Page 9 of this document mentions the names "Barkha Dutt" and "Vir Sanghvi" in connection with lobbying the Congress on behalf of DMK's Kanimozhi for Ministerial berths. The references seem to follow a report from a website called Whispers in Corridors and based on what appear to be notes in an "Internal Report" summarizing telephone intercept conversations.

To be accurate, allegations in Page 9 and the rest of the pages in the electronic document are not directly substantiated nor are they authoritative on the authorship of the notes. There also is no independent validation of the authenticity of the correspondence between Government agencies listed in this electronic document.

It is a season of land scams in Pakistan too
Close on the heels of the land scam involving Pakistan's federal housing ministry has come another land scam involving the National Assembly Employees cooperative Housing Scheme (NAECHS) in Islamabad. Employees of the National Assembly have paid their life time's savings with the hope of owning a house of their own in the Pakistani capital. The entire money (about Rs 350 millions) has been bungled by the society's administrators by being shown as spent on the basis of fake vouchers and receipts. About 1000 acres of land allotted to the society in various suburbs of Islamabad has been sold off in connivance with the local land mafia and some functionaries of the Capital Development Authority (CDA). Under scanner now is the role of Tariq Khakwani and Shahid Jilani both Dy Secys in the National Assembly Secretariat, Fazeel Ashgar and Asadullah Faiz Chief Commissioner and Dy Commissioner CDA respectively.

"DATE WITH RTI" COMPLETES TWO YEARS

Joint penalty on PIO & Deemed PIO

Information regarding the rent fixation and related issues were refused to the appellant. Mr. S. K. Nigam, PIO, stated that the assistance of Mr. A. K. Pasi, was sought under Section 5(4) of the RTI Act for providing the information. Mr. Pasi, the deemed PIO, provided the information "As the matter is subjudice in the court of law the information cannot be supplied at this point of time." The CIC noted that this was a denial of information without giving any reasons as per Section 8(1) of the RTI Act. While accepting that the denial of information was made by the deemed PIO, the CIC held that when a completely frivolous denial of information is made, the PIO must also share the blame. For a delay in providing the information of over 100 days, the CIC imposed the maximum penalty of Rs. 25,000/- jointly on the PIO & Deemed PIO.

Comments

The CIC has held that the RTI law holds the PIOs responsible for all decision on matters of law and officers whose assistance is sought under Section 5(4) basically share the administrative responsibility of providing the information. Most PIO's tend to act like
Post-offices, collecting information from the deemed PIO and transmitting them to the appellant. This order would be a wake-up call.

Politicians are most corrupt man in India.

Govt, No no ; the Congress party, Yes, yes !

The Congress party, a private limited company headed by Sonia Gandhi, is at the cross roads. Going by the spectacle at its plenary, one wonders whether it has turned into a Mutual Admiration Society ? Sonia applauded the de jure PM for his honesty and for offering to present himself before the PAC. Dr Manmohan Singh out of gratitude admired Sonia the de facto PM, for her leadership. The Congress's obduracy against JPC has raised valid suspicion in public mind. The dividing line between the Congress and GOI has been obliterated in a subtle and surreptitious manner. The ubiquitous photograph of Sonia - the UPA Chairperson in every government ad at the cost of public exchequer, is the case in point. The post of Chairperson UPA-II being an extra-constitutional authority, the expenditure on such advertisements is illegal. A cohesive Government is not visible. The Congress General Secretaries behave more like GoI's spokespersons than party's mouthpieces.

The silent majority of bureaucrats (the honest ones) are simmering with frustration. The pliable, 'chalta purza' bureaucrats are rewarded with key portfolios. The wheelers and dealers act as conduit with promises for handsome dividends. Merit takes the backseat. Disagreements and debates that nourish Indian democracy are discouraged. The voices of dissent are perceived as threat to the Congress. Thanks to the 'Mai Baap' culture. The vocal minority of 'Yes Ministers' Secretaries and CEOs of PSUs (both industrial and banking) are credited with Performance Awards. The contributions made by the silent majority of bureaucrats and professionals are overlooked. The Juries constituted for identifying the awardees, it is understood, are appointed on quid pro quo basis. The criteria/norms/data/guidelines followed for shortlisting are not kept in public domain.

After browsing the views of top celebrities like the former Prime Minister I K Gujral, Editors, Journos, Judges, Civil servants and above all the 'Aaj ki Aawaz' on WIC- all bemoaning the present state of affairs in the country- I find that Dr Manmohan Singh remains unfazed. How insensitive and impervious of him? The Aam aadmi of the Congress manifesto is feeling cheated. The heart of every thinking Indian bleads for the Aam aadmi who waits for his/her square meal a day.

Let the WIC single-handedly continue its relentless fight against the present culture of corruption and all that outrage the sensibilities of the Aam aadmi.

Apologies for misinterpretation

I never meant to sympathize with any Maoists & that was certainly not the intention. I sincerely apologies for hurting sentiments of readers (& also BK). What I wanted to convey was that the young tribal boys do not know that they are walking on wrong path, they are so innocent & unaware of the consequences of their actions. My experience may be limited as I worked in naxalite affected area of Jharkhand for only 11 months of posting but my honest intentions may kindly not be faulted.

Chandra worthy to CBDT chairman post

The IT department has not seen more dynamic officer than Sudhir Chandra over several years. The old hats remember that he is the only officer after Rathore. The head of an organisation should be occupied by such dynamic officers with broad vision and ready to take challenges head-on rather than those bookish and narrow minded people.

I read the sadness of Sunil Kumar in his comment but the fact is that the Chairman and Members of the CBDT can bow down to the feet of the Secretaries for post retirement assignments and they can surrender every interest of IRS officers for their own interests. Then why one should be ashamed ?

Tripathi - right choice for DDA

P.K. Tripathi will be a very good choice as V.C. of DDA. He is conversant with the functioning of that body. He was Commissioner Lands in DDA in the second half of 1980 and did a great job of his assignment. Also, since he belongs to the UT cadre and has held important public dealing posts in Delhi, he has the experience and knowledge of the problems of the capital city and of the needs of the people of Delhi. He can be depended upon for delivering the goods.

What is the hitch ?

Many men are retiring on December 31, 2010 and they are not slotted for some other jobs or extension in the same. This is a prejudiced decision to wait and see he is gone and surprise others by putting the other man with extension as the government is planning to raise the age limit for retirement from 60 years to 65 years. Why not to declare on reshuffle day when you put in some new ministers in the various ministries so as to gain the power and confidence of the people. The CSS forum is watching this very closely and very sympathetically as some of the members are due for retirement. The small raise will bring new life to the central government services which is its backbone. What is the hitch ? Do it now.
