Pakistan's NAB looking into land deal
Pakistan's National Accountability Bureau (NAB) is looking into purchase of 3ooo kanals of land by the federal housing ministry on Islamabad's Simply dam Road. The land was purchased from a private firm Messrs Green Tree @ Rs 9 lakhsper kanal against the prevailing market value of Rs 4-5 lakhs per kanal. The deal was for executing a housing project under the Prime Minister's Housing Scheme (PMHS) but ironically no construction is permissible in the area as per regulations of Islamabad's Capital Development Authority. The controversy has heated up after the federal housing minister's resignation recently.

"DATE WITH RTI" COMPLETES TWO YEARS

Joint penalty on PIO & Deemed PIO

Information regarding the rent fixation and related issues were refused to the appellant. Mr. S. K. Nigam, PIO, stated that the assistance of Mr. A. K. Pasi, was sought under Section 5(4) of the RTI Act for providing the information. Mr. Pasi, the deemed PIO, provided the information "As the matter is subjudice in the court of law the information cannot be supplied at this point of time." The CIC noted that this was a denial of information without giving any reasons as per Section 8(1) of the RTI Act. While accepting that the denial of information was made by the deemed PIO, the CIC held that when a completely frivolous denial of information is made, the PIO must also share the blame. For a delay in providing the information of over 100 days, the CIC imposed the maximum penalty of Rs. 25,000/- jointly on the PIO & Deemed PIO.

Comments

The CIC has held that the RTI law holds the PIOs responsible for all decision on matters of law and officers whose assistance is sought under Section 5(4) basically share the administrative responsibility of providing the information. Most PIO's tend to act like
Post-offices, collecting information from the deemed PIO and transmitting them to the appellant. This order would be a wake-up call.

WHO ARE MORE CORRUPT-POLITCIANS,BUREAUCRATS OR JOURNALISTS ?

Corruption!

Instances/ stories are many and but the issue is one and only one. `Corruption' stems from dishonesty and greed, which are attributes ingrained from the stage of grooming of individuals from childhood and has direct linkage to the values cherished in its culture by the Society. It is called by different names at different points of time in the past. Statesmen arose from nowhere in this nation to raise the contemporary values and give a direction to the existence of people. Now, there is no Statesman and no godfather. Is there any moral instruction class in the primaries in schools where stories were told to children espousing ideal values! Unless you go to the toot cause you cannot eliminate any evil simply on the surface. Before we are shammed, a national awareness campaign outside Govt. is the need of the hour.

CBDT Chairman Selection

Certain remarks on next CBDT Chairman being made for three months where as his illustrious predecessor who was having 11 months was not made! While both the senior officers are competent and well respected within the IRS hierarchy the need of the hour is to have a Chairman who will boost up the morale of the service quickly within a short time during the times when the image of the service is hitting new levels rock bottom. It is high time the IRS accepts the supremacy of political decision making like in any other service. Left to its own the IRS has a commendable history of applying all rules the way it is done in an Income Tax assessment bringing further misery . Transfer policy, delayed promotion, restructuring, shortage of ministerial staff etc are only examples. Incidentally Income Tax is a division under Department of Revenue not a department by itself. DTC is expected to rectify this basic anomaly for various benefits including according full secretary status to the Chairman. Lets wish best for the new Chairman though the tenure is short.

SS Khan was not made Chairman even though he had 11 months service left. In all fairness , give only additional charge of chairman to Sudhir Chandra and do not promote him as a regular chairman.

IRS empanelment - what a shame ?

See the year of batches being considered for JS level empanelment and you tilt your head with shame. 1992 batch of the IFS and 1981 batch of the IRS. Why don't they consider the 1960 batch of the IRS for the post of section officers ? A postal service officer, a railway service officer, an audit service officer can become a Secretary but not an IRS. What injustice, what a shame of these cadres.

A dangerous path less traversed

The Ministry of Urban Development is a Ministry which has a history of corruption scams and it adopts the standard practice of shooting down the messenger. This is ingrained in the Vision & Mission Statement as well as SOP (Standardized Operating Procedure) of that Ministry in invisible ink, which they alone can read. Please recall the famous Government quarters allotment scam during Sheila Kauls time or the recent DDA housing allotment scam. The CWG investigations in CPWD works & DDA are still to be taken up, but if a sincere investigation is done the people in the saddle in that Ministry will have a lot of explaining to do. To get best results the investigation should be entrusted to Scotland Yard as our CBI has lost credibility.

Who is bothered about Aam Aadmi ?

Onions are selling at Rs.80 to 100 per kg. Garlic is Rs.300 to 400 per kg. Mind-boggling. One of the excuses given is that excessive rain spoilt the crop. Then why export? They say Indian onions are cheaper in London than here. Who is responsible for this mess? The problem is we do not have a Government in place. What we have is a bunch of robbers who are bothered about making the maximum out of the job they hold. Our Agriculture Minister says that we have to bear with this till March. It does not pinch them. That is why our young man-in waiting who calls himself a sipahi of the Aam Aadmi is perhaps not aware that the Aam Admi takes his roti with onion and salt since he can not afford cooked vegetables because for that he needs to have oil and fire. As for opposition they are wasting all their energy on JPC. The obduracy on both sides have resulted in the entire Parliament session having gone waste. JPC or PAC, the fight against corruption is not going to help the poor man sleep with his stomach full. Fight corruption by all means but do take up the fight for the galloping, irrational prices of the basic needs of common man. The Government which swears by Aam Admi is actually a Government for the Amir (rich) Admi.

How can govt decide CMD of UTI AMC ?

How government can decided CMD of UTI AMC (U.K. Sinha). UTIAMC is presently owned by LIC, PNB, SBI, BoB and one FII (with 26% stake). When UTI AMC is not a public authority under RTI and also does not come under the purview of CVC then how can government decide its CMD.
