My countrymen let us examine some facts.
1. Money lost in illicit financial outflow since independence $ 462
Billion - Action taken by governments: A half hearted effort to ask
Swiss banks details of the money.
2. 2 G spectrum scam $ 40 Billion : Action taken: CBI raiding the home
of few accused after only 2 years of scandal, SC only asking questions
and no judgements and PM saying JPC not required ( read the diary has
my name ) . And yes a SC retd judge given the post retirement job to
investigate.
3. Commonwealth Scam $ 1.7 Billion : Action taken : CBI inquiry and
the Boss is ruling party politician so only his cronies are raided.
No attempts to recover the money by the government.
4. Jharkhand money laundering by Chief Minister: $886 Million : Action
taken : CBI still investigating. A tribal Chief Minister sent to jail
for sometime. Why bother more its tax payers money not personal funds
of ruling elite ?
5.Housing loan Scam $ 221 Million : Action taken : CBI inquiry is on
..... its small scam .... will not effect the banks ... cover up dude
!
6. Adarsh Housing Scam : Less than $ 10 Million : Appoint some retired
judges who can probe it. Don't make too much fuss close aids of Congress
high command has benami flats in the building.
Impact we are only 87 out of 178 nations in most corrupt nations and
if we slip few places no big deal ! We are born to rule and swindle
this sonay ki chidiya.

Unit
As the grapevine has it V.K. Garg is going to be appointed as new Joint
Secretary of Tax Research Unit (TRU) the slot that was earlier held
by Gautam Bhattacharya. Garg is an IRS (C &EC) officer of the 1983
batch. The post is in the central government's Revenue department that
falls under the Finance Ministry. Presently, V.K. Garg is posted as
Additional Director General (ADG) in the Faridabad located National
Academy of Customs, Excise & Narcotics (NACEAN).

Alarm bells ringing for Pakistan's economy
The governor of State Bank of Pakistan (SBP) Shahid H Kardar during
his recent address to the Federation of Pakistan Chambers of commerce
and Industry (FPCCI) has reiterated the Bank's concern for heavy governmental
borrowings over the last three years - in excess of Rs 1500 billion
by Oct this year - resulting in unprecedented high rates of inflation.
A conspicuous fall out of the state's excessive borrowings is the deterioration
in the currency to deposit ratio. During 2003-2007 currency circulation
grew by 70% but deposits in the banking system (excluding governmental
deposits) grew by 104%. However during the period 2007-2010 coinciding
with increased state borrowings the currency circulation grew by 82%
but deposits in banking system grew by just 40%. Mr Kardar has warned
that absence of rigorous fiscal discipline by the government and sound
macro management strategies may lead to total collapse of the economy.

"DATE WITH RTI" COMPLETES TWO YEARS
Joint penalty on PIO & Deemed PIO
Information regarding the rent fixation and related issues were refused
to the appellant. Mr. S. K. Nigam, PIO, stated that the assistance of
Mr. A. K. Pasi, was sought under Section 5(4) of the RTI Act for providing
the information. Mr. Pasi, the deemed PIO, provided the information
"As the matter is subjudice in the court of law the information
cannot be supplied at this point of time." The CIC noted that this
was a denial of information without giving any reasons as per Section
8(1) of the RTI Act. While accepting that the denial of information
was made by the deemed PIO, the CIC held that when a completely frivolous
denial of information is made, the PIO must also share the blame. For
a delay in providing the information of over 100 days, the CIC imposed
the maximum penalty of Rs. 25,000/- jointly on the PIO & Deemed
PIO.
Comments
The CIC has held that the RTI law holds the PIOs responsible for all
decision on matters of law and officers whose assistance is sought under
Section 5(4) basically share the administrative responsibility of providing
the information. Most PIO's tend to act like
Post-offices, collecting information from the deemed PIO and transmitting
them to the appellant. This order would be a wake-up call.

WHO ARE MORE CORRUPT-POLITCIANS,BUREAUCRATS AND JOURNALISTS
Politicians are way ahead
It is like asking who came first- the egg or the hen. Actually the
politicians are way ahead of all.

Who is more corrupt, the politician, bureaucrat or journalist in the
Indian context is a Kafkan enigma. The journalist makes both the politician
and bureaucrat visible and in turn the politician and bureaucrat patronize
the journalist. In their ugly nexus of corruption, to use the Orwellian
phrase, "it is difficult to say who is the man and who is the pig".
It is the pusillanimous journalist who breaths life into the corrupt
politician or a bureaucrat. In a free society when a journalist turns
corrupt, it can pale all shades of corruption. Both the politician and
the bureaucrat make the cannon fodder for the journalist.

Why did media suppress news ?
I wonder why news media totally suppressed news about the deportation
of American computer scientist, J Alex Halderman, who had co-authored
a study titled 'India's EVMs are vulnerable to fraud'. He was not allowed
to enter the country after landing at the Indira Gandhi International
(IGI) Airport on Sunday evening. Airport sources, it appears, refused
to offer any reason for this action. Many political leaders have cast
doubts on the dependability of EVMs. Government seems to be in a hurry
to hide some thing. Or is the Congress President after putting honest
faces like those of Manmohan Singh and Antony upfront and demolishing
public faith in the constitutional edifices like the posts of the President,
CEC, CVC etc. trying to remain in power with the aid of undependable
EVMs ?

Who is accountable ?
My question to government is can they tell us who is accountable? I
live in a society which suffered a number of burglaries recently. So
the society decided to sack the security guard for failure to safeguard
the society. However our nation which is suffering burglary after burglary,
and in this case with the avowed knowledge of the security guards, but
no one is held accountable. What kind of system is this?

True, what do you say to those reviewing officers who downgrade the
grading given by the reporting officer simply because there was personal
differences between the two. As a result my grading of outstanding is
now very good! And I cannot do anything about it. Any suggestions?

Cong has responsibility to tread right path
The Congress Party was in the forefront in the freedom movement and
has the responsibility to carry forward and establish the ideals of
dreams of its forefathers. After independence, it has lost the way and
instead of stubbornly fighting not to have any scope for criminals to
become MPs, it chose the wrong way to be in power. Congress party has
an obligation to tread the right path and not to quote that BJP is also
corrupt. The current obstinate behaviour of congress is discouraging
many congress supporters.
Let there be a movement for honesty and transparency at any cost. What
ever comes in the way, has to be crossed. There should not be any place
for personal ego or gain. The entire country has pinned their hope to
congress to make India a super power.
