E.N Rammohan to probe into naxalites attack
on CRPF men
Indian Ministry of Home Affairs (MHA) has appointed former Director
General BSF E.N Rammohan to inquire into Tuesday's Maoist ambush which
killed 76 CRPF men.He is an IPS officer of the 1965 batch who belongs
to the Assam-Meghalaya cadre. He has been given 15 days to conduct a
detailed inquiry into the incident and suggest measures to mitigate
the lapses and ensure that such incidents did not recur.

The Department of Post of which Secretary is Ms. Radhika Doraiswamy
who heads PS Board had organized a three day brain storming session

It is the result of soft pedalling
Years of soft pedalling and under estimating the dangerous potential
of the extremists have now manifested in such brutal manner. Political
Parties were expected to do much more in creating an appropriate environment
against the extremists. Most effective state force now needs to be deployed.

It is a war, not a socio-economic problem
All the bleeding heart liberals for whom Naxalism/ Maoism is not merely
a law and order problem but a socio economic one must understand that
it is actually not merely a law and order problem, it is war. Our bleeding
heart liberals are talking and writing, the Naxals and Maoists are killing,
our brave hearts-the armed and para military forces are bleeding and
dying. The only way out is to take hard decisions but that is a difficult
call. The alternative is to sit on our haunches doing nothing and allow
people to die in the name of extremism, terrorism, naxalism, maoism
and the rest.

Intelligence failure and nothing else
It is so sad that no one has been held responsible for intelligence
failure in Dantewada incident till now. Though the Home Minister visited
the place unlike at the time of 26/11 in Mumbai, he needs to punish
the slackness of State Government but the Governor and Police officers
are sitting in their air-conditioned offices and planning their own
careers. The intelligence failure is nothing new- government was unaware
in 1962 when Chinese invaded our country, Pakistan wars, 26/11 and all
other times. Why should they be allowed to get away with killings of
innocent people and why these high dignitaries sit idle on taxpayer's
money ?

Give chance to officers from CPFs !
If the report about the shortage of so many IPS officers is true, why
not give the chance to officers from CPFs to be conferred with IPS on
the same lines as for State Police Officers. It is a readily available
pool available in huge numbers with rich operational, administration
and logistics & training management experience. The selection can
be through a comprehensive test for professional knowledge as well as
requisite personality traits under the aegis of UPSC.
They surely can prove to be an asset for police leadership, as they
have already proved their mettle in anti terrorist/ insurgency environment
as part of their own organisations as well as on deputation to state
police (e.g. Punjab and J&K)

What is the use of increasing IPS strength ?
You said "If informed sources are to be believed country is short
of 557 IPS officers"...IPS has a cadre Strength of 1,465 meant
for 620 districts of India and to rule the Police Forces of various
hues at Ranks of DIG and above in 14 years of service. What is the use
of increasing their strength as they are not a functional cadre. In
leadership capacity they have let down the country very badly and no
proof of that is needed. What is needed is to strengthen the Constabulary
and Cadres of Police Forces who function on ground. It appears that
the focus of honorable Home Minister is wrong and not targeted at achieving
results. The move to increase IPS strength will only add administrative
burden and cost of Policing including that paid by the Citizenry directly.While
Chidambaram is crying over the shortage of IPS, no one is really worried
about major shortage of officers in the Defence Forces, where all the
buck stops, mainly of the one created by these elite Services.

Maoists are not human beings
They kill innocent people and blow up trains, besides, destroy schools
and infrastructure. Surely, they do not deserve any sympathy which unfortunately
they get from some quarters. The politicians whether in Government or
others have no time to think about this grave situation. PM, HM and
others issue routine state, statements condemning the 'dastardly' acts
and that is all. Next day everything is forgotten by all except the
families of those who are no more. All this happens due to lack of political
will. Those who are in power only think how to retain it and those who
are out of it how to regain. They always talk about reservations etc
which divides the society. These terrorists are inspired and funded
by our foreign enemies and have declared war on the State. They should
be dealt with maximum sternness and eliminated. Their overt and covert
sympathisers. I know it is easier said than done, but there is no alternative.
Having an honest and simple PM is good but not enough.

Why cant CBEC and CBDT be combined ?
The question is when will the CBEC and CBDT wake up to the plight of
its cadres? Dont they ever feel ashamed of their pathetic plight?
They are busy transferring their officers to the remotest possible corners
of the country and as many as 8 commissioner rank officers have died
in just one year due to transfer related woes. Why cant they wind
up these two cadres which exist only for name sake . What is the logic
of recruiting the IRS through civil services examination whereas Deputy
Collectors recruited as Gr B are much better in promotions.

Why did they mess with a system ?
It is a fact that the tool of marking "good" is being used
in ACRs on the whims and fancies of senior officers to stop people from
being promoted to SAG level. Past practice in this connection had served
us well for all these years. Why did they mess with a system which was
working well? Anyway these ideas are nonsensical imports from the armed
forces and cannot work in a civil service milieu and do not need to.
In Civil service, even the subordinate is supposed to be independent,
it is in the very nature of his job, unlike the army where unquestioned
obedience may be a desired goal. Is the top willing to listen? Else,
the sole sacrificial lambs may be the officers who have a mind of their
own. Or should be IAS= I agree Sir!

Save the system
I fully support the views on "Selection of Chief Statistician of
India must be transparent !!!. Even if we get relief from the
courts of law, how can we expect good governance. If a junior who is
reporting to DG becomes senior to DG, can we expect the DG to work peacefully.
Both eventually will fight and eventually the system will suffer. Dont
neglect Statistics in the present era. Please save the system and put
an outsider like Pronab Sen in such post.
