WIC we salute you !

Few weeks ago a comment from a retired judge had talked about Supreme Court media gag on Radia tapes and it has happened, it had said about a Tamil Nadu High Court and CJI absolving a Union Minister it has happened and the other three things i am anxiously waiting for are a young high court judge in Maharashtra helping a foreign embassy and former Union Law Minister offering post retirement jobs to Judges for helping out in cases and a powerful aide left scout free on charges of corruption. I am hoping some one in the knowledge of these murky details listens to his conscience and like Tamil Nadu High Court Judge speaks up in the interest of our nation plagued by corruption.

WikiLeaks revelation a conspiracy?
Is WikiLeaks expose on Rahul Gandhi a part of a conspiracy? This question is hotly being debated in corridors of power.

Ever heard in Indian Bureaucracy ?
"In an unprecedented occurrence, 2007 batch M-T IPS officer Rajeev Pachar who was posted as SDPO Bishalgarh, West Tripura district, resigned from service some time back. What even more surprising, he gave the civil services examination again, qualified and got selected once again to the IPS (2010 batch) and got his home cadre-Rajasthan. He has thus decided to lose 3 years seniority, go through the rigmarole of probation and training once again for the next 2 years, only for changing his cadre. So much for the the Tripura Government's oft repeated assertions that "the State is fully conducive to the working of AIS officers". So much also for Central Government's laughable assertions that "all cadres are equal". This incident, perhaps the first of its kind ever, is also indicative of the "devil may care attitude" that the Central Government has for the AIS officers borne on North-Eastern cadres. Apparently, one set of rules apply for officers posted in the mainland, and a completely different set of rules for those in the North-East. In such a scenario, it would be no wonder if such incidents are repeated in future. This incident comes in the wake of the continued refusal of the Tripura Government in giving concurrence for cadre change on marital grounds to 2 officers of the 2007 batch. For over 2 years, the State Government has not accorded them concurrence, thus making their marriages unworkable. This when the average time taken for cadre changes in the rest of the country is anywhere between 2-3 months."

U. K. Sinha's case to concretize in January 2011
As the grapevine has it the case pertaining to appointment of U.K. Sinha as the Chairman of Securities and Exchange Board of India (SEBI) will concretize in next four weeks. A former 1976 batch Indian Administrative Service officer from the Bihar cadre, he was a joint secretary in charge of capital markets in the ministry of finance before heading UTI Asset Management, India's fourth largest mutual funds by assets. Sinha is also the current chairman of the Association of Mutual Funds
of India, or Amfi, the industry lobby group.

30-day Rann Utsav begins with colorful Kutch Carnival

These are Minister for Population Welfarer Firdaus Awan, Special Initiatives Minister Lal Mohammad Khan, Youth Affairs Minister Shahid Bhutto, Minister for Zakat & Ushr Noorul Qadri and MoS for Local Govt and Rural Development Masood Abbas. Another five federal ministers are to lose their portfolios due to devolution of their ministries to the provinces by June next year. Exercise for redeployment of the staff is on.

SAFA recognises ONGC for 'Best Presented Accounts' (UPDATED)

ONGC has been conferred the First Runner up Position under the 'Best Presented Accounts' Award for the year 2009 in Public Sector Entities category by South Asia Federation of Accountants (SAFA). The award was presented by Surendra Pandey, Finance Minister of Nepal by D. "DATE WITH RTI" COMPLETES TWO YEARS

Joint penalty on PIO & Deemed PIO

Information regarding the rent fixation and related issues were refused to the appellant. Mr. S. K. Nigam, PIO, stated that the assistance of Mr. A. K. Pasi, was sought under Section 5(4) of the RTI Act for providing the information. Mr. Pasi, the deemed PIO, provided the information "As the matter is subjudice in the court of law the information cannot be supplied at this point of time." The CIC noted that this was a denial of information without giving any reasons as per Section 8(1) of the RTI Act. While accepting that the denial of information was made by the deemed PIO, the CIC held that when a completely frivolous denial of information is made, the PIO must also share the blame. For a delay in providing the information of over 100 days, the CIC imposed the maximum penalty of Rs. 25,000/- jointly on the PIO & Deemed PIO.

Comments

The CIC has held that the RTI law holds the PIOs responsible for all decision on matters of law and officers whose assistance is sought under Section 5(4) basically share the administrative responsibility of providing the information. Most PIO's tend to act like
Post-offices, collecting information from the deemed PIO and transmitting them to the appellant. This order would be a wake-up call.

This three muskeeters make a good cocktail.All said and done, when the blame gain starts, every one tries to pass teh buck against one another, thus jeopardising any sort of enquiry, since ourjudicial sysytem takes more than a decade to come to any conslusion.

Bureaucrats lick their fingers as the proverbial man who put his fingers into the honey jar.And this licking occasionally becomes swallowing.Political corruption is the major form of corruption and it is time we reform the electoral process even by state funding of elections.

The question as to who is more corrupt is very pertinent.out of four pillars of democracy three are proven to be corrupt and the fourth one is trying hard to follow other three. Can judiciary be far behind.So it is preposterous to think that all four pillars of our democracy are not corrupt. My compatriots will agree with me in saying that corruption is the way of life for all Indians. It is completely out of box thinking that there may be a corruption free government department in our country. We have grown, we have progressed and we will excel in all walks of life by registering high growth every year in corruption. After all a progressive country must register upward trend. Bureaucracy is the route cause of all ills in our country. Their permanency at the helm of affairs is sufficient to encourage appeasement of politicians,judiciary and journalists. If they follow even 10% regulations made by them for others the country will still come out of the present sorry state of affairs. But this breed which has colonial roots is incorrigible and its behavior nd approach towards countrymen is worst than colonial era. Whats the use of colossal amount spent on their so many courses/training abroad and within the country when their mind set is in singular direction "that is to amass maximum wealth, and surpass everyone". Shame on such bureaucrats, bureaucracy, system which carry out selection and ensure promotion of such greedy people to the top level..Simple example is the list of most corrupt bureaucrats of UP...

burauocrats are responsible lot for all the mess including corruption. because they had stability and security and were to deliver good for welfare of the nation in accordance to the consitution, but for their vested interests they have connived with the politicians and middleman to be part of th grand loot. Since they had wherewithal to seduce media and strangulate judiciary, they suceeded in stymising the system in favor of few. as things stand today, they are having piggybacking hierachy of one another, where at bottom is the common citizen, who is paying for being at mercy of them. The guiding principle of burauocracy is that exercise of power with responsibility is a burden. abuse of the power is the real pleasure. That pleasure is being derived by exploiting the person below. The lower functionary in hierachy is having the hope to be at position of the person above him so that he can enjoy the higher post, perks and spoils. This aluurement is fully exploited by the higher up by controlling the lower rank person through CR(confidential report),TR(transfer) and DR(disciplinary rules), alll of which are free to be used and abused indiscriminately. This is helping in strenghtening and organising corrupt regime.

your inquiry is very interesting.all politicians are not corrupt and also not all beaurocrats but more than any thing its lawyers who corrupt judiciary by way of coaxing judges. perhaps mr sibal has not gone in to depth to see corruption in bodies like BCI which is not behind the aicte or mci or dci.

WIC as also the entire electromagnetic spectrum is thesedays replete with sermons on corruption, ethics, morality, integrity and such sanctimonious jazz. If one is really concerned about ethics & corruption in public life, let there be serious introspection rather than adopt holier-than-thou attitude and express self-righteous indignation at the state of affairs. It is commonplace that there is a vast chasm between what one can honestly afford in private life and what one becomes "entitled" to merely by virtue of being in public life in whatever capacity at whatever level. As one of the ex President's is said to have jocularly remarked that what he missed most after relinquishing office was the endless supply of paneer pakoras and tea which he could offer to everyone and anyone who visited him then! Grand privileges & perks of power apart, the countless pens, writing pads, lap tops, brief cases and other bags of various shapes & sizes which lesser mortals acquire & amass as part of their routine legitimate entitlement for attending endless meetings, seminars,workshops, conferences, conventions, retreats and what have you both domestically and abroad on themes like poverty alleviation & malnutrition represent a microcosm of the wider malaise. Add to it the costs on the exchequer of travel, stay, sightseeing, allowances,other creature comforts and miscellaneous expenses on the upkeep of large number of honest individuals irrespective of the outcome of such expenditure. In the prevailing milieu, we would do well to shed our hypocrisy and benchmark all our thoughts & actions against Gandhi's talisman.

Rahul should understand taht for every action there will be reaction.The Hindu involvement is reaction to muslim terror and christian cultural outrage of india and its Hindu majority.The reaction or riplash is only 1% comapared to 100% Muslim and Christian involvement in Terror.Further the west wants to keep terror in the East so that we cannot grow to challege them economically.Indians opting secular lines is dhrama of hinduism not out of compulsion.But slowly the otherside is trying to compel the Hindu majority into change exploiting its poverty which is higher in number comapred to other 15% of total non-Hindus.These politicians are trying to get a vote swing with this 15% of non-hindus to supplant he culture and pride of Hindus.It is not possible in future.
The murky goings on that are being revealed point to the subversion of the legitimate channels of communication as also monopolisation of the decision making process by select few. The exposure is merely the tip of the voluminous continental iceshelf. Therefore, even as audit, investigation, enforcement, courts et al are busy conducting post-mortem, it is equally important that the ex-ante in-house processes in Government whereby such decisions were (are) arrived at are also rationalised concurrently. It is, therefore, imperative that even as the larger systemic ills are being sought to be addressed, the skills & expertise possessed by a plethora of Group 'A' services e.g. Indian Trade Service, Indian Information Service, Indian Inspection Service, Indian Supply Service, Indian Company Law Service, Indian Cost Accounts Service, Indian Economic Service,Indian Statistical Service, Indian Legal Service etc., whose role, function and predicament do not normally find mention in WIC, are utilized for the purpose for which they have been created. Comparative advantage when allowed fuller play enhances efficiency, equity and national dividend.

Ministries yes but no Government !!!

The past seven years will be known for one record: ministries aplenty but no single government! So the food management is the monopoly of a minister without the government as much losing a night's sleep if daal sells for 120 rupees a kilogram or sugar above 55 rupees a kg. It is also no headache of the government if railways trumpets a net profit or surplus or whatever of more than 80000 crores, which are rubbished by the next minister of railways. What is happening to the train services is neither the rail minister's headache nor of the government.Whether Balochistan is included or not in the Indo-Pak joint declaration at Sharm-al-Sheikh is neither for the Foreign minister nor the government to even bother about. What stand India takes at Cancun climate negotiations is neither the minister's concern nor that of the government, but who takes the decision is not clear from criticism from the national media for compromising the national interests to accolades for the minister from the German chancellor, on prima facie climb down from the position stated in and outside the parliament. What to do with Afzal Guru is known neither to the minister nor to the government! Whether the minorities in Kashmir are being exterminated or not, is known to the whole world excepting the minister concerned and the government. Whether the commonwealth games were an honest spend or a commonwealth loot by the organizers, is known to the minister but not the government, though both are feigning intelligent ignorance! Whether there are more or less than 100 lobbyists(a la Radia) superintending, supervising, directing and moulding policies, programmes, tasks, projects, licences, permissions, permits, quotas etc are known only to the minister concerned but the government is blissfully ignorant. Whether areas of executive responsibility under part-IV of the constitution have been opened for commercialization and exploitation by profiteers is known neither to the minister nor the government, but the suffering aam aadmi knows it. Rights have become areas of patronage only is the shocking revelation to the aam aadmi but the ministers and the government know it not! There are agencies for serious frauds, but major frauds being performed daily do not qualify for that definition, but neither the government nor the minister knows it. So, the largest democracy of the world also has the largest government of the world, where every minister(chhotaa and badaa both) is a government unto himself! Isn't that the best form of the government? Can you plead your own case in the court? You need an advocate. So does the aam aadmi, so long as he has to plead his case with the minister or the government. Gone are the days when government used to be housed in the Bhawans(Sena Bhawan, Udyog Bhawan, Shastri Bhawan, Krishi Bhawan or even the blue British North Block & South Block). You will find it operating from some posh, sanitized, elegant premise located in some awe inspiring address like Connaught Place or Barakhamba Road or Nariman Point or some such place. Terms like "economic terrorirism/terrorist" are being mouthed by members of the cabinet rather frequently. the people are suffering its consequences already without as much as being aware of its source being economic terrorism! If economic terrorism is working in the country, then "economic emergency" is not far away. If that is clamped by collectors of 176000 lakh crores or 100000 lakh crores or 300000 lakh crores, the aam aadmi will not outlive it. What if India has to start the second freedom movement in the near future!!! But this time it may not be non-violent, for the enemy is within the country and not from another country! Wake up or be swept away!

One of the best reflection of our times was depicted by a cartoon in Mail Today where cartoonist using Mahatma Gandhi's famous quote that when you are feel low or have a self doubt remember the face of the most poor person you have met have satires that now the norm is to remember the face of the richest person one see's on the road. If one looks carefully around you will find that entire government looks to work only for the rich. The priorities of our netas and bureaucrats have changed with emphasis on five star facilities than the one which will meet the needs of our poor. One reflection of that is while NDMC, MCD and DDA had plenty of money to be spend on beautification of Delhi, on Barat Ghars, modern convention centers, up gradation of club houses etc but forgot entirely to construct some night shelters for poor to save them from winter chill. Even this had to be reminded by Supreme Court not by CM of Delhi or Mayor of Delhi. Our netas would talk about common man take vote in their name and then work for the rich as they earn their livelihood from these corporate bosses who fund all their elections and their personal coffers.

Where an urgent JPC required is to study the decline of coutry's flag ship Air India.Every thing stinks there.The articulate minister is hiding the misdeeds that caused the ruin of this carrier,that is now bleeding the finances of the Nation.Apart from surrendering lucrative international sectors with all weather vload factor of more than 80% to private airlines,there should be an enquiry into 100,000 crore fraud in handing over Mumbai air ports to GVK and GMR.The role played by the minister and Ex CMD who later became Secretary in these deals as well as their hand in Aircraft purchases also have to be enquired into.Also Ex-CMD's after retirement role in forming a company to recruit foreign pilots.The minister and the PMO have brought in a pliable bureaucrat as CMD to suppress all the truths and ultimately liquidate AirIndia.
