Ms Zohra Chatterji will in all probability move from the Ministry of Information and Broadcasting as Additional Secretary.1979 batch UP cadre IAS officer, Ms Chhatterji, is unlikely to be promoted in the I & B Ministry. I & B Minister Ms Ambika Soni is reportedly not keen to retain the services of Ms Chatterji.

P Chidambaram’s decision triggers debate
Indian Home Minister P Chidambaram, who has mooted the route of recruiting IPS officers from among serving police officers across the country, has triggered a national debate. Officers belonging to the IPS fraternity are discussing its pros & cons. Altogether 150 IPS officers will be inducted this year. It is being done in addition to those IPS officers who are selected through UPSC. Basic aim of the exercise is to overcome shortage of IPS officers in naxal infested areas of India. Why does Gujarat not produce more IAS officers?
Why does the Gujarati not leave his language, state, customs behind and work as an IAS officer in Bihar/ UP (though the Gujarati does leave his shores for the USA)? Why do people from Bihar/ UP leave their state/ customs/ language behind and go to serve in Gujarat? Because Gujarat does not believe in education. Why? Because, education, though seen as a panacea in Bihar and UP, actually is no panacea at all. It takes years, a lot of inputs (expenses, hard work) and in all the time it takes to get a doctorate, one can build up an industry (Dhirubhai Ambani did not have a doctorate). Gujarat believes in enterprise, initiative and entrepreneurship and hence does not believe in working for others, Bihar and UP (as also the Marathi Manoos) believe in a stable income (though low),less work and low risk and hence root for service. Those who believe in service will spend years in obtaining an education, taking examinations year after year and ultimately join the
service class. Those who believe in enterprise will work hard and create wealth. Gujarati are practical. They would rather not waste years and join the IAS at 30. They would rather put up a factory with the seed money that would have gone into education and taking the Civil service Exam year after year and become a millionaire at 30.Why is Gujarat far more developed that Bihar or UP? Because of the misplaced stress on education in UP and Bihar. The other reason is the absence of law and order in UP and Bihar. Since there is a lack of law and order, business and commerce can not flourish in these states. No one can think of starting businesses in Bihar and UP but for musclemen/ politicians (others would be kidnapped for ransom and murdered in the absence of payment thereof).The only opportunity out of a benighted existence is to keep studying, work hard and leave these states to join the Gujarat cadre of the IAS!

Present method of selection for IAS is incorrect

IAS is the backbone of our country’s administration. The present method of selection purely based on written exams and an interview do not really assess the person’s suitability for the job. One can see more than 50% of these officers becoming misfits wasting away their time in innocuous posts in state secretariats unwanted by every body. While some officers considered efficient and good, dumped with many departments, others enjoy their life, some not even coming to the office in the afternoons. Just like in the defence officer’s selection there should be a psychological analysis of the candidates to find out their potential and suitability to hold such posts. More over the importance given to reservation has damaged the prestige of the cadre. Some of the castes though socially and financially better off than the so called upper castes have used their political clout and managed get into reserved classes and are garnering all the vacancies at the
cost of real backwards. Half a century of reservations have not benefited the real backwards and they also suffer due to the inefficiency of officers selected as per the present practice. Free training should be imparted to candidates from socially weak sections of the society to prepare them for the examinations, but no reservation should be made in the examination itself. Candidate's mental out look, attitude etc should be given sufficient importance by a psycho analysis.
