for its uncanny accuracy by all bureaucrats worth their salt as well
as members of the corporate sector. Hits to this website have crossed
the one crore mark sometime back since its launch in March 2001.It is
said that even bureaucrats posted abroad or on training never miss surfing
this site because they are kept abreast of the goings-on in the deep,

Rs 11 billion bailout package for Pakistan
railways
Pakistan's federal cabinet at its meeting held on 29 Dec has approved
a bailout package of Rs 11 billion for the Pakistan Railways (PR). The
fund will be utilised primarily for repair of 145 locomotives, improvement
of the permanent way (tracks) and maintenance of strategic fuel reserves.
The overdraft limit convertible into long term loan from the State bank
of Pakistan too has been enhanced to Rs 10 billion. A restructuring
plan for PR prepared by an expert committee is likely to b taken up
by the cabinet at its next meeting sometime in the middle of January
2011.
Gujarat to become world capital of solar energy:
Narendra Modi
Gujarat Chief Minister Narendra Modi on December 30, 2010 laid the foundation
stone for the 500MW Gujarat Solar Park being developed by Gujarat Power
Corporation at a cost of Rs.1,247-crore on 1,000-acre government wasteland
at Charanka near Santalpur in Patan district in north Gujarat. He also
laid the stone for Smart Grid Transmission Network, being set up by
Gujarat Energy Transmission Corporation (GETCO), even as the Government
of Gujarat has entered into agreement with solar power generation companies
to buy up to 590 mw electricity from them. Several foreign and Indian
companies have decided set up solar power generation units on land given
on 30 years lease, in addition to plants to manufacture solar power
producing machinery, involving a total investment of Rs.7,500-crore.
Talking about the huge quantity of solar radiation available in the
state along the vast stretches of the Rann, he said that in the coming
days the sunrise in India might be from the west in the westernmost
state of Gujarat. The US-based M/s Clinton Foundation, which has carried
out research on the subject, has entered
into an agreement to partner with the government. He described the event
as the sunrise of India's future energy programme. He said the project
is scheduled to check emission of 80-lakh tones of carbon-dioxide and
save 9-lakh tones of non-renewable fuel like coal every year. Touted
as Asia's biggest, Mr. Modi declared the project as Swarnim Surya Teerth,
being set up as it is in the golden jubilee year of the state's foundation
to mark modern way of paying obeisance to the Sun.Revenue Minister Anandiben
Patel, who is also Patan District Guardian Minister, Minister of State
for Energy Saurabh Patel, IFC Representative Anita George, Radhanpur
MLA Shankarbhai Chodhry , MP Natuji Thakor, GEDA Chairman Ishwarbhai

Dr B Ashok, (IAS, 1998) PS to Indian Minister of State for Agriculture
Prof K V Thomas is joining State cadre (Kerala) as the new Vice-Chancellor
of the newly created Kerala Veterinary and Animal Sciences University.
He is a Veterinarian who joined the IAS while doing his Masters in Biotechnology
in IVRI Braeilly. He has a Masters in international Politics from Turin
and was previously Deputy director in Lal Bahadur Shastri National Academy
of Administration (LBSNAA) Mussoorie.
3 IAS officers in Uttarakhand to be elevated
as PS (UPDATED)
As many as three IAS officers belonging to the 1986 batch of Uttarakhand
cadre will be elevated as principal secretaries (PSs) from January 1,2011.
They are:Utpal Kumar Siungh, Ranvir Singh and S. Ramasway.
2 IAS officers in Himachal Pradesh to be elevated
as Secretaries (UPDATED)
As many as two IAS officers belonging to the 1995 batch of Himachal
Pradesh cadre will be elevated as secretaries from January 1,2011. They
are: U.N,. Choubey and R.C. Pathak.

Alok Kumar Jain Principal Secretary (PS) to Uttarakhand government
has also been appointed as Delhi based Principal Investment Commissioner
of Uttarakhand government.He is an IAS officer of the 1979 batch who
belongs to the Uttarakhand cadre.

Audit report and CCTV recordings of Bank
The audit reports of a branch of a bank and the action on those audit
reports were refused claiming exemption under Section 8(1)(d). The CIC
upheld the refusal holding that the Audit Reports of a Branch of a bank
contained all information about that Branch, such as its internal functioning,
its customers / accountholders, its commercial activities, turnover,
etc., which is commercially sensitive. The CIC further ruled that information
relating to the recordings of surveillance cameras and videos installed
in Bank Branches are held confidentially by the public authority under
Section 11(1) of the RTI Act disclosure of which can be detrimental
to the interests of the Bank and its security and expose it to serious
risks. This disclosure can be authorized only if there is public interest.
Comments
It has been pointed out through this column that videography is a part
of 'Information' under the RTI Act. Nationalized banks are covered by
the definition of "State" in Article 12 of the Constitution
of India and the security of a Bank Branch would attract Section 8(1)(a)
of the RTI Act. When any public authority holds an information confidentially,
disclosure should be authorized only after consultation with that public
authority.

WIC acquires uncannily prophetic status
WIC apart from having acquired an uncannily prophetic status in mundane
affairs has been successful also in highlighting the glaring discordance
& disconnect between practice and precept that has recently become
more evident in all walks of (public) life. As the muddy year draws
to a close, perhaps it is time to honestly ponder over the inconsistencies
& incongruities that are apparent in individual behaviour and the
indignities that are consequently heaped on the nation collectively.
Is it that we have consciously contrived & colluded to place all
the wrong people in the right places for ulterior motives or is it a
manifestation of an underlying (unbridgeable) dichotomy between our
innate subjective proclivity & firm belief in ascriptive status
and borrowed notions of objectivity & fair play? The titillating
facades that abound in effect hide serious inefficiency, impose tremendous
cost and warp the value system (whatever still remains of it or passes
for it). Is it not time that we all woke up, shed our smugness &
hypocrisy, stood up for the real cause that we are espousing in great
many words and assumed responsibility for integral action in our limited
space (without deferring, delegating or decentralising it to a yet to
appear avatar of Lord Krishna)? Best wishes for a really happy new year
2011.

The gumless CVC
The news item on WIC of 29th Dec 10 captioned "CVC disposes 1580
cases, recommends penalty proceedings against 138 officers" enhanced
my feel good factor.
The joy, however, was ephemeral when contrasted with the news published
in the Indian Express(20th Dec 10) informing about the pendency of 1500
graft complaints received by the CVC on which preliminary reports were
awaited from the Ministries/Departments, some as old as three years!
One wonders whether the toothless CVC has become gumless too"!
Further introspection led me to infer that a subtle attempt is being
made by the Congress-led UPA-II to gradually stifle the CVC. The first
setback to dilute its perceived autonomy was with the appointment of
an allegedly tainted IAS officer as the Chief Vigilance Commissioner.
There is now a virtual non-cooperation movement by union ministries/departments
through non-submission of their findings to the CVC on 1500 complaints.
This reflects the GOI's lack of concern for the CVC. The position in
the State Vigilance Commissions would be far worse, beyond one's imagination.
Who could be held accountable for this state of affairs at the Centre?
The Chief Vigilance Officers in various ministries have violated CVC's
guidelines in failing to submit reports to CVC within the prescribed
time frames.The DOP&T is the nodal ministry for CVC. How could the
PM as the Cabinet Minister-in-charge of DOP&T remain blissfully
ignorant about this lapse. The Cabinet Secretary did not take follow-up
measures for this monumental failure so that the fate of 1500 complaints
could be taken to logical culminations. The list of 1500 cases may also,
include the corruption case against the present Chief Vigilance Commissioner.
Against this background, one wonders whether the Congress President's
call at its plenary session, "to take corruption head on"
was a sham?.
