Among the papers is a "top secret" and "confidential" document dated August 25, 2009, from the DGIT to a CBDT member. Annexed to this are internal evaluation reports for June and July 2009 and, interestingly, a comment providing context for a remark made on the whispersinthecorridors.com website.
This document has a flood of names of individuals and companies: Tatas, Ambani/ Reliance, Mittal/Bharti Telecom and others, including several politicians (prominently A. Raja). And then there's a claim that on Radia's and Kanimozhi's behalf, Barkha Dutt and Vir Sanghvi were negotiating with the Congress for ministries for DMK members, particularly Raja.

Aaj Ki Aawaz

Rather than hitting out at BJP Sonia should think!!!

The 2 G scam is now making Congress stink!!!

In fact now with this scam Congress Public does link!!!

Think Madam Sonia think!!!

It's the biggest scam to date!!!

And it requires a probe and not a debate!!

And it's not BJP but the CAG that has raised the alarm!!!

'To the Indian Exchequer Raja has done some very serious harm'!!

Now its said CBI too had wanted to sound the alarm some time back!!

But by it's Political Bosses it was held back!!

Madam BJP is not lecturing you on corruption but just wanting a probe!!!!

So that the accused ho jaye disrobe!!!

BJP cannot lecture because for this one has to be an expert!!!

And in this area UPA has the Phd.... BJP's just being alert!!!

Madam should realize Public is now smart or shaana!!!

They know whenever charged with corruption Congress will use the same bahaana!

Do BJP's misdeeds give Congress the License to ignore corruption charges on it?

In Congress's dictionary BJP's misdeeds make Congress's misdeeds 'legit'!!

Seems Sonia's only aim is to ensure UPA completes its present stint!!!!

Seems she's got the ' Congress will not win next General Election' hint!!

Down South now questions are being asked how much Karuna get for his Sun TV shares!

Just mention this and they say Karuna flares!!

He says he got 100 crores but Radiia tapes say it is six times this figure!!

So Karuna's worries get bigger and bigger!!!

Even if Karuna tries to save face by divorcing Rajati and disowns Kanimozi!

Still he will not be able to stop DMK's downturn and for AIADMK things getting rosy!

Diggy's job seems to take on all issues that involve Muslims a pro Muslim stance!!!

And this he does by doing against BJP and RSS a war dance!!

His recent statement has been refuted by Karakare's wife!!!

She threatened to move out of India if on her hubby's sacrifice there is political strife!

Now Diggy will say he got a email from her kid!!!

That 'Mom was under pressure from RSS to do what RSS does bid'!!

And if you ask him for a copy of the email he'll say he deleted it!!!

By the way in Karkare's in-coming call records no where doth Diggy's numbet 'sit'!

Confucius says.... Congress's vote bank politics is doing Congress in!!!

Congress refuses to abide by the new Mantra ' perform and win'!!!

Adds....and Public is now sick of our Neta's corrupt ways!!!

More so after they realized that ultimately the bill who pays?????

Pakistan FIA looks into funds bungling in Drinking water project
Pakistan's Federal Investigation Agency is looking into possible embazzlement of funds to the tune of Rs 700 million in the popular Clean Drinking Water for All (CDWA) project. The money was drawn as mobilisation advance by a contractor for installation of filtration plants in Khyber Pakhtunkhwa, FATA and Gilgit Baltistan areas against fake bank guarantees purportedly provided by Pakistan's Bank of Punjab. FIA is also looking at possible collusion of the Bank's personnel as well. Most curious aspect of the case is that while the actual contract was to a firm Ideal Hydrotech Systems Ltd, some payments have been made by the concerned secretary of the Local Self Department to a similar sounding but different firm called Ideal Hydrotech Systems Pakistan Ltd
The project launched in 2004 has been a non starter. Out of 6638 filtration plants planned for the country only 1173 have been installed so far. The implementation of the project started as a central government initiative has now gone to the Provincial governments under the now devolved Ministry of Special Initiatives and the provinces are reluctant to carry on unless funded 100% by the federal government.

RTI

"DATE WITH RTI" COMPLETES TWO YEARS

Joint penalty on PIO & Deemed PIO

Information regarding the rent fixation and related issues were refused to the appellant. Mr. S. K. Nigam, PIO, stated that the assistance of Mr. A. K. Pasi, was sought under Section 5(4) of the RTI Act for providing the information. Mr. Pasi, the deemed PIO, provided the information "As the matter is subjudice in the court of law the information cannot be supplied at this point of time." The CIC noted that this was a denial of information without giving any reasons as per Section 8(1) of the RTI Act. While accepting that the denial of information was made by the deemed PIO, the CIC held that when a completely frivolous denial of information is made, the PIO must also share the blame. For a delay in providing the information of over 100 days, the CIC imposed the maximum penalty of Rs. 25,000/- jointly on the PIO & Deemed PIO.

Comments

The CIC has held that the RTI law holds the PIOs responsible for all decision on matters of law and officers whose assistance is sought under Section 5(4) basically share the administrative responsibility of providing the information. Most PIO's tend to act like
Post-offices, collecting information from the deemed PIO and transmitting them to the appellant. This order would be a wake-up call.

Congress(I)'s new Manifesto

BJP state Governments are corrupt, why should they blame Congress for corruption ! Heard today at parliamentary party meeting in Congress president's speech. Yes and nothing new, our Attorney General has already explained this in the Supreme Court of India, the sarkari definition of integrity.

CPM Leader

Mohana's government's antipathy towards a JPC is suspicious. More suspicious is their decision to form a one retd. judge committee to go into the 2G mega scam. Justice (retd.) Shivaraj Patil heads only a limited enquiry committee. It is not set up under the Commission of Enquiries Act 1952. It is not empowered to examine witnesses or evidence. It can go through whatever is available in the department of Telcom (left knowingly or unknowingly by Raja and his trusted men). It is asked only to give shape to a report with in 4 weeks, a raw material on which Kabil Sibal can go on chanting his usual stuff. Is the trusted Mihana trying to cover up a bigger fish that has whisked away a major share of the loot?

Scrap empanellment process in GoI

Do away with empanellment process in the Govt. of India and bring in place a merit based transparent system where in the civil society can also have some role in appointment of the most suited and trusted person. The appointment process in developed countries and UN, World Bank can be taken for an example. After all, it is a matter of tax payers money.

State govt not forwarding names

Many willing officers' names are not being forwarded by state government. Central government is not in a position to select willing officers and to take them on central deputation by itself.

UPA Government takes a leaf out of Yeddi Government !

UPA Government, it appears to have taken a leaf out of Yeddi Government in constituting an one Judge Committee. A dacoit following the foot steps of a thief. There are so many judges waiting like beggars at the doors of politicians to get some post-retirement tidbits. We have seen such a luminary appointed by that fraudster Lalloo coming out with a report that concluded what happened in the train massacre in Godhra was really a mass suicide! The only opposition to the present corrupt UPA is BJP. It is time for them to clean their stables and kick out people like Yediurappa, his cronies, Sushma Swarajs and Rajnaths and try to get a clean image. Otherwise people will lose confidence in our democracy.

"DOP&T must remove the anomaly"

According to DOP&T's Order No 21011/1/2010-Estt-A dt 21-4-10, representations can be submitted by the aggrieved officers in case, they are given below bench-marked ACRs/APARs by their seniors. This is a landmark order of DOP&T in the interest of transparency and Good governance. These orders also envisage that while deciding such representations from the aggrieved officers ,the Competent authorities must take into account the views of the Reporting /Reviewing Officers, if they are still in service. Fair enough!

The earlier regime by not following the principles of Equity &Natural Justice gave a free hand to the reporting and reviewing officers to screw their subordinates based on his/her whims.

It is understood that some departments/ministries of GOI are wrongly applying DOP&T's instructions for promoting their favourite officers by getting their ACRs /APARs secondarily reviewed by such Officers who had never supervised the performance of the representatives during the period under review. This practice is patently illogical and legally untenable besides promoting corruption in administration.

May I request the DOP&T? through this forum to issue clear guidelines to save government officers from injustice in their career progression ?

May I urge upon Dr Suresh Mehrotra ,the Editor-in-chief , to highlight this issue on WIC so that it gets focussed and urgent attention?
