Dr. Singh is doing a good job as Prime Minister, keeping the AICC chief Sonia Gandhi and party leaders in good humour. However, to judge the mood of the surfers about the second line of succession in Congress we are trying to ascertain as to who will be the next choice of Madam, after Dr. Manmohan Singh. UPA Government into the second year in its second term at the centre has a long list of loyals who are heading different ministries. Will anyone among them make the cut and get the AICC chief’s approval if Dr. Singh decides to call quits. Please mail in your response to:

Corruption in high places
As a retired officer from M P cadre, I was shocked and deeply saddened to see the story unfolding over tv channels of the corruption, on a massive scale, indulged by an IAS couple.
It is to be recalled that the officers from the erstwhile CP cadre (which later became MP ) were known as the "Brahmins of the civil service ". Though the phrase may seem to have casteist connotations, it was meant to convey that these public servants were role models both in terms of their probity and competence. That was then and what now ? It has been a descent from the mountain top to the abyss.
Till the 1980s, when I was serving in the state, corruption has crept in but at senior levels there were a minuscule number, who had an unsavoury reputation.
The accumulation of ill gotten gains of the magnitude found with these deviant officers must have taken place over years. One can ask what the state Vigilance machinery was doing all this while, since it was the Income Tax department which unearthed the scam ?
It is time some concerted action was take by the State Government to stem the rot. Giving exemplary punishment to these recalcitrant individuals would be a beginning.

Problems of the officials of Delhi
While the officials of CSS or other Central Government Services has the benefit of seeking transfer to other parts of India from Delhi, the benefit is deprived to the staff of the Delhi Government on the plea that Delhi Government officials are not treated at par with central government servants and are treated as State Government.  Similarly while the officials of the other State Governments on appointment on deputation to Central Government or with the personal establishment of the Union Ministers can opt to draw the pay of the post of the scale on deputation, the officials of the Government of NCT of Delhi is not allowed such option. The promotions to the post of UDC to Assistant under Delhi Government takes atleast 15 years which is so long a time compared to others. Will the Government do something to heal the wounds of the Delhi Government officers.

The Chief Economic Advisor in MOF advises the FM. “Too many cooks have spoilt the broth. “The only casualty is the Aam aadmi who is forced to reduce its per capita consumption of essential commodities by 50%.To rub salts to their wounds ,the “besharam” Union Agriculture minister sermonizes the poor against sugar consumption as an anti-dote to diabetes?” “Chini na khane se voh mar nahin jayenge”:quips Pawar! When the public is crying “traahi maam” against price rise, Pawar goes to meet Bal Thackeray for politicking on IPL. Sonia Gandhi, the self-proclaimed Chairperson of the UPA is hiding her face from ‘aam aadmi’ (of Congress manifesto).All MOSs are enjoying public hospitality like ‘sarkaari damaads’-exempted from the dictum of” no work no pay.” The owners of Real Estate majors, chain of hospitals and hotels are being conferred Padma Awards (following bailout packages, notices from High Courts) without ascertaining their dubious credentials. The Quid pro quo is for anti-corruption agencies to decode. What is the way out?
De-hoarding , import of selective items and control of other cost-push elements, are keys to success to clear the mess created by the UPA.Hoarding has triggered shortages besides leading to black marketeering. This basic concept of macro economics is ignored by modern day class room economists advising the GOI. The GOI must crack its whips on hoarders who are licensed to flourish and indulge in on-line trading with the blessing of UPA. Please try this recipe at once. Results will be visible within a fortnight ,of course, subject to Political Will, a rare commodity.

What is ailing the forests, environment and wildlife today ?

Is it the incompetence of the Indian Forest Service officers, as is alleged most of the times, probably even by the Minister for Environment & Forests ? It starts from the subject of forests, environment and wildlife falling in the Concurrent List making it vulnerable to the whims and fancies of the State Governments, resulting into the state we are in today. It is rather commendable on the part of the Indian Forest Services that they have still been able to manage and increase the forest cover in the country. If the Minister for Environment & Forests could understand and take up the initiative to get the legislation amended to add the subject of forests, environment & wildlife in the Union List, it would be a great contribution by him to this Sector. This may amount to the IFS becoming a Central Service like IRS, etc. The advantage would be that this could lead to better management of the forest areas, protected areas, etc. as the best of the IFS officers who are experts in the various fields could be posted in the sensitive postings unlike now, where a wildlife expert can be posted only in his State cadre or his inter-deputation State cadre or a Central deputation. That too is ineffective as the State Governments have their own vested interests in not posting the upright and expert IFS officers in such postings. It is disheartening for the Indian Forest Service officers, especially the younger ones, that their enthusiasm to work and expertise is wasted over the years and sadly the blame also goes to them for the inefficiency. When will we think seriously about the ecosystems that we are a part of ? If the forests and wildlife are subjected to such inhuman thinking and handling, where will the humans themselves go one day when there aren't enough natural resources left ? Are we all going to die while in slumber ? Is the Minister Jairam Ramesh listening ?

I am a scientists in a University closely related to the projects of ICFRE. It is nice to read that only Ph.D holder will be the new DG of ICFRE. It is a fact that the previous two DGs appointed had caused resentment both among the scientists as well as forestry departments as the people say . Let a good IFS officer or any one else selected by merit and having aptitude for research be appointed as DG quickly

The Indian Forest Service Officers of 2001 and 2002 batches have completed first part of the Mid Career Training at IIM Ahmedabad and IGNFA, Dehradun during December 2009 - January 2010. The second part of the MCT shall comprise of foreign visits by half of the participants going to US and the other half going to Sweden. The US training is about Wildlife & Management Issues and the Sweden training is about Watershed Management and Forest Certification Issues. The duration is from 1st March to 13th March, to be followed by one week module at IGNFA, Dehradun.
