It was officially announced on Tuesday that Sanjeev Tripathi has been appointed new R&AW Chief.1972 batch RAS officer Tripathi is senior-most officer in the organization. He will succeed K C Verma. Tripathi who was to retire on December 31 would get two years tenure.

Will ACC norms be followed for appointment of new Chairman and Managing Directors (CMDs) and Executive Directors (EDs) in public sector banks? The ACC had recommended that those bankers who are eligible and are in SIDBI, SBI, IDBI and NABARD other than the public sector banks should be invited for senior positions that are to be filled up in the year 2011.

CVC disposes 1580 cases, recommends penalty proceedings against 138 officers
The Central Vigilance Commission has disposed of 1580 cases during November 2010 referred to it for advice. They included 1158 complaints for necessary action/ ATR and 226 complaints for investigation and report. However, the CVC advised imposition of major penalty against 138 officers including 38 from Central Board of Excise & Customs, 15 from Ministry of Railways, 12 each from M.C.D. and Ministry of Urban Development, 11 from Department of Telecommunications, seven from State Bank of Bikaner & Jaipur, six from State Bank of India, four each from Canara Bank, State Bank of Travancore, Union Bank of India and Employees Provident Fund Organisation, three from Syndicate Bank while the remaining 17 cases pertained to different departments of the Government of India and PSUs. Also, recoveries to the tune of about Rs.1.31 crore were effected during the period after Commission conducted technical examination of some departments.

Steep hike in power tariff in Pakistan
Pakistan's national electric power regulatory authority (Nepra) has approved steep hike in power tariff for consumers in Quetta, Islamabad, Gujranwala and Lahore. The hike is graded as per total number of units consumed and is steepest at 124%, surprisingly for consumers in the lowest ( 1-300 units) slab in Quetta where the revised rate is Rs 9.50 per unit against the existing Rs 4.22 per unit. The lowest in this slab is for Islamabad @ Rs 6.27 per unit followed by Lahore @ Rs 6.85 per unit. Proposal for similar tariff revision in Multan, Faisalabad, Peshawar and Hyderabad (Sindh) is under consideration. Nepra has also tried to address consumers' concerns by ordering that the present 'Made In China' meters said to be running 20% faster should be replaced by locally manufactured ones by June 2011. The question whether the China made meters were made faster as a result of collusion between the manufacturers and the power distribution companies and how the poor consumers are to be compensated for the losses already suffered by them have been however left untouched.

Audit report and CCTV recordings of Bank
The audit reports of a branch of a bank and the action on those audit reports were refused claiming exemption under Section 8(1)(d). The CIC upheld the refusal holding that the Audit Reports of a Branch of a bank contained all information about that Branch, such as its internal functioning, its customers / accountholders, its commercial activities, turnover, etc., which is commercially sensitive. The CIC further ruled that information relating to the recordings of surveillance cameras and videos installed in Bank Branches are held confidentially by the public authority under Section 11(1) of the RTI Act disclosure of which can be detrimental to the interests of the Bank and its security and expose it to serious risks. This disclosure can be authorized only if there is public interest.

Comments

It has been pointed out through this column that videography is a part of 'Information' under the RTI Act. Nationalized banks are covered by the definition of "State" in Article 12 of the Constitution of India and the security of a Bank Branch would attract Section 8(1)(a) of the RTI Act. When any public authority holds an information confidentially, disclosure should be authorized only after consultation with that public authority.

We are seven brother judges retired from Supreme Court and Chief Justices of High courts. Justice Krishna Iyer and your website has compelled us to write today after we read his letter asking president to inquire into the assets of son in law of former CJI Justice Balakrishnan.

We are ashamed to admit that corruption is rampant in higher judiciary. The recent 2G scam and the Radia tapes associated with it reminds us of Hawala Scam days. Judiciary should not err like in Hawala case when everyone mentioned in the Jain Hawala diary went scot free.

Radia tapes investigation should be made public and each and every name mentioned in the Tapes (All the tapes not selective tapes) his or hers assets and income tax returns for last 10 years should be examined. The CBI, IT or ED investigations should be made public. Everyone mentioned directly or indirectly whether he is Union minister, Judge, Chief Justice, Journalist, Industrialist, even if he is Ratan Tata or bureaucrat should be interrogated by CBI. Social media is a great medium to expose the corrupt and we urge citizens to start filling applications under RTI inquiring about various aspects of the 2G scam. Let "we the people " get to the real truth and not anchor moderated truth.

Supreme court of India as first step towards eradicating corruption, should ask IT to look into assets of all retired SC and HC judges, Former Union Ministers, retd Bureaucrats and high profile Journalists. The four pillars of democracy should go through "agni pariksha" first. If we fail today we would have failed the dreams of our freedom fighters. Hon brother Judges please rise to the occasion and save the nation.

Gujjar Agitation

There was a big Gujjar agitation earlier also when BJP was in power in Rajasthan. At that time the Congress Leaders were making big noise against the then CM Mrs. Scindia. Sachin Pilot was making one statement every day. Now there is congress in power and Gujjars are paying them in their own coin. Where is Pilot now ? Reservation is political game. There is hardly any Government job available and reservation really means nothing. The Gujjars are fighting only an ideological battle since most of the reserved posts in ST have been cornered by Meena Community in Rajasthan. The political parties have played havoc with their lopsided reservation policy. Those who support reservation for political gains should face the music.

Violent protests be nipped in the bud

Sir, Arti Khosla has written a good piece about Gujjar agitation. No doubt such violent protests should be nipped in the bud or imagine if all communities start the same way of protesting what shall befall. However we should also admit that the government has started to ignore the peaceful protests hence this backlash from the community. Protest in Manipur is a point in case where state has ignored her Gandhian methods for the last so many years.

Gujjar agitation & social re-engineering

There are several views on agitations like the Gujjar agitation in Rajasthan. The issues involved are too complex for any small comment . Rather than blaming this or that community, analyse the condition of society that has been re-engineered by petty politicians. Reservation has been used against the "spirit" of the constitution, which has led to not only the Gujjar agitation but the others like the Rajput, Brahmin etc agitations threatening to follow. Excesses of economic/social/political exploitations since 1947, especially in locations falling within the definition of "backward" in the lingo of the planning commission, has left the exploited people to no other choice but to resort to such agitations. The turn of events is so pathetic that peaceful areas like the Matsya geography is slowly learning to take to agitational ways successfully employed in other states. Surfers might recall my post on the WIC about the Panchana waters being taken to Bharatpur at the cost of local residents(all economically weak, without exception of any caste, creed, religion)! If that is the kind of leadership, and politics continues to be defined as the art of sucking the gullible, prepare for more law & order problems. This agitation calls for a scholarly analysis from social scientists, covering the fallout of reservation policy, social re-engineering and inequitable distribution of wealth in modern India. You don't become a superpower by keeping more than 50% people below poverty line.I express no views for or against this agitation !

Let ITS head Telecom to avoid scams !

I want to comment on Venkat's view dated 27/12/2010 on FORUM that we should have a separate telecom and IT service like IAS. I want to mention here that we already have Indian Teleocm service having around 1500 officers. But IAS are so dominant in India that they have captured Sanchar Bhavan from telecom officers and as on date around 7-8 IAS officers working in Telecom department which is purely a technical department and ITS should head this ministry to avoid all prevailing SCAMS.
