away TN Lakshminarayanan IAS (TN:1944: War Service) passed away
on February 10 at Chennai after a brief illness. He was close to 88. His younger
brother T.N.Seshan IAS (TN:1955) is the former Cabinet Secretary
and Chief Election Commissioner of India. Two of Lakshminarayanan's sons-in-law
are IAS officers of the T.N.Cadre: Dr.Sitharam Gurumurhi IAS(Retd)(TN:72),
Member, State Planning Commission, Government of Tamil Nadu and Arun Ramanathan
IAS (Retd) (TN:73), former Secretary, Financial Services Department. IDAS
officer is CVO of Jute Corporation of India Sanjay Kumar Singh

and distribution will be the major leaks!!! Of 'standard 82%' corruption the
system sure reeks!! When Mohna plans withdrawal of the stimulus
package he should keep this stimulus is mind!! Into various types of investments
its way the pilfered money will find!! Pilfered money will go into
lockers as cash or valuables , housing, stocks and land!! Latter three
will be like a stimulus and will give the economy a helping hand!

quarter. So when a recent personnel ministry report said that Uttar Pradesh and
Bihar account for one-fourth of the IAS in the country, it was attributed, by
many experts and bureaucrats, to the lack of alternative career opportunities
in these two states and feudal mind-set, especially in the latter. By a

how can your Lordship? Where does a retiring government servant belong
to? Where does a retiring Chief Justice of a High Court belong to? The question
is significant in the light of the views of Justice AP Shah, CJ, Delhi HC. But
before that a few other significant points made by him in an interview to a reporter.
The problem with the present system is there is complete lack of transparency,
he has said. True. The greater tragedy is it is not limited to the selection of
judges alone! It is widely practiced in civil administration. It is responsible
for converting steel frame of administration bequeathed to India by the British
Government into a pumpkin size Bt Brinjal of sorts(figuratively speaking). It
has been supplied oxygen by the maladministration of justice in matters administrative
by several orders of the tribunals. The ill reputation of the persons concerned
are no secret to the members of the Bar practicing in the tribunal exactly as
they know the good reputation of Justice Shah. Justice Shah believes that there
is too much secrecy in the system and no reasons are recorded for rejection. Let
me put it on record that there is no secrecy at all for those who are deft in
managing things. They can obtain copies of any notings including cabinet decisions,
provided they are properly networked. No reasons have ever been recorded for not
bringing annual panels of eligible officers for appointments on time. The legalese
may also be noted--it is extreme ingenuity in interpreting the "rules"!
It is only "eligibility list". The tribunals have also concurred with
this flawed interpretation!! It only means that it is nothing more than a list
of officers, who are eligible to try their "luck" and test their muscle/money
power, but they should not dream of automatic promotion according to the seniority
list. So even 5 batches can be "bunched' together for drawing up the panels
of eligibility, eliminating the undesirable elements(read stubbornly honest &
public service minded)in the initial round itself. Then appointments can be made
arbitrarily on the basis of pick and choose from later batches creating the anomaly
of a senior put to work under his/her junior several years. The tribunal too has
justified it. There is a direct connection in raids revealing crores of ill gotten
money in the possession of IAS & other officers & even ministers. Everybody
has to bid for positions(Offices of Profit!). The highest bidder gets it and has
also to keep on paying annual rent and tribute. Those networked are brought back
from their graves to serve the several offices carved for them, those not must
remain silent or suffer retribution even several years after retirement. But His
Lordship has lived up to his reputation: he has announced that he will not accept
any post. So far so good. But Lordship nothing beyond that--for you really belong
to society now and not merely to Baba Amte's ashram! Voices like yours should
not fall silent, for if they do for too long there may be no India after some
time. Justices like Shah and all retiring government servants, who opted for public
service as a career and lived up to the highest ideals of public service must
devote themselves full time to serving the society. Today, people speak not the
truth for fear. Injustice is in practice in all branches of governance. Democracy
in India is being ridiculed. Governance has fallen in the hands of extra constitutional
contraptions outside the laid down law. All plans/ programmes are being hijacked
(see NREGA as a sample only). Poverty, backwardness, feudal structures are being
spread. Speak for genuine implementation of all plan schemes, since you alone
can be the best watchdogs for society with your vast experience of executing them.
This is on the positive side. On the other side of the spectrum, pl raise your
voice against injustice anywhere in society voluntarily. Then alone the system
shall take the desired turn to transparency. M L Gupta Count
