Ranjeet Kumar Bhatia takes charge as DG, IBP
Ranjeet Kumar Bhatia took over the charge as the Director General (DG) of the Indo Tibetan Border Police Force (ITBP) from Vikram Srivastava at a simple but impressive ceremony in the CGO Complex on January 31, 2010. Born in Jodhpur (Rajasthan), he joined the Indian Police Service (IPS) in 1974 after obtaining a master’s degree in Economics. He also holds a Masters Diploma in Public Administration. He is a UP cadre officer and has served in the CBI, Cabinet Secretariat and CISF. Hitherto, he was DG of National Disaster Response Force and Civil Defence (NDRFCD). Bhatia has served in various key positions in UP. He was Additional Director General (Security) and UP-Nepal Border Force, IG (Establishment), IG (Security), IG (Vigilance), IG Kanpur Zone and IG Bareilly Zone etc. During his stint in three dacoits infested districts of UP, he busted 12 inter state gangs of dacoits. As SP Allahabad, he neutralized a notorious gang of dacoits, which carried a reward of rupees one lakh. As IG (Establishment) in UP he was instrumental in carrying out the restructuring of the mammoth UP Police in late 1990’s. He had a glorious career as Additional Director General in CISF.

Oil India’s net profit up by over 23 per cent
Assam-based Oil India Ltd (OIL) has registered a 23.5o per cent jump in its net profit for the third quarter that ended on December 31, 2009, said Nayan Moni Borah Chairman & Managing Director (CMD) of the OIL. This is quite remarkable because there were many roadblocks like melt down in global economy & problems in the North East. Borah told <whispersinthecorridors.com> that net profit in the October-December quarter was registered at Rs 717.28 crore. Thus, it was 23.48 per cent higher than Rs 580.87 crore of the corresponding period last year, he added.

Non speaking order by the Commission
The Appellant requested the CIC to instruct Mrs. Padma Balasubramanian, Hon’ble Information Commissioner, to furnish reasons for arriving to a conclusion in the decision against appellant’s complaint No. 242/ICPB/2006 on Appellate Tribunal for Electricity,
according to which no quasi-judicial forum is bound to or expected to give any explanation or justification of its orders or its opinions thereof other than what is contained therein. The appellant claimed that this quasi-judicial decision is issued contrary to the main aim and objective of the RTI Act, 2005 and specifically pointed to section 4(1)(d). The Commission clarified that all orders of the Information Commission are expected to be speaking orders. If an appellant finds the decision of the Commission to be flawed in any way, he is free to challenge it in Writ before the High Court.
Comments
Section 4 of the RTI Act has seen very little implementation till date and needs to be enforced. All Public Authorities are expected to provide reasons for its administrative or quasi-judicial decisions to the effected public. The reasons for all orders like the transfer and postings, should be a part and parcel of the order.

I think, Finance Miinister Pranab Mukherjee is the most deserving candidate and very close to Mrs. Sonia Gandhi, he is also party loyal, intellectual, having handle all kind of portfolio in the GOI, very matured and a good bureaucrats.
I think he is better candidate than Dr. Manmohan Singh as a PM, Dr. Manmohan Singh is very good as FM. Mukherjee probably the PM after Congress government comes to power.

Areas of reform necessary for good governance

Three areas of reform are necessary for good governance- first two-to create an All India Judicial Service and to create Police Commissionerate Systems all over the country. The former is necessary to infuse talent into the District Judiciary which continues to draw talent from the provincial level instead of a larger country wide pool and the latter is necessary for modern city administration with our teeming cities needing administrative and systemic overhauls. Both will not happen because of opposition from the IAS. This is not because of the IAS but because those who take decisions for the country (viz. the political executive who were born in British India and tend therefore to revere the ICS and mistakenly think of the IAS as the successor service to the ICS) forget that the IAS was created after the abolition of the ICS to serve in a Parliamentary democracy. We must not confuse the IAS with the ICS. The initial recruits into the IAS were all PCS officers who were looked down upon by the ICS. In fact, till the last man retired, the ICS used to put the IAS into their place. As a matter of fact, most ICS officers preferred officers of the Customs service and other Secretary of State's services over the IAS for manning senior positions (since the IAS was drawn from the PCS who did not have the same caliber as officers from the Secretary of State's services). Thirdly, inter se seniority among officers of different services must not be decided by service, it must be decided by rank in the Civil Services Examination post 1979 when the common Civil service Exam came into being, an officer of same year having a higher rank than those who have lower ranks should rank senior to the latter for purposes of comparison. For example, an IPS officer who was ranked 5th overall in the common Civil Services examination post 1979(and who could have joined the IAS or IForeignS but did not) should logically outrank an IAS officer who was ranked 198, an officer who was ranked 20 in the Common Civil Services Exam post 1979 and joined the IForeignS (who could have joined the IAS but did not) should outrank an IAS officer who was ranked 188, an IRS officer who was ranked 31 in the Common Civil Services Exam post 1979 should outrank an IAS officer who was ranked 178 and so on. This is logical. To have a lower rank officer outrank higher rank officers simply because of service allocated on the basis of the same examination (same everything since 1979) is clearly and manifestly absurd. Probably this fact has never occurred to the pre 1979 officers (senior positions in Government are manned currently by 1970/1973 batches)since at that time the system was different and so were the facts). Or maybe the tribal feeling has taken over to the detriment of logic. But that can not be a deterrent to the political executive which has to take the final call (this being independent India).

Exams are not the answer to good governance
This is in response to having separate exam to IAS. I don't understand the purpose of the question. If the purpose of a separate exam is to provide an excuse to IAS to get additional salary and special privileges, then this indeed this might be a way. In my opinion, the purpose of the exam is only to select individuals with above average intelligence and the temperament to do public service. The expertise comes later with training and on the job experience. IAS are taught general administration, IFS diplomacy and international studies, IRS, tax, etc. At the time of selection with average age of entry no one can claim to be experts in these subjects. In fact by having such exams we only create an elitist mentality and civil servants who believe themselves to be at a level above that of the citizens. We need to weed out poor performers just like it is done in the army. We need persons of all kinds of backgrounds to man the senior positions not a system of reservations for IAS. IAS need to compete with other service as well as outside experts for senior positions where specialist expertise is required. IIT is one of the toughest exams, but you do not see IITans using their all India rank to ask for the best positions in the private sector. They have to prove themselves all the time. All other countries have thrown away their outdated elitist based civil services and have done better. We continue to cling on to our IAS led civil service giving our country the dubious distinction of having the most poor people in the entire world.

Dangerous for nation
It is ominous and dangerous for the nation ,the way some of the TV channels like Times Now are broadcasting daily personal accusations against Gen. Deepak Kapoor, COAS and head of our million strong Indian Army. We do not know how Times Now got a copy of the COI. Those who are in the know, are well aware the politics that made the COI, if true, suggest court-martial of an out standing officer like Gen. Prakash. COAS is with in his powers to order a CM or administrative acion.The TV channels have forced a placid man like our Defence Minister Antony to show his virility and so called honesty to sit on judgement on the COAS. It will demoralize the officer cadre of the Indian army.
