This document has a flood of names of individuals and companies: Tatas,
Ambani/ Reliance, Mittal/Bharti Telecom and others, including several
politicians (prominently A. Raja). And then there's a claim that on
Radia's and Kanimozhi's behalf, Barkha Dutt and Vir Sanghvi were negotiating
with the Congress for ministries for DMK members, particularly Raja.

Army Captains and Majors may become IPS if
MHA has its way
Officers of the rank of Captains and Majors in the Army will become
eligible to become Indian Police Service (IPS) officers if the home
ministry's proposal for their limited recruitment into the IPS is cleared
by the government. The MHA has proposed limited recruitment of young
Army officers into the IPS through a special UPSC conducted examination.
The proposal will soon be sent to the defence ministry for its comments.
Is it not media failure in GoI ?
There is general feeling that there is a big failure of the media managers
in the Government of India. All achievments of the UPA Government led
by Manmohan Sngh have gone behind the curtain and only scandals are
visible in the print and electronic media. Someone commented that media

attendance this year perhaps because the Mussoorie-based Lal Bahadur
Shastri National Academy of Administration (LBSNAA) has ended its partnership

Pakistan FIA looks into funds bungling in
Drinking water project
Pakistan's Federal Investigation Agency is looking into possible embazzlement
of funds to the tune of Rs 700 million in the popular Clean Drinking
Water for All (CDWA) project. The money was drawn as mobilisation advance
by a contractor for installation of filtration plants in Khyber Pakhtunkhwa,
FATA and Gilgit Baltistan areas against fake bank guarantees purportedly
provided by Pakistan's Bank of Punjab. FIA is also looking at possible
collusion of the Bank's personnel as well. Most curious aspect of the
case is that while the actual contract was to a firm Ideal Hydrotech
Systems Ltd, some payments have been made by the concerned secretary
of the Local Self Department to a similar sounding but different firm
called Ideal Hydrotech Systems Pakistan Ltd
The project launched in 2004 has been a non starter. Out of 6638 filtration
plants planned for the country only 1173 have been installed so far.
The implementation of the project started as a central government initiative
has now gone to the Provincial governments under the now devolved Ministry
of Special Initiatives and the provinces are reluctant to carry on unless
funded 100% by the federal government.

"DATE WITH RTI" COMPLETES TWO YEARS
Joint penalty on PIO & Deemed PIO
Information regarding the rent fixation and related issues were refused
to the appellant. Mr. S. K. Nigam, PIO, stated that the assistance of
Mr. A. K. Pasi, was sought under Section 5(4) of the RTI Act for providing
the information. Mr. Pasi, the deemed PIO, provided the information
"As the matter is subjudice in the court of law the information
cannot be supplied at this point of time." The CIC noted that this
was a denial of information without giving any reasons as per Section
8(1) of the RTI Act. While accepting that the denial of information
was made by the deemed PIO, the CIC held that when a completely frivolous
denial of information is made, the PIO must also share the blame. For
a delay in providing the information of over 100 days, the CIC imposed
the maximum penalty of Rs. 25,000/- jointly on the PIO & Deemed
PIO.
Comments
The CIC has held that the RTI law holds the PIOs responsible for all
decision on matters of law and officers whose assistance is sought under
Section 5(4) basically share the administrative responsibility of providing
the information. Most PIO's tend to act like
Post-offices, collecting information from the deemed PIO and transmitting
them to the appellant. This order would be a wake-up call.

BJP state Governments are corrupt, why should they blame Congress for
corruption ! Heard today at parliamentary party meeting in Congress

UPA Government takes a leaf out of Yeddi Government !
UPA Government, it appears to have taken a leaf out of Yeddi Government
in constituting an one Judge Committee. A dacoit following the foot
steps of a thief. There are so many judges waiting like beggars at the
doors of politicians to get some post-retirement tidbits. We have seen
such a luminary appointed by that fraudster Lalloo coming out with a
report that concluded what happened in the train massacre in Godhra

"DOP&T must remove the anomaly"
According to DOP&T's Order No 21011/1/2010-Estt-A dt 21-4-10, representations
can be submitted by the aggrieved officers in case, they are given below
bench-marked ACRs/APARs by their seniors. This is a landmark order of
DOP&T in the interest of transparency and Good governance. These
orders also envisage that while deciding such representations from the
aggrieved officers ,the Competent authorities must take into account
the views of the Reporting /Reviewing Officers, if they are still in
service. Fair enough!
The earlier regime by not following the principles of Equity &Natural
Justice gave a free hand to the reporting and reviewing officers to
screw their subordinates based on his/her whims.
It is understood that some departments/ministries of GOI are wrongly
applying DOP&T's instructions for promoting their favourite officers
by getting their ACRs /APARs secondarily reviewed by such Officers who
had never supervised the performance of the representatives during the
period under review. This practice is patently illogical and legally
untenable besides promoting corruption in administration.
May I request the DOP&T? through this forum to issue clear guidelines
to save government officers from injustice in their career progression
?
May I urge upon Dr Suresh Mehrotra ,the Editor-in-chief , to highlight
this issue on WIC so that it gets focussed and urgent attention?
