Audit report and CCTV recordings of Bank
The audit reports of a branch of a bank and the action on those audit reports were refused claiming exemption under Section 8(1)(d). The CIC upheld the refusal holding that the Audit Reports of a Branch of a bank contained all information about that Branch, such as its internal functioning, its customers / accountholders, its commercial activities, turnover, etc., which is commercially sensitive. The CIC further ruled that information relating to the recordings of surveillance cameras and videos installed in Bank Branches are held confidentially by the public authority under Section 11(1) of the RTI Act disclosure of which can be detrimental to the interests of the Bank and its security and expose it to serious risks. This disclosure can be authorized only if there is public interest.

Comments

It has been pointed out through this column that videography is a part of 'Information' under the RTI Act. Nationalized banks are covered by the definition of "State" in Article 12 of the Constitution of India and the security of a Bank Branch would attract Section 8(1)(a) of the RTI Act. When any public authority holds an information confidentially, disclosure should be authorized only after consultation with that public authority.

Pak President's bonanza for PIA staff

President Zardari also announced that 3000 daily wagers in PIA will be given permanent status, 15% salary increase for staff in pay group I to IV w.e.f 1-1-2011, restoration of allownces of cabin crew, increase in insurance cover from Rs 300000 to 60000 for cabin crew in Pay Group I to IV and from Rs 600000 to 1200000 for cabin crew in Pay Group V and above.

WHO ARE MORE CORRUPT-POLITCIANS,BUREAUCRATS or JOURNALISTS ?

No doubt politicians are 9 in a scale of 10.Bureaucrats 5 and journos 3.The quantum also differs. Bureaucrats with so many paraphernalia who are corrupt also nibble to suit the occasion. Journos take loans from bankers and even fees for covering bank functions and for projecting the chairmen and top brass. Politicians bend rules and policy of course under advice from Bureaucrats who do all the spade work in the process get some benefits.

It is not a question of who is more corrupt - bureaucrats, politicians or anybody else for that matter. Nobody is going to get an award for telling who is more corrupt.

We humans, particularly we Indians, tend to follow the fellow human beings who set a trend be it in fashion, corruption, etc. I feel today the majority of Indians have no love for the country and its prosperity. We have forgotten that we would exist only when Bharat is strong and prosperous. The goals of our freedom fighters like Subhash chandra Bose, Bhagat Singh, Gandhiji, Nehru, etc. have been lost or forgotten. We need another Swami Vivekananda to tell us what we are, who we are. Our little children should be taught in schools what Bhagavat Gita preaches, how a human being should lead his life and contribute to the welfare and progress of the country. I remember even now when you turn the first page of the NCERT text book, you will find on the left hand side of the book "Gandhi's Talisman" in which the great human being mentions that in whatever we do, we should remember the face of the poorest of the poor and think whether the same would help him in any way.

Dear Civil Servant colleagues, Aswe say good bye to 2010 and welcome 2011, I would like to urge upon all my civil servant colleagues in all the services to ponder on what they did in 2010 to make India proud and what is it that they would like to do in 2011? While there could be many measures to evaluate growth and development, the critical pieces that we perhaps need to focus on would be creation of wealth/jobs in an equitable manner and focus on Primary health care and primary education. we are placed 119th in Human Development Index ( more than 30 places below China at 89 and more than 40 places from Russia ( 65)/Brazil ( 73). We therefore need to do more at each level. As Prime Minister works towards his reshuffle, he should give the brightest and most honest officers/ministers to take the lead in achieving progress in these sectors... that's my 2011 Wish.

We require a separate service like IAS for Telecom sector and info tech sector. That can be named as Indian Info Tech Services or Indian telecom services to train officers for telecom sector.

Increase employment

Huge money is spent by both State Govt. and Central Govt. Unless the money is actually spent, we can't expect generation of employment. There is a tendency on the part of many departments to park the fund in the PSUs under them thereby earning interest for their employee who see their organisation growing at the cost of poor. The money spending is blocked there. We are noticing corruption in public. The corrupt people instead if actually spending the money meant for the purpose mismanage and save the ill got amount. Hence money spending is blocked from all angles. How can we think of employment generation? Where the unemployed will go? Will not they be a threat to those who are amassing money? So time has come to think of a society where everybody would have the basic minimum to live.

'Vegetables' alone make millionaires in India !

What is the aam aadmi under the UPA, headed by an Economist? Vegetables ! They have no voice. Had they any voice, prices of all essential items would not have seen such astronomical rise at regular intervals! No doubt the Minister for Food & Agriculture could have effectively intervened, had he chosen to do so. If he failed to do so he could have resigned. But, more than the Food & Agri Minister, it is the Prime Minister, who should have effectively & timely intervened. He has simply kept quiet like a Muni observing maun vrata (no speaking fast). However, it is largely the policies of the UPA that are responsible for price rise rather than all kinds of elaborate but specious excuses advanced for the price rise. Why on Earth speculation was allowed in agricultural commodities? The farmer has got nothing, whereas many speculators have become millionaires. Will they ever bother for the aam aadmi, without whom they would never have earned so much money? Worse than that, companies clocking turnovers in excess of 100000 crores per annum were allowed to sell grain, flour, vegetables & fruits. They thrive only on high priced marketing in the name of quality etc. It is these companies, who have been exporting essentials like fresh vegetables, leading to price rise. The common man is being deprived of milk, vegetables, grains, edible oils, sugar, tea, medicines, education and even salt. But for salt being associated with the freedom movement, the country would have seen salt selling for more than 50/ kg(for the same reason of excessive rains, falling production, shortages, storage in the open etc.)(High prices of salt can be observed in the NE, and the bordering foreign countries etc during the monsoon). It is these big industrial houses that have ruined the agriculture based Indian economy, which alone is the mainstay of the aam aadmi, for whom all economists, resident as well as non resident, shed profuse tears and hold out promises of a better tomorrow under the bewildering 8.5% annual growth rate! For whom is this growth rate? For those big businesses who move to the list of the first 10 to the first 5 billionaires of the world? Is it honestly their 'CSR'(corporate social responsibility)? Agreed that the Indian masses have no further strength to launch any more freedom movement or revolution of any kind, for they have been turned into vegetables, by corruption and rule of the corrupt, but this should not make the perpetrators smug for long. The same vegetables are watching and may express their anger in ways that these perpetrators imagine not. If the government of the Economist Prime Minister is even a bit sincere in serving the masses, it should put a blanket ban on all exports of essential commodities, increase supply to the masses, save them from malnutrition, hunger, disease, poverty, illiteracy & backwardness. No more Commissions or Committees for that. The Government is there, As By Law Elected!!!
