deputy Chairman of Planning Commission, Dr S.P Mukherjee - a veteran Statistician, Dr Subir Gokran , Dy Governor of RBI and Prof K.L. Krishna - ex- Delhi School of Economics.
It is sad that among the selected candidates for the interview , Director General (DG) of CSO and DG of NSSO was dropped from the list , whereas his two Deputy Director Generals (DDG) were invited for the interviews. Added to the apathy, one of the two DDGs is to retire within 3-4 months, whereas DG is to retire a few months less than 3 years.
The present DG is a rank holder in Indian Statistical Service, accredited with the 2nd position in 1975
Does this situation transmit the transparency of bureaucracy? Why it can not be construed as favouritism and fraudulent practices by some bureaucrats who supplied information about the candidates to the Search Committee members. This kills the inner motivation of any talents in our country. Probably, this might be the reason that already India lost some its talents, who went abroad and some of them were accredited with Nobel prizes.
Should PMO office intervene in this case and save the Government before it is blown up by the media.

The combined post of Secretary and the CSI must be split. The post of Secretary must be held by a non-Statistician belonging to any other organised Service like the IRS,IFS etc.

Service delivery is intrinsically linked with corruption
There were some opinions that corruption is no issue and delivery of services is. But service delivery is intrinsically linked with the corruption. The Jaipur example of storage facilities being extended to liquor in place of wheat is an extreme example of corrupt practices impacting on service delivery with lakhs of tones of wheat being destroyed in a nation where a very large populace goes to sleep without two meals a day only because some corrupt officers of FCI want to milk money. Worst is that there would be no accountability either for rotten food-grains or for corruption that is inherent in this case. But this not unique to FCI which is known for huge corruption prevailing in the organisation and is better known with an acronym of "Full Corruption of India' and it is no secret that in Punjab and Haryana IAS officers die for a stint in FCI as one posting can take care of them rest of their life. Hence it is imperative that if delivery of services has to improve in this country then we must get rid of corruption and must link performance with accountability and only then there is a slight chance of improvement in situation which is getting worst by a day.

Fraud - Acquit - Padmashri

As far as my recollection goes, UPA-I at least did lip service by adding "Investor Protection" as one of the points for Common Minimum Programme. Now the UPA-II regime under the same leadership has defined "inclusiveness" by adding all cross section of people horizontally and vertically. The day when the Andhra Pradesh High Court allowed the company application for winding up of Nagarjuna Finance Company on the recommendation of RBI, the promoter of that company was felicitated with Padmashri in Rashtrapati Bhawan adding salt to injury to the thousands of depositors who lost hundreds of crores in the scam. Everybody knows the promoters diverted the depositors money to Nagarjuna Fertilisers and Nagarjuna Construction. The feeble cries of hapless depositors vehemently praying for ordering inspection or investigation into diversion of funds are turned down by the RBI/ High Court thereby paving the way for quiet burial of all wrongdoings committed by the promoters. Amazingly, the Central Ministry which is now popularly called as Ministry of Confused Affairs has no clue about this even after passing order by the High Court. It seems the Central Government has added a new category to Padma Awards under "Fraud but acquitted" category. By next year, new stalwarts under this new category are going to be facilitated like - Suris (Morepan Lab) Nimesh Kampani and last but not least (may be Satyam Ramalingaraju) ..... the list is endless.

Rationalise the logic

Logic for total strength of IAS in a state must be rationalised. It should not be greater than the number of MLAs in that state. Irrational increase in quantity has severely deteriorated the quality. More work from less person versus less work from more person. Politicians find more competitors to serve as per their wishes . this is also a factor of rising corruption in IAS cadre.A clash between deserving and non deserving. Tainted officers shortlisted ?

Regarding 13 shortlisted for DG ICFRE I still doubt is is the professionalism of Minister as many tainted officers have been shortlisted only for their seniority. Let us wait till 7th April 2010. But atleast they have done a good thing by holding interviews.

IRS has the worst managed cadres

IRS (IT) and IRS (customs) the worst managed cadres --- let's face it. The worst managed cadres are these two services where officers are competing with Group B as far as promotion to SAG is concerned. Now even the IDAS 1992 batch is SAG whereas in both the hallowed IRS cadres, it's 1989 batch let alone the IAS where 1994 batch has got it. On what logic will CBEC and CBDT justify this pathetic plight of their officers? The worst infrastructure, the worst transfer policy, the most delayed promotions and maximum number of vigilance cases , it is the IRS cadre for you .

In my childhood I had to walk a long distance to go to school. I read under the dim light of a kerosene lamp. I am what I am today because of education". Very honest, Sir. And it is this honesty of yours that sets you apart from politicians, who even as Chief Minister, earn very early in their career the tag of being corrupt or who do not hesitate to fly Indian wealth to foreign tax havens. But not you, sir. Because of your "education". That proves only a simple point that children from families with extremely modest means also had both "access as well as the right" to education, which turned even children from an ordinary Indian family into the special economist Prime Minister of the biggest democracy called India. All because of education, as very rightly stated by you. Unfortunately, today this right has been snatched from the children from families with modest means and no political influence. Can an ordinary child have access to a Kendriya Vidyalaya? No sir. This right the new RTE does not grant. When people like you and me were in schools, we had undiscriminated access to schools. We used to learn. We remained faithful to the nation and our people. You and me have neither a paisa of illegitimate money nor any wealth in any foreign country. Ever since education got converted into a business, it has turned into ventures requiring heavy investments, which are clearly beyond the children from families with modest means. So even in the small area of 10 kilometres radius of the Rashtrapati Bhawan area, all children do not have equal rights to education, going by the quality & fees of different schools such as the public schools, Kendriya Vidyalayas, Navodaya Vidyalayas, regional associans run schools like the Kannad/Bengali/Malayalee schools, Madarsas, Pratibha Vikas Vidyalaya, government schools, MCD schools, NDMC run schools and a variety of other schools. So even after the enforcement of the RTE Act, children with modest means and humble background will have to remain contented with government or municipal schools. That education will make them what they can be made by such education, but they will not be able to speak with pride about the education that improved their lot the way you could speak. And you too were a product of government provided schooling and college and university education. You are joined by many to celebrate their education. But can the new initiative assure every child of the minimum of Kendriya Vidyalaya education? It is the right of Indian children. It is our country's future. It is the most rewarding investment of resurgent India. It is small considering the ROI. Since you have taken the initiative, kindly do it fully in one go: just open a Kendriya Vidyalayas per 1000 student population in the country and restore our Right To Education. It will be its own kind after Nehru!
