Two IFS officers in run for Secretarys

Dossiers of two Indian Forest Service (IFS) officers have been sent
to Government of India (GOI) for empanelment as Secretary. It has been
necessitated in the wake of the GOIs decision to create Department
of Forests & Wild Life by splitting the Ministry of Environment
& Forests (MoEF). They are: S.C. Mohanty PCCF to Orissa Government
& Dilip Kumar DG MoEF. Kumar is an IFS of 1974 batch & belongs
to the Karnataka cadre while Mohanty is IFS officer of the 1975 batch
& belongs to the Orissa cadre.
Khurana to be Member of UPSC ?
Chairman of the Railway Board S S Khurana is likely to be appointed
new Member of the UPSC this month. Khurana is superannuating next month.
Ashok Chawla unlikely to move to ADB
Secretary Finance Ashok Chawla is unlikely to move to Manila as ED ADB.

Post of Additional Secretary created in HRD
A new post of Additional Secretary in Higher Education in the Ministry
of HRD has been created. Cabinet is believed to have approved the proposal
to create the new post.
T.C.A. Ranganathan is CMD, Exim Bank
T. C. A. Ranganathan who till recently was Managing Director (MD)
of the State Bank of Bikaner and Jaipur has joined as Chairman &
Managing Director (CMD) of the Exim Bank. His appointment notification
was issued on March 29, 2010.

Doordarshan creates history
Doordarshan in its history has made record revenue touching 1000crores,
the highest in the history of Doordarshan. The discount of 15% to adv
agency pegs the revenue at 983crores of rupees. Besides the receivables
are another addition of 110crores. AIR has also made a record revenue

A move in ITDC for re-employment to officers
As the grapevine has it, there is a move to re-employ those Assistant
Managers & above in ITDC who have retired or are going to retire
between February 1, 2009 & October 31, 2010. This move has been
mooted in the wake of ensuing Commonwealth Games (CWG). However, whatever
has to happen in this regard will happen only after return of Additional

Time bound inquiry to probe naxal attack
The GoI has decided to institute a time bound inquiry by a retired DG
level officer to probe the naxal attack that killed 75 CRPF personnels
in Chhattisgarh .

Statistics is justified
Elevation to the post of DG is just by seniority and not by anything
else and the Committee entrusted with the responsibility of selecting
the right leader of the Indian Statistical System had rightly excluded
those who might underscore in their commitments to excellence, intelligent
planning and focussed efforts. Leadership is practiced not so much in
words as in attitude and in actions and seniority has got no role in
such open competitions. Insiders of the service welcome this move.

Selection of Chief Statistician of India must be
transparent !!!.
I have been closely following the debate on this issue. I feel impelled
to share my experiences with the hope that history does not repeat itself
this time. While in service, I was privy to selection to the post of
first and the present CSI. The then Secretary and myself were initially
associated by the Search Committee headed by Dr Montek Singh Ahluwalia
Dy Chairman, Planning Commission(PC) .We were gradually
edged out due to our insistence on transparency in selection
process. The babus were not trusted. No parameters were fixed by the
Search committee for short listing of applicants and for assessing their
leadership qualities. There were no one-to-one talks with the applicants.
It was mere paper assessments based on word of mouth. The MOSPI was
lucky-by-chance to have Dr P Sen as the first CSI and Secretary. It
cant be lucky again. Since, the committee did not find any one
suitable, it enlarged its catchments area by persuading
Dr Pronab Sen, the then Principle Advisor (Planning Commission)
to accept the assignment to which he had never applied .
Hence, the need for 100% transparency. Let the Search Committee spell
out criteria for short listing and for assessing leadership
qualities of applicants. Let the search committee think out of
the box and be more innovative by inviting all applicants for
interviews and take a holistic view after taking into consideration
the totality of circumstances including applicants
performance in interviews ,their performance appraisal reports
etc .This was what I used to do as Secretary PESB under the guidance
of luminaries like N Vittal and later T K A Nair as Chairman.
What is the hitch in the present case for inviting all applicants
for personal talks by the Search Committee? The Committee has been ill-advised
to restrict the number of interviewees to five onlytwo internal
and three external. The offence was further compounded by calling
juniors and by-passing seniors. It is simply irrational, illogical
and absurd! The interviews earlier scheduled for 8th April ,are reported
to have been deferred till 17th April10. May be wisdom dawns upon
the Search Committee during this inter-regnum? The situation, as of
today, is quite comical, rather pitiable! Both DG(CSO) and DG (NSSO)
are reported to have represented against this discrimination.
The ISS Associations ( Delhi and Kolkata Chapters
) have also protested. In these circumstances, how could one expect
impartiality and objectivity from the Search committee in the
selection of new CSI? My advice to Search Committee would be to invite
all applicants for interviews and assess them in the presence of their
track records. It would be appropriate to know from each candidate,
his/her personal contributions to the Statistical System
and their proposed Plan of Action for the next five years . This
will set at rest the on-going controversy besides
facilitating selection of right person for the right
job. The whispers doing the rounds in the corridors of Sardar
Patel Bhavan, New Delhi is that the present attitude of the Search
committee will lead to lot of litigations in the times to come. All
records could be summoned by the Court. Will the Prime Minister kindly
intervene into the matter and decide the case as per tenets of Good
Governance? Incidentally, Dr Pronab Sen deserves elevation
as Member Secretary in the Planning Commission for his outstanding contributions
to the Statistical System.

Maoists are not people who can be negotiated with
The horrific attack on CRPF personnel on 6th April has raised the eyebrows
of many and must have created the fear in the minds of many. We may
say that the Maoists are not people who can be negotiated with, and
that force must be dealt with by force. Can we think of some prevention
But we can think who are joining such fundamentalists? Why are they
joining? Is the backwardness and unemployment is one of the reason.
I feel the only way to contain the people in the main stream is to provide
proper counseling, boost the economy in backward areas so that people
will get enough work for their livelihood which will contain them in
the main stream. Government both at National and State level are focusing
on various programmes and in fact conducting many programmes including
skill development. But how such programmes have helped the society perhaps
has not been reviewed by any agency. Mere conducting the programme is
not enough unless we provide integrated service to the participants
to ensure result. More fund should be spent on coordination, monitoring
and handholding support by independent agency and also physical verification
of the outcome. Only such number of programmes we should conduct which
can be monitored properly. We should not bite more than we can chew.
It is the development of micro and small enterprises in nook and corner
of any geographical area will only make the economy of the area vibrant
and provide scope for deprived people to work thereby containing the
people in the mainstream.

Nation must feel shock and concerned
Nation must feel shocked and genuinely concerned of death of so many
CRPF personnel in Chhattisgarh on 6th Apr. Now everywhere people in
civil or in Government must be talking "Who" is at fault?
In my view the entire nation is at fault. We first allow a situation
to aggravate then pump in forces without much preparation just to sacrifice
our soldiers like this. Have this nation shown genuine feelings for
such soldiers who do not attract glamour ? IPL, Sania-Shoeb were more
discussed yesterday than this topic. May I urge all Indians to wake
up to the security needs of the country or else HISTORY of surrender
and slavery from Alexander to Arabs to Mughals to Europeans could be
repeated in a time not far away. Those who have been talking and writing
against the peanut benefits given by the Government to Defence, Police
and Para-Mil personnel must know that they are able to do whatever they
want freely just because of these very men in uniform. These people
organised Candle March, or such commemoration events for people killed
in Taj Hotel, Mumbai, etc. Have they ever organised such functions for
their Unformed Assets? Do people of India think that it is only Government's
responsibility to take care of their Soldiers? Whose soldiers are they
by the way? Government's or the Nation's or of nobody? Ask those bereaved
Families who are just civilians like you and me and people of this country
would get the Answer. I don't mourn but Salute these Soldiers, the Nation's
Real Protectors in Uniform, at least for now unless all of us join hands
to fight against such dangerous elements.

Tragic loss of brave soldiers !
It is shocking to learn of loss of so many soldiers in a single operation
of the ultras. Clearly the police approach to the problem has completely
failed. The central forces can do little if the local administration
fails to stop such elements in procuring weapons that can blast even
sturdy vehicles which are specially designed to meet such exigencies.
Hope the vehicles were certified after due technical inspection to be
blast- proof. While police action has to continue vigorously, the matter
calls for review of the policy. The Emergency was hailed by many as
very successful in rooting out anti- social outfits. How could naxalism
survive it? Then Naxalism had not captured many districts, but was largely
limited to a small area around naxalbari in Darjeeling. In the past
more than 4 decades, it has spread far and wide. The fact is, it has
grown in the same proportion in which governance has declined in the
country and the federal structure jolted repeatedly. Wasn't Madya Pradesh
rocked by Tendu leaf scandal(s)? How many cases of Mahua, tree felling
and illegal mining were solved? Weren't the perpetrators rewarded in
the shape of political assignments as CM/Ministers at the centre? Were
the lotteries not exploiting the innocent villagers? When the poor village
folk suffer the zulm(excesses) of the state and its civil, police &
judicial machinery, they can not be blamed for taking help of the ultras--it
doesn't matter if they are dacoits of the Chambal or Naxals of any ideology.
The state has repeatedly proved even to the villager that it is corrupt
and inconsiderate to them, as their experience of not getting the ration
from the fair price shop or getting totally inedible food grains drove
the point in their minds. A single visit to these difficult and inaccessible
terrains will convince any right thinking indian of the zulm being suffered
by these folks. It takes more than 24 hours to reach the helicopter
crash site of a Chief Minister and still longer to retrieve the bodies

The problems in the North East also owe their origin to underestimating
the social problems and attempting police solutions to them. Relevant
to quote the Late Y.B. Chavan that more than naxalism, it is their mindset
that is worrying. Any government will have to understand the significance
of these wise words and find solutions to the problems of the people
to their best satisfaction and not mere hollow words. Democracy in India
is stronger than naxalism, but the conflict is now an anachronism: it
was okay in 1967 when it was a fashion for whosoever thought himself
educated to flaunt his progressive credentials by speaking agressively
in the language of the naxals and even in favour of the naxals. Not
so now. The India post Emergency is a different people.
We expect the government to convincingly prove that they are really
"progressive" and not the naxals.

Its tragic
Death of 75 CRPF personnel deployed in operation Green Hunt is deeply
tragic . Responsibility must be fixed and those responsible for gaps
in intelligence or planning or execution of operation green hunt in
an unfamiliar terrain covered with dense forest must be made accountable.
Moreover, root causes which have prompted young people belonging to
tribal and under developed areas to take to arms in such a large number
to be able to confront the armed might of the state must also be tackled.

All kudos to Minister for Power
I would like to congratulate Minister for Power for taking bold step
to write to PMO for posting a Technocrat Secretary instead of IAS Secretary.
Infact, it is need of the hour when Professionals are given the responsibility
to manage at least those Ministries and Departments which are more of
technical nature. These technical Ministries and Departments include
M/O Chemicals and Fertilizers, Power, New and Renewable Energy sources,
Petroleum and Natural Gas, Mining and Minerals, Water Resources, Telecommunications,
Electronics, Environment and Forests, Industries including Heavy and
small scale sectors. Let the technical people do their work by giving
them full freedom if we want this country to progress. IAS personnel
can be better utilised in improving Law and Order situation in the country
as well as in those areas where more administrative inputs are required.

It is unfortunate that IES service is in mess. If there are lucrative
offers just grab it, nobody will stop. It is true for all services.
Please stop this useless argument of threat. Everyone is free in free

I pushed my comments R.N. Choubey quite favourably for this particular
post in the month of November, 2009 and it has become true that he will
be joining. I wish my sincere congratulations to Choubey on joining
Central deputation. In case Choubey read these lines, I expect he will
response keeping in view that I have already worked as subordinate to
him in the year, 2003 onwards, for some time.

Women's reservation bill ?
So the Women's reservation bill is finished. There is however a historical
fact which is lost sight of while pursuing the agendas set by the Yadav
clansmen of northern India. So called "upper caste" women
have historically faced more disabilities than women who belong to castes
today included in OBC (Socially and Educationally backward castes).
These "upper caste" women could not eat meat, did not get
adequate nutrition, were confined to purdah, were not allowed education
(and hence qualify as socially and educationally backward), had often
to commit sati and there was no widow remarriage for them- many had
to die as child widows after living shaven headed and eating next to
nothing all their lives. Women who did not belong to the so called "upper
castes" had more freedoms, better diets (including meat), less
penance to do, no sati, less purdah and could marry upon their husband's
deaths and indeed had more freedom since there were fewer taboos for
them. As for Dalit women, Dalits already have a quota in Parliament
and very easily, half of that quota can be given to Dalit women. As
for Muslim women, historically they have had more rights than Hindu
women, divorce was easier for them, so were other rights, since Islam
offered women better rights than did Hinduism till the modernisation
of Hindu laws began. So, in case quotas within quotas are required,
they should be given to so called "upper caste" women if historical
disabilities are the criteria! Wonder what the Yadav clansmen have to
say on that? Why Laloo Yadav wants these quotas within quotas is obvious
though, he has seven daughters and every single one of them can become
an MP with ease if quota within quota is adopted.
