Who will be the Prime Minister(PM) if NDA returns to power? This question is doing rounds in corridors of power. Obvious choice is former Deputy Prime Minister Lal Krishna Advani. However there is a general perception in Delhi circles that Senior BJP leader Venkaiah Naidu being only face from South too may stake claim for PM of the NDA.

CAT stays recovery orders
The Delhi bench of CAT is learnt to have stayed recovery orders issued by some Ministries on the basis of a recent DoPT orders. The Indian Forest Service (IFS) association (central unit) had moved CAT against the orders of DoPT by claiming it to be arbitrary that barred the IFS officers on Central Deputation from the non-functional up-gradation of pay. An IFS Officer peeved at the amendment said 'if you neither give us a higher designation nor a higher grade pay in the Centre while my juniors in the State Cadres get both why should anyone be coming to serve at Centre'. One of the significant recommendations of the 6th CPC accepted by the Union Cabinet was grant of higher grade and pay on non-functional basis to all organized Group A services and IPS and IFS. This was to ensure that while the IAS maintained an edge of two years, the officers of other services reach the same grade at least on non-functional basis. However this has remained a decision on paper only. On the contrary the gap between IAS and other services in only increasing with time, claimed the IFS officer requesting anonymity.
Karachi court issues arrest warrants against senior police officers
The anti terrorist court Karachi issued non-bailable warrants, in the Benazir Bhutto murder case, for arrest of former police chief of Rawal Pindi Saud Aziz and former SP Rawal Town Khurram Shahzad. An application moved by the police officers' lawyer to exempt them from personal appearance during the trial of the case was rejected by the court. The two will now be produced before the court on December 11.

Preferential allottment of shares of RIL

A copy of the action taken by SEBI from the time of the filing of the
complaint by S. Gurumurthy regarding the preferential allotment of
shares to the promoters of RIL through 34 Ambani companies along with
the file notings, a copy of the findings of SEBI, Justice Srikrishna
report etc. was sought. The CPIO informed that the information could
not be disclosed as, though the investigation was completed, the
process of prosecution might be impeded by parting of information at
this stage. Holding the claim that its disclosure would impede the
process of investigation as untenable, the CIC directed to disclose
the information.

Comments

The Delhi High Court judgement in the Bhagat Singh case which
delineated the application of Section 8(1)(h) of the RTI Act has made
it clear that mere pendency of prosecution cannot be a basis for
denial of information. For the share market to mature, information
about the scams - whether the Harshad Mehta scam or others, must be
put in the public domain.

Trial of the CVC exceeding all limits

This media monkey trial of the CVC, PJ Thomas, is exceeding all limits. People are baying for his blood, without really understanding the issues, just like those Roman bloodbaths where gladiators fought for their lives and frenzied crowds enjoyed the spectacle.

What is the truth?, Thomas not guilty

The truth is that as Food Secretary, PJ Thomas simply implemented the Cabinet decision. That is all. Since when is implementing the Cabinet decision a crime in India? If it is, then a lot of us would have to resign our jobs! And this Cabinet decision for purchasing palmolein from Indonesia resulted in a profit of Rs.17 crores for the Government, not to mention availability of cooking oil for the people! The case was registered by LDF for settling political scores. It was dropped when UDF came to power but again revived by LDF. The case is pending trial for the last 19 years! Justice delayed and denied.

Again during the Telecom 2 G process, Thomas was not the Secretary Telecom. The person who was Secretary Telecom should answer questions, not Thomas. Why is Thomas being hounded for that? This simply smells of some rotten conspiracy!

We have a duty to speak against this media trial. If not, the day is not far off when blood thirsty shenanigans will come for all of us.

We have lost sense of basic values

Despite all the din about the appointment of PJ Thomas as CVC and in spite of the Govt's AVD-1 instructions depicting the government's policy against such public appointments, cited in these pages, nobody could file a writ of quo warranto against the officer before the Supreme Court in this case! What does this show? As a community we have lost the sense of basic values, we have become so naive not being able to take strong action in such cases! This way, time is not far away when the so called international community is going to jeer at us en route our march towards a developed nation of 2020!

How powerful lobby works against all norms ?

Letter of support in favour of the 'tainted' CVC by Kerala IAS association again shows how this powerful lobby works against all norms of propriety. When a whole nation is expressing its outrage on the appointment of this man as CVC, when the highest court of the country is questioning the propriety of his appointment and when the top journalist shedding all their political biases are questioning this appointment on a top constitutional position the Kerala IAS association thinks no wrong has been done and is trying to project him some sort of a martyr. How sick this lobby can get is aptly displayed by this one gesture by the Kerala IAS association. It is precisely this nexus between IAS, their political masters and the corporate lobbies that country has reached to the nadirs of governance. Next you would know would be a letter in support of Ravi Inder Singh by West Bengal IAS officers association.

Raise retirement age of doctors

Since there is a huge shortage of Doctors the retirement age for all doctors, whether in teaching or clinical side, must be raised. General public is benefitted more from Clinical doctors than teaching doctors.

Subordinate services should be satisfied

I find regular IAS bating in the letters published in your esteemed portal. They look borne out of jealousy. Latest is from T. Palani. Central services Officers are selected based on their performance in the C.S. Exam and interviews. If no value is given to the performance, then the whole examination itself become redundant and meaningless. Remember there are lakhs who do not pass through this agni-pariksha. Subordinate services should be satisfied with their cadres. Otherwise only remedy is to empower Panchayats to elect the officers.

PAC or JPC?

The parliamentary logjam is unwarranted. The government seems to have been wrongly advised to oppose the Opposition for the constitution of the JPC for examining the greatest scam in the history of modern India. A look at the constitutional provisions makes it abundantly clear that the PAC considers the CAG report on accounts, performance etc of the government, but not scams. There is no separate Committee of Parliament to look into cases of scams, scandals and corruption of this magnitude. In fact, it should have been an initiative of the government to assign this responsibility to the joint parliamentary committee, whose proceedings should have been telecast. Obviously, someone in the government fears a probe by the committee of parliament specifically in the 2-G scam! Who is this person. If one were to take into account the helplessness of the PMO, the suspicion of some black sheep become stronger by the day. It is no ordinary person or group or business interest. Was Bofors also such an innocent business as Raja has so far tried to make of 2-G? Who took the flak in Bofors? Did he deserve it? Does Dr. Manmohan Singh deserves to take the flak for all that is called 2-G? Still the operation strike a familiar similarity of execution management! What a wonderful set of people? They are the real Bharat Ratnas of this great nation of the Ratnas and Maharatnas and mini Ratnas. Just to recall: Mahabharat had its own Rathis, Maharathis and Ati- Rathis! So, are we being led on to the Kurukshetra again? A pathetic situation has been created by the hidden hand of one or two black sheep, who are holding the nation to ransom, showing disrespect to the parliament, treating India with contempt, painting the government as thoroughly corrupt(of the corrupt, for the corrupt & by the corrupt)and ridiculing democracy with impunity!!! Bring such vested interests to book. That can be done by the Joint Parliamentary Committee alone, which shall be constituted to unravel the whole modus of these scam+ stars. It is all the more necessary to put up the JPC as these scamsters have put their retainer media persons to spread all kinds of stories of loss to the exchequer on a daily basis by stalling the parliament(even though it does not come to 0.0001% of the interest on 176000 crores!) or the incompetence of the parliamentarians to examine such complex or technical issues. They betray only their ignorance of the capabilities and competencies of the Indian parliamentarians and the resources of the committees of parliament to examine all kinds of scientific, technical, complex, financial issues(legal technicalities are their strongest point, which make all debates look like arguments before the Bench). Such corruption is unprecedented and remedies too have to be unconventional. The committee should have all the powers of the parliament to summon individuals, witnesses, papers, files, documents; cross examine them on oath; recommend penalties to the guilty; freeze the bank accounts of the suspects; seize their assets and take such action as it deems fit in consonance with the laws of the land. The impasse should be cleared by the government, who should also stop its spokespersons from mouthing lame excuses and attacking the opposition. Checking corruption is the government's primary responsibility. There is little scope for compromise on the issue, whatever devilish idiom the spokespersons may employ.
