My countrymen let us examine some facts.

1. Money lost in illicit financial outflow since independence $ 462 Billion - Action taken by governments: A half hearted effort to ask Swiss banks details of the money.

2. 2 G spectrum scam $ 40 Billion : Action taken: CBI raiding the home of few accused after only 2 years of scandal, SC only asking questions and no judgements and PM saying JPC not required ( read the diary has my name ) . And yes a SC retd judge given the post retirement job to investigate.

3. Commonwealth Scam $ 1.7 Billion : Action taken : CBI inquiry and the Boss is ruling party politician so only his cronies are raided. No attempts to recover the money by the government.

4. Jharkhand money laundering by Chief Minister: $886 Million : Action taken : CBI still investigating. A tribal Chief Minister sent to jail for sometime. Why bother more its tax payers money not personal funds of ruling elite ?

5.Housing loan Scam $ 221 Million : Action taken : CBI inquiry is on ..... its small scam .... will not effect the banks ... cover up dude !

6. Adarsh Housing Scam : Less than $ 10 Million : Appoint some retired judges who can probe it. Don't make too much fuss close aids of Congress high command has benami flats in the building.

Impact we are only 87 out of 178 nations in most corrupt nations and if we slip few places no big deal ! We are born to rule and swindle this sonay ki chidiya.

Aaj Ki Aawaz

After a strenuous jog in Lodhi Graden I sit down to catch my breath on my favorite bench . Suddenly the ground starts shaking and Reunka Chowdhury comes and sits with a 'dhadam' on the bench!

Renuka: Hullo hullo….. do you know who I am???
Me: Madam I still cannot forget the picture of you crying when Sonia refused to become the PM out of my mind!!!

Renuka: Many say those were croc tears….. let me tell you I'm a very emotional person and her act touched my heart!!!

Me: Well I leave it to peoples perception…… tell my how come Congress has brought you in as a Spokesman!

Renuka: I'm a skillful debator, I'm a diehard supporter of the Gandhi family and I look better than 'plain Jane' Janaki!!!

Me: I think Congress did this because you have the ability to browbeat those who take an anti Congress line in TV debates!!!

Renuka: I do it with my arguments!!!

Me: No Madam you do this with being downright rude and personal !!!

Renuka: Shut up….. look at yourself ….. who are you……..your track suit does not even match the pullover you are wearing…… I can get you arrested!!!

Me: I rest my case!!!

Renuka stomps off. And a morose looking Kanimozi comes and softly sits on the bench.

Kanimozi: sniff…. sniff…… my Papa does not speak to me or my Mom!!!

Me: Well deserves you right..... he's realized his loved one's took him for a ride!!!

Kanimozi: You are naïve…… do you think political parties run on 'principals and fresh air'?????

Me: So you mean to say you shared the spoils with the Party?????

Kanimozi: No …… just look at me…… just see my simple sari…… I do not even wear any solitaires!!!

Me: Madam Sonia wears simple saris and let me tell you her simple saris are very very highly priced….. in her case more the simpler the sari higher its price!!! And why wear solitaires when 'power' shines!!!!

Kanimozi: Radiia is the one who made the money!!!

Me: Yes in the end Raja and/or Radiia could end as the fall guys and you will be 'absolved' by your Daddy dear!!! After all Netas are livid with her and Raja was and is dispensable!!!!

Kanimozi: My Dad does not even come for his customary lunch!!!!

Me: See you guys are a filmy lot!! So tell your Mom to pack up his lunch and go to his other home and leave the dhabba there everyday!!!! Wouldn't hurt if she put in a sorry cum love note!!!

Kanimozi: And to add to the drama my Mom could walk it barefoot to his other home!!!

Me: See now you are thinking with your filmy genes!!!!

Kanimozi: Got to run…. bye!

She jogs off and I see Praful running towards me in a jazzy 'kingfisher' color red track suit and he comes and sits on the bench!

Me: Mallya's colors!!!

Praful: Why does he have monopoly on red?????

Me: No but knowing your Mallya connection and then seeing you in red I just made two and two!!!

Praful: Very funny……why do you guys have to mix my private and public life????
Me: Because you are a Public figure and in Mallya's case your private life is guiding your Public life!!!

Praful: Radiia is a 'economic terrorist'…… how did she come to know so many people in Delhi……what is her claim to fame……people should ponder on these questions?

Me: If people knew the answers there would be 'dime a dozen' wheeler dealers???? Fact is only those in power know the answers!!! And please do not tell me the perfume she wore was hypnotic!!!!

Praful: Such people do not deserve any of my time and attention, except to say that it is such type of people who vitiate the atmosphere and run smear campaigns to suit their interests!!!!

Me: Listen I did not bring up her up in this talk…. you did….. I would guess that nowadays she's monopolizing your brain space as she's let out some skeletons from your cupboard!!! And I think Indians are in a way are grateful to her and the one's who leaked the tapes….. otherwise how would we come to know about all this jiggery pokkery!!! By the way what gift did you get from her on Diwali…… was it a very expensive watch for your collection?????
Praful: She had no work with me so why should she gift me a watch????

Me: Such lobbyist's do not gift only on account of business on hand but on business prospects!!! Why I hear she gifted Pawar a set of dinky 'state of the art' SUVs ..... the most expensive models…. with a note….. could not gift wrap a SUV but I am just a hint away…. and I hear she gave a PO Box number, adding, whichever SUV you like please send the dinky to this PO Box…..SUV will be yours in the same modality as are your other swanky cars!!!

Praful: To hell with you! I'll ban you from travelling on Air India!!

Me: Mirchi laggi kya????? Why only Air India .... you can do so even on Jet and Kingfisher?????

Ex-transport commissioner in Maharashtra, S D Shinde, who was on medical leave for over six months, has been asked to appear before the Medical Board comprising a physician, surgeon and ophthalmologist. Shinde, of 1991 batch, was the transport commissioner in 2007.

Senior Pakistan Bureaucrats facing FIA heat
The federal investigating agency (FIA) of Pakistan has frozen bank accounts of Mr Agha Sarwar Khan Federal Secretary Religious Affairs along with three other officers of the same Ministry including DG (Haj) Rao Shakeel Ahmad, JS (Haj) Raja Aftab Islam and Mr Behrullah Hazarvi Director. Their names have also been put on Exit Control List barring them from leaving the country. The Secretary has been removed from his post and told to report to establishment division. The move follows investigations opened by the FIA into complaints of massive corruption including demanding and accepting bribes from travel operators and bungling in hiring of accommodation and transport for the pilgrims during this year's Haj operations. The DG Haj already in FIA custody is believed to have named the Secretary and other officers during interrogation. A team of FIA has already left for Saudi Arabia for further investigations

Joint penalty on PIO & Deemed PIO

Information regarding the rent fixation and related issues were refused to the appellant. Mr. S. K. Nigam, PIO, stated that the assistance of Mr. A. K. Pasi, was sought under Section 5(4) of the RTI Act for providing the information. Mr. Pasi, the deemed PIO, provided the information "As the matter is subjudice in the court of law the information cannot be supplied at this point of time." The CIC noted that this was a denial of information without giving any reasons as per Section 8(1) of the RTI Act. While accepting that the denial of information was made by the deemed PIO, the CIC held that when a completely frivolous denial of information is made, the PIO must also share the blame. For a delay in providing the information of over 100 days, the CIC imposed the maximum penalty of Rs. 25,000/- jointly on the PIO & Deemed PIO.

Comments

The CIC has held that the RTI law holds the PIOs responsible for all decision on matters of law and officers whose assistance is sought under Section 5(4) basically share the administrative responsibility of providing the information. Most PIO's tend to act like
Post-offices, collecting information from the deemed PIO and transmitting them to the appellant. This order would be a wake-up call.

WHO ARE MORE CORRUPT-POLITCIANS,BUREAUCRATS OR JOURNALISTS ?

My God, after witnessing a series of stinging and phone tapping operations, including Tehelka and Radia tapes, it is sure that in the present culture of corruption, Hamaam main sab Nangey hain.

Bureaucrats, politicians and Journalists together form an unholy alliance, supplementary and complimentary to each other.

Who is more corrupt, is difficult to say in the absence of a level playing field. Journalists and politicians are not required to declare their exponentially growing assets.

But, why has Dr Suresh Mehrotra, the Editor-in-chief WIC , overlooked the misdeeds of the Judges and big business houses? Are they immune from corruption?

Utilise skills of services for which they're created

The murky goings on that are being revealed point to the subversion of the legitimate channels of communication as also monopolisation of the decision making process by select few. The exposure is merely the tip of the voluminous continental ice shelf. Therefore, even as audit, investigation, enforcement, courts et al are busy conducting post-mortem, it is equally important that the ex-ante in-house processes in Government whereby such decisions were (are) arrived at are also rationalised concurrently. It is, therefore, imperative that even as the larger systemic ills are being sought to be addressed, the skills & expertise possessed by a plethora of Group 'A' services e.g. Indian Trade Service, Indian Information Service, Indian Inspection Service, Indian Supply Service, Indian Company Law Service, Indian Cost Accounts Service, Indian Economic Service, Indian Statistical Service, Indian Legal Service etc., whose role, function and predicament do not normally find mention in WIC, are utilized for the purpose for which they have been created. Comparative advantage when allowed fuller play enhances efficiency, equity and national dividend.

The officers are getting promotion in 22 years whereas the great IAS is getting in 15 years. By the time these officers reach the level of Commissioners, the IAS officers are close to becoming Principal Secretaries and still they are called IRS. We must start calling them Indian Retired Service as they retire before promotions.
