State Bank of Pakistan takes serious note
The Board of Directors of State Bank of pakistan (SBP) in their bi-monthly
monetary policy announcement have taken serious note of reckless borrowings
from it by the pakistan government which according to the Directors
has blunted all efforts to arrest the 'runway monetary expansion' resulting
in inflation. Apart from raising borrowing costs (which effectively
means high rates of interest on borrowings) the meeting also decided
strict adherence to revised borrowing limits 'even if it results in
stopping payments to the provincial governments'. The proposal to increase
borrowing costs has obviously not gone down well with Pakistan's business
community who feel that it could 'crowd out the private sector, compromise
growth and result in decreased export as well as loss of jobs'.
It is to be noted that against a total expansion of Rs 360 billion in
the Bank's reserve money Rs 266 billion have gone into state borrowings
upto 19 November this year.While apologists for the government attribute
the phenomenon to rising security and flood relief related costs, cost
of subsidies in the power sector and shortfall in external funding the
SBP feels that fiscal indiscipline coupled with a narrow tax-base and
declining Tax To GDP ratio (lower than 9% amongst lowest in the world)
are the real factors.

in the US
Puneet Agrawal, IAS officer of the Manipur-Tripura cadre belonging to

Shocked SC Chief Justice promises to expose guilty !
Supreme Court CJ is shocked at how some High Court Judges have shielded
corrupt politicians and businessmen. He is reportedly flooded with complaints
of how Judges brushed aside cases of nepotism and corruption by businessmen,
bureaucrats and politicians. A young Judge in Maharashtra High Court
allegedly dismissed a PIL under pressure from a Foreign Embassy. A CJ
of a court in South India absolved a Union Minister. Judges close to
a former SC CJI helped a powerful Delhi politician to go scoot free
on charges of molestation. Several Judges under the influence of a former
Law Minister summarily dismissed petitions in grave cases of corruption
and criminal misconduct for being awarded with ceremonial jobs after
retirement. The list is unending but SC CJI has promised his conscience
and the oath he took under Constitution of India to expose and punish
the guilty in accordance to the law of the land.

Apex Court to gag media !
Supreme Court of India is likely to gag the media from publishing the
Radia tapes. A PIL may be moved in SC early this week. SC judges are
reportedly not happy with Ratan TATA's name being dragged into the controversy.

Understand the reality
There is a lot of controversy on the appointment of CVC. We should understand
that CVC is a constitutional Authority and should not submit to any
pressure from any executive once the appointment is made. That is the
purpose of providing such protection to the constitutional authorities
like CVC, CEC, CAG etc. The question is of the integrity. Present CVC
is not the only civil servant who has been suffering the agony of hanging
sword for Nineteen years. He is simply a playing field in the rivalry
amongst bigger players. I think he is the best person to lay down guidelines
for protecting civil servants from such long drawn agony. I have seen
many competent officers suffering for years together mentally and socially
for none of their faults and exonerated at the end of long drawn battles
after 20 - 26 years in many cases. They are given promotions and some
time monetary benefits at the end with a word "exonerated honorably",
however neither their agony nor their loss of honor is compensated as
both are nontangibles. I feel the present CVC should stay put and using
his residuary power should frame rules for the benefit of many such
sufferers, as the various election commissioners have done in the past
to set the election process in order.

I would like to congratulate Dr PK Misra for his letter. I think not
only PM but the entire country should ponder over his suggestion. There
is need to file PIL in supreme court to stop this bureaucratic nepotism
which is ruining the civil swervices edifice. Entire IAS fraternity
should move on this. The stink need to be removed.

Cong turning blind eye to deals !
Many scams because of selective denotification of lands are surfacing.
Many ministers are involved in Karnataka. In TN many public park lands
get denotified and even some Govt lands. With the lapse of time these
park lands get into the hands of many Govt bureaucrats and ministers
who construct flats and sell them. Even corporation of Chennai is not
aware of its own property holdings. Many temples in TN have lost their
lands and buildings to politicians and their relatives. Central Govt
and congress which boasts of transparency and morality are turning blind
eyes to these deals.
