CBI special court sentences ex-UP CS Neera
Yadav for 4 years term
The CBI special court in Ghaziabad sentenced the former Chief Secretary
to Uttar Pradesh Neera Yadav to four years imprisonment for irregularities
in allotment of plots in Noida region. She was convicted by the court
along with Ashok Chaturvedi of Flex Industries.
Rajasthan Govt entrusts additional charge
to Nilima Jauhari
The Rajasthan Government has entrusted Nilima Jauhari Chairperson and
Managing Director Rural Non-Farm Development Agency with the additional
charge of Chairperson Rajasthan Handloom Development Corporation. She
is an IAS officer of the 1979 batch who belongs to the Rajasthan cadre.

Preferential allottment of shares of RIL
A copy of the action taken by SEBI from the time of the filing of the
complaint by S. Gurumurthy regarding the preferential allotment of
shares to the promoters of RIL through 34 Ambani companies along with
the file notings, a copy of the findings of SEBI, Justice Srikrishna
report etc. was sought. The CPIO informed that the information could
not be disclosed as, though the investigation was completed, the
process of prosecution might be impeded by parting of information at
this stage. Holding the claim that its disclosure would impede the
process of investigation as untenable, the CIC directed to disclose
the information.
Comments
The Delhi High Court judgement in the Bhagat Singh case which
delineated the application of Section 8(1)(h) of the RTI Act has made
it clear that mere pendency of prosecution cannot be a basis for
denial of information. For the share market to mature, information
about the scams - whether the Harshad Mehta scam or others, must be
put in the public domain.

ITI's Half Yearly Loss Reduced to all time
low in 8 Years
ITI Ltd has reported its lowest ever half yearly losses in eight years
by reporting the net loss of Rs. 123.81 crores for the six month period
ending September 30, 2010. This is against Rs. 185.88 crores registered
for H1 2009-10. The company's lowest recorded half yearly loss in last
eight years was Rs. 142.29 crores for H1 2002-03. "Our immediate
challenge is to consolidate our order book position from non-BSNL and
non-MTNL customers. These include areas such as Railways, Defense, Solar,
LED lighting and National Population Register (NPR) projects",
said K. L. Dhingra, CMD of ITI Ltd. Earlier this year, ITI Ltd reported
its lowest ever quarterly losses in eight years by reporting the net
loss of Rs. 63.83 crores for the first quarter of 2010-11 as against
Rs. 107.78 crores in Q1 2009-10. Prior to this, the company's lowest
recorded quarterly loss in last eight years was Rs. 80.93 crores for
Q1 2002-03. According to Dhingra, ITI expects to reduce its losses in
Q3 2010 as well and usher the New Year on positive note.

Deterioration in ethical standards
Appointment of PJ Thomas as CVC is the latest and greatest example
of falling value standards. Despite all round genuine hue and cry about
his doubtful integrity and pending criminal case, his greedy resolve
to stick to the chair is an indication and proof of shameless conduct
of an individual hell bent in embarrassing the government who helped
him to ride this ladder. How could a corrupt man decide issues of corruption
impartially. People supporting him definitely reflect some kind of partnership
in his misdeeds. Let us remember the days of Lal Bahadur Shastri who
resigned as Railway minister owning up responsibility of a rail accident
even though he was neither in the driver`s seat nor incharge of signals.

Is Thomas the right choice ?
The question is not whether PJ Thomas is involved in any corruption
in any of the two cases being cited against him but whether Thomas is
the right choice for such a sensitive position given the fact there
is a needle of suspicion hanging against him? Is Indian bureaucracy
today is totally bereft of any officers who have an impeccable record
on integrity parameters? If nothing is proved against Thomas then as
on date even Raja is sailing the same boat and there is nothing proven
against him as well. So will the IAS lobby like him to continue as Telecom
Minister as well? Any resolutions please?

Dear Mr Tom Jose,
I guess you are not aware of the plight of so many officers who have
been chargesheeted and due to delay in finalisation of proceedings their
promotions remain in sealed cover for ever. I am really surprised how
come PJ Thomas continued to get his promotions and empanelment to Government
of India despite being chargesheeted in court of Law. Seems rules are
different for different people. Right now Kerala cadre is ruling the
roost and so obviously they are getting best of the postings.

Paid media trying to divert attention ?
In the case of Palmolin import, PJ Thomas has done only a technical
error. He issued the letter to import after clearance from finance and
after a decision to that effect by the cabinet. He issued the orders
before the cab decision was put in black and white at the instance of
the all powerful CM and the then autocrat CS. No IAS officer would have
refused it. Later both UPA and LDF Government have cleared his name
and he even became CS. As Telecom Secretary, he was not involved in
the 2G scam. He only put a note based on the Minister's written note
that no further enquiry is required. If the same yard stick of crucification
is applied, many officers will never go up beyond the level of directors.
It is sad to see this officer being dubbed as corrupt and tainted by
the visual media. Or are these paid media trying to divert attention
from the other scams to help the government?

It is unfortunate that Supreme court of India admitted the petition
of Ratan Tata, who was figuring in Radia tapes. It is the sovereign
right of the state to keep watch on every citizen of this country. If
telephones are not tapped how can government know the sinister designs
of terrorists, money launderers, smugglers, assassins? There is no public
interest in the petition of TATA and it should be quashed. As far as
leaking of the tapes are concerned it is a reflection of transparency
the country is aspiring hence there is no cause on personal freedom.
It is unfortunate that former bureaucrat N K Singh justifies in the
name of growth and development! Is it inclusive growth or exclusive
growth? He should have demitted his public office.

What a privilege ?
The CBI cannot book AIS officers since it does not have jurisdiction
over AIS officers serving the state governments, the AIS officers can
only be booked when they are on deputation to the centre, that is the
reason so few AIS officers are ever caught. AIS is actually All India
Service- IAS/ IPS and their country cousin IFS.

Government is taking firm step in raising the age limit of doctors
to 70 years as they are gem of all the big sky. The trained personnel
cannot be taken back but can be retained in the services. Similarly,
the central government should also consider the raising of age limit
upto 62 years. Those who work should be given the facility without fail
this month end positively.

The Chief exclaimed,' All the more reason!'
'No, I mean really important,' said the cop with a bit of persistence.
The Chief then asked, 'Who do you have there, the mayor?'
Cop: 'Bigger.'
Chief: ' A senator?'
Cop: 'Bigger.'
Chief: 'The Prime Minister?'
Cop: 'Bigger.'
'Well,' said the Chief, 'who is it?'
Cop: 'I think it's God!'
The Chief is even more puzzled and curious, 'What makes you think it's
God?'
Cop: 'His chauffeur is the Pope!'
