Shuman Mukherjee has taken over charge as Director (Commercial) on the board of Steel Authority of India Limited (SAIL) with effect from December 23, 2010. Mukherjee, an Economics (Hons) graduate from St. Stephens College, Delhi and a Chartered Accountant, has experience in the field of marketing of steel and has held several important positions during his over 33 years of service with SAIL. He was also a member of the Core Group that chalked out SAIL's Corporate Plan 2012. Earlier, Mukherjee was Executive Director (Marketing - Flat Products) at SAIL's Marketing headquarters at Kolkata. He has also served in the capacity of Regional Manager in Northern as well as in Western Region.

Audit report and CCTV recordings of Bank
The audit reports of a branch of a bank and the action on those audit reports were refused claiming exemption under Section 8(1)(d). The CIC upheld the refusal holding that the Audit Reports of a Branch of a bank contained all information about that Branch, such as its internal functioning, its customers / accountholders, its commercial activities, turnover, etc., which is commercially sensitive. The CIC further ruled that information relating to the recordings of surveillance cameras and videos installed in Bank Branches are held confidentially by the public authority under Section 11(1) of the RTI Act disclosure of which can be detrimental to the interests of the Bank and its security and expose it to serious risks. This disclosure can be authorized only if there is public interest.

Comments

It has been pointed out through this column that videography is a part of 'Information' under the RTI Act. Nationalized banks are covered by the definition of "State" in Article 12 of the Constitution of India and the security of a Bank Branch would attract Section 8(1)(a) of the RTI Act. When any public authority holds an information confidentially, disclosure should be authorized only after consultation with that public authority.

PIA doing better than other national carriers
At a time when most national carriers world over are looking for state funding to offset losses or to just remain in business, Pakistan's PIA seems to be doing better. Capt Aizaz Haroon, MD of Pakistan International Airlines announced on Dec 24 that the airlines' revenue earnings upto the end of Dec 2010 are likely to be 100 billion rupees, a 25% increase over last year's Rs 80 billion. Also PIA has realised 76% seat factor on the domestic and international routes. These achievements according to Capt Haroon are purely as a result of the commitment of the staff of PIA which hasn't asked for or got any financial support from the government. Even in the days to come all that the airlines need from their government is approval of their proposed business plans and not any budgetary support.

WHO ARE MORE CORRUPT-POLITCIANS,BUREAUCRATS or JOURNALISTS ?
It is the politicians who start the chain. They need money to contest election; They approach businessmen who oblige them for favours at a later stage. The politicians then start collecting money for transfers, promotion etc. This makes the bureaucrats corrupt. Thus the chain continues.

Was PM not aware of the loot ?

It has been a very good PR on the part of PM and Congress to deflect all the blame of Telecom scam on Raja and DMK. Can we say confidently that PM was not aware of these loot and he was not party to it? Is it just alliance pressure? What an image building of a 'bechara honest PM' hold by alliances. A PM who can put his Government to risk on Nuclear deal with US can not be so bechara (unless connived with the looters). Why not PM stood firm (as in nuclear deal)if really he is so honest and Mr. Clean. Don't make fool of the public.

Reason for delayed promotions for non-IAS services
Many people have expressed the concern for pathetically slow promotions to all services other than IAS. Mainly the reason is that IAS get time scale at various levels. On 1st January of every year the batch completing 16years is given Secretary scale in states (equivalent to JS of GOI) by organising a sham DPC where CS of the state is chairman whose interest is to promote all officers who number hardly 5 to 6 in each state. Other services have to go through the process of detailed DPC where UPSC member who is again IAS who ensures deliberate delays. Secondly these service have also to be blamed. The senior gives ACR comments miserly and a candidate not empanelled due to bad ACR. having no department recourse, has no option but to approach CAT and get stay on the DPC. This delays the promotions by several years.

Why have you overlooked the wishes of Dr Manmohan Singh? Is he not a neta? Perhaps, not!
Does he not wish to remain as the de jure and figurehead PM for life and continue to take orders from Sonia Gandhi ji, the de facto PM?

Does he not wish to retain his perceived image of personal probity sans leadership?
What about his pre-emptive offer(Read as wish) to appear before the PAC ( by stonewalling JPC) to salvage the Congress party and its Supremo from the morass of corruption?
Does he not wish to remain as a mute witness to the growing corruption and inflation that has irretrievably hit the Aam aadmi where it hurts?

My wish is that none of the above wishes are granted by Santa Claus. Amen.

How can such acts of vandalism be allowed ?
Gurjars blocking Railway traffic, sitting and burning fire right in the middle of the track to keep themselves warm. How can such acts of vandalism be allowed in a civilized country? Is this the way to agitate? Destroying public property, blocking public transport, putting people to inconvenience, brandishing axes, lathis and sundry other intimidating weapons. The sight of these people sitting with their smug faces puffing at hukkas and bidis is so revolting. But what is more revolting is the response of the authorities. Why cannot they make such acts as crime against the country and deal with them firmly? Why do they succumb before such pressure tactics? Why no punishment is meted out to these hordes of vandals? Since they got away last time after causing huge damage to railway property they are at it again. The Railways must ask the state Government to compensate them for the losses they have incurred as a result of Gurjars' agitation. It is high time that such rowdy and violent acts are given the definition of sedition and punished with life in prison rather than the activism of one person to propound the cause of human rights even of a category we think are enemies of the state.
