An OSD is being appointed to succeed Cabinet Secretary K M Chandra Sekhar in the second week of May. Cabinet Secretary is retiring on June 13.

If informed sources are to be believed country is short of 557 IPS officers.

Name of Additional DG SSB Rajiv has also started doing the round for the post of DG of National Disaster Relief Force (NDRF). He is 1975 batch IPS officer of Uttar Pradesh cadre.
Kedar promoted as Additional Secretary
CS Kedar, Director General Employees State Insurance Corporation has been promoted to the rank of Additional Secretary in the Government of India with effect from March,26.He is 1979 batch IAS officer of Karnataka cadre.

Shiv Shankar Menon former Secretary of the Indian Ministry of External Affairs (MEA) has been appointed as new National Security Advisor (NSA). M.K.Narayanan who has now been appointed Governor, West Bengal, so far occupied the slot. Menon is a retired Indian Foreign Service (IFS) officer of the 1972 batch. He is rated as an excellent Diplomat.

3 GGMs return from IRTC to save their houses

A move in ITDC for re-employment to officers

As the grapevine has it, there is a move to re-employ those Assistant Managers & above in ITDC who have retired or are going to retire between February 1, 2009 & October 31, 2010. This move has been mooted in the wake of ensuing Commonwealth Games (CWG). However, whatever has to happen in this regard will happen only after return of Additional Secretary Tourism to Government of India (GOI) & CMD ITDC Sanjay Kothari who is on leave from April 1 to April 9, 2010.

Maoists don’t deserve negotiation
The horrific attack on CRPF personnel on the 6th of April by Maoists terrorists is just further proof (if any were required), that the Maoists are not people that can be negotiated with, and that force must be dealt with by force. There is no shortage of enablers of these criminals in the intellectual circuits of our country, and these people must also be placed under the scanner. And most of all, we must shun these elite supporters of Maoism, and ban them from polite society, for the cause they espouse is barbaric, and a prime example of violence for the sake of violence. Let the full might of the central police forces of the union be made to be felt by these cowards, and let the rule of law and order once again prevail throughout our nation.

Dreams of Dr Moanmohan Singh undermined by bureaucrats                                      
Indian Babus are again up in the arm to exploit their desk power. Right of Information Act failed to subvert their nostalgia towards non-transparency of the governance. Dream of a noble Prime Minister Dr Manmohan Singh, the architect of  transparent and  clean governance, has shattered. 
Such is the case now widely whispered in the lobby of Ministry of Statistics. The present Secretary and Chief Statistician of the Ministry of Statistics to vacate the seat by the end of May 2010. As the post is open for talents hunts both from within the Departments as well as from outside ( because of the technical nature of the post), a Committee for Search was set up to undertake the interviews.   
Interview will take place in the second week of April, 2010 
Search Committee consists of 4 members, viz, Dr Montec Singh Ahluwalia, Deputy Chairman of Planning Commission, Dr S.P Mukherjee – a veteran Statistician, Dr Subir Gokran, Deputy Governor of RBI and Prof K.L. Krishna – ex- Delhi School of Economics.  
It is sad that among the selected candidates for the interview, Director General (DG) of CSO and DG of NSSO was dropped from the list , whereas his two Deputy Director Generals (DDG) were invited for the interviews. Added to the apathy, one of the two DDGs is to retire within 3-4 months, whereas DG is to retire a few months less than 3 years.   
The present DG is a rank holder in Indian Statistical Service, accredited with the 2nd position in 1975  
Does this situation transmit the transparency of bureaucracy? Why it can not  be construed as favouritism and fraudulent practices by some bureaucrats who supplied information about the candidates to the Search Committee members. This kills the inner motivation of any talents in our country. Probably, this might be the reason that already India lost some its talents, who went abroad and some of them were accredited with Nobel prizes.  
Should PMO office intervene in this case and save the Government before it is blown up by the media.

Army - no longer a hallowed institution
The army is no longer the hallowed institution it once was. But then neither is the judiciary, nor the civil service, nor the political class. And all those who really grudge the army their measly rations and orderlies might as well go and join the army to man posts at Siachen and face the Pakistani bullets or man the Indo-China border and face the Chinese guns or join the NSG and face the terrorists (of course they can have extra rations if they so desire). The people who give up their lives to protect the country deserve better. Even those who use up the measly rations and rum and have orderlies.

Deplorable condition of IRS
I fully echoe the observation about the IRS cadres. As an IRS officer I got my SAG after 24 years whereas officers who were 200 ranks behind me got it 8 years earlier. Had I known that this is the pathetic plight of IRS cadres, I would have never opted for these snail like services. I also see that the basic facilities in the IRS like housing, vehicles are the worst among all central Gr A services. I would advise young civil services aspirants that they should rather opt for Gr B services in the state instead of opting for these two services. Will any chairman or member of these boards ever read this and try to do a bit for these hapless victims of cadre management. Worse this year these two services have recruited jumbo batches of 250 plus. One will be a chairman and the other will be an Additional Commissioner at the end. How funny ?

Plight of IRS officers
The plight of IRS (Customs and C EX0 is worse that IT. From 1985 till 1997 batches, the Customs and C EXO service ranked equal, some time ahead of Indian Police Service. Today it is the last of the priority in Gp A services. 1989 batch is still Additional Commisioner, long settled court cases settled by Supreme court have been reopened ( interse seniority of promotees has stalled regular promotion of direct recruit officers!! unheard off in any other service but true).

Two IRSs were most ill managed services
It is fully correct that the two IRSs were the most ill managed services. It is 6 years behind the IAAS in promotion. Housing facility is very poor. The cadre never forward request for deputation without creating problem. Large scale transfers were carried out for the sake of transfer. The Boards were most non considerate even for posting to a remote locality due to children education or spouse working in these stations. If an officer requested for A station he is transferred to B station etc. The transfer policy in the two Boards is a big Joke

PSO/Sr.PPS/PPS
PSO : Only personal work of his/her officer and not official work like taking dictation and transcribing it. For staying late; will order poor Steno D/PA to accompany him because he is PSO and he should not take any responsibility.

Sr.PPS: 95% personal and less important work of his/her officer and only 5% official work. Rest he is Sr.PPS and certainly he is dependent on poor Steno D/PS

PPS: Somewhat better. 60% personal work of his/her officer and 40% official. But will leave office mostly on time by deputing poor steno D/PA.

So, therefore, in steno line. persons without promotion like steno D/PA will have to bear more responsibility by sitting late for assisting and helping these PPS/Sr.PPS/PSO wherelse these persons hold these designations for calling themselves as US/DS Directors. Kudos to the concerned persons who created these above three posts as an experience PA/PS can comfortably handle the official and other works of his senior officer because of experiences in any circumstances.

I would like inform you about the latest in this matter , though its again not verified but being a Human I can have this perception that in the Madhu Koda case some of the Babus have compromised at some point . The Babus in the Enforcement Directorate office heading this operation are neither moving ahead as it was expected from them nor seems to be interested in giving the logical conclusion to this case. The Involvement of a Senior BJP Leader’s family member in this scam is clear to all the Babus but I don’t understand under what circumstances the Investigating Agencies are not taken the action as per the prescribed Law. The accused are moving free in India and Abroad they are freely disposing their ill -gotten properties , they are getting the new passport from South African countries but the Department called “Enforcement Directorate” is sleeping .
Being A follower of white ambassadors 24X7, you spends quality time in power corridors of Delhi and elsewhere, why don’t you ask these Babus for how long they will take the “Common Man” for granted ?
Since , I have never been to any “Power Corridors” of Delhi and Elsewhere I would like to ask a simple Question to the so called Babus through you if you allow me ! “Why they compromise and never do Justice to the Common Man? None of the cases related to scams in India got the Logical conclusion till today ? Who allow the Babus to negotiate with the Accused in the Dark corner of any prestigious five star Hotel Lobbies ?

In your Blog you have written- “Though we have decided not to reproduce the letter because of certain unverified allegations………………..” I appreciate it but, at the same time I would like to request you why don’t you give me an opportunity to present the evidences to you on this issue.
Since you are quite senior to me I would like to request you kindly help “The Common Man” to fight against the prevailing Corruption and the Babus who are directly or indirectly nurturing the Corruption.
