Pankaj Sharma appointed Member
Central Government has appointed Pankaj Sharma as a member of the Central Board of Film Certification with immediate effect. A notification to this effect has been issued by the Government today. A journalist of long standing Sharma is currently edits the official journal of the Congress party—“Congress Sandesh”. He served with the Times of India group for more than two and a half decades and has produced and presented several prominent programs for different television channels including Doordarshan during his long career. HUDCO earmarks 3% Profit towards CSR activities
HUDCO is one of the first PSUs to have earmarked a significant percentage of its net profits for CSR activities. Taking immediate cognizance of the recent DPE proposal cleared by the committee of secretaries, the Board of Directors of HUDCO in its recent meeting approved creation of an exclusive budget amounting to 3% of net profits for activities under Corporate Social Responsibility (CSR), which shall be non-lapsable and carried forward if any part is unutilized.

The draft DPE guidelines provides for a CSR budget of 2% to 3% of the net profit subject to a minimum of Rs. 3.00 crore for PSEs having a net profit between Rs.100 crore to 500 crore to be created through a board resolution. The provision of three percent of its net profits is the highest in the band provided in the draft guidelines, which are expected to be notified shortly.

CRISIL registers an increase of 14.1 per cent

The Board of Directors of CRISIL Limited of which Managing Director and Chief Executive Officer (CEO) is Ms. Roopa Kudva, at its meeting in Mumbai on February 18, 2010 approved the audited financial results for the year ended December 31, 2009.CRISIL registered a consolidated total income of Rs. 538.99 crore for the year, up from Rs. 472.56 crore in the previous year, from continuing operations1, an increase of 14.1 per cent. Its consolidated profit after tax for 2009 was Rs. 160.78 crore, as against Rs. 135.27 crore in the previous year, from continuing operations1, an increase of 18.9 per cent. The directors have recommended the payment of final dividend of Rs. 25 per share for the year. In the year, CRISIL paid three interim dividends, each of Rs. 25 per share; in total, therefore, the dividend paid by the company for 2009 was Rs. 100 per share, as against Rs. 70 per share in the previous year.CRISIL’s rating revenues grew significantly in 2009,
 driven by strong performance in bank loan ratings (BLR) and small and medium enterprise (SME) ratings. Despite the recent recession in the global financial markets, Irevna, CRISIL's off-shoring division, added several strategic and high-potential clients to its portfolio. CRISIL’s domestic research arm, CRISIL Research, launched independent equity research services and grew its traditional businesses, despite the challenging market conditions. CRISIL Risk and Infrastructure Solutions Ltd (CRIS), CRISIL’s wholly owned subsidiary, increased its global footprint by executing mandates in South Africa, Mozambique, Georgia, Bangladesh, and East Asia Pacific. CRISIL and its group companies continued to collaborate strongly with S&P. CRISIL and S&P worked together on deepening analytics, launching new business initiatives, jointly executing projects, training employees, and building franchise. CRISIL and S&P together conducted several investor events,
 including mid-year market outlook road shows in India and Singapore. CRISIL, S&P, and the National Stock Exchange of India jointly organised a seminar, ‘Unlocking the potential of India’s credit markets’. CRIS is collaborating with S&P in its infrastructure initiatives. Goi approves Rs. 800 Cr equity support to NACIL
The Government of India has on Thursday approved the proposal for release of equity support of Rs.800 crores in two equal monthly installments to National Aviation Company of India Limited (NACIL). This equity infusion had earlier been approved by the GoM headed by the Finance Minister. The release of funds will be calibrated to the achievement of milestones laid down by the Group of Ministers (GoM).

Venom against postal dept rubbish

I am surprised to note the venom, in the post on Department of Posts. Does the writer know that the post office is disbursing 50% of NREGS amounts to more then 5 crore beneficiaries all over India? Does he know that the Department has been shortlisted for the Prime Ministers award as an organisation? Does he know that it remits more than 5 crore remittances of migrant labour from cities to villages every month? Is he aware that this department is the soul presence in 80% of villages where no bank exists? The writer is no doubt a sophisticated elite who sneers at organisations which exist for the poor and less then well to do. If there are meetings now been re-organised in different locations it is because this department is now getting ready to make a huge leap into world class technology. If it has achieved so much without much technology what do you think will be its achievement when all its post offices are networked and the very ordinary man who the writer obviously is not, will be able to use state of the art technolgy for his savings, his insurance needs and his remittances needs in the remotest part of the country. It is easy to sneer, but what this Department is doing is trying to create a huge and complicated infrastructure, if travelling and monitoring is not needed for this, no doubt the writer can wave his magic wand and tell the Department what he wishes to do. By the way the Posts carries out its NREGA payments to beneficiaries without any remunerations. Does the writer take that into account when he talks about so called losses?

Hattrick entry !

I am extremely happy that Mathew C. Kunnumkal, IAS (Kl:76) has joined NIRD as the Director General. In fact, he has made a hattrick entry into NIRD which is a record, I think, in itself. Earlier he worked as Registrar and as Deputy Director General in NIRD. Now he assumed the high office of the Director General. Holding three different hierarchical positions in the same organisation should be a memorable event for any body and I am sure Mathew must be enjoying this record. I am his diehard fan and I am happy that he has started his third innings. I owe a deep sense of gratitude to him, as I was recruited during his time when he was Registrar and I have completed 23 years of service with his continued blessings. I wish and pray the Almighty God that he should complete his term as DG, NIRD, successfully and peacefully. May God bless him and his family.

It’s not that big mystery
This is not such a mystery. A cursory search on the PERSMIN website provides us with the results. There are approximately 85 officers who have given Gujarat as their state of domicile. Certainly much more than 25. In fact, about 350% more.

Same situation in Punjab
I fully support the comments of Arjun Malik about Gujarati people. The same is the situation in Punjab. Earlier we used to see many Sardars in service. But their number is diminishing. They are believe in enterpreneurship. I remeber a true happening. On of my friends was Section Officer in the HRD Ministry. All his brothers have big shops in Lal Quarter, Krishnanagar Delhi. On the plots purchased by his father for sons, his house was simple single storey, whereas brothers have multistory mansions. When enquired about this, by using an abuse to his education and also to us said that I am educated and graduate, where my brothers are under-metric and school drop outs. This is the lessen. Indian education is not helpful as it should be.

Too daft a comment
Arjun Malik's comments are partial both in content and in presentation. The answer as to why Gujarat is good at producing Ambanis may also lie in the fact that Gujrat is not good at producing IAS and hence..... If the IAS is coveted all over the country barring Gujarat as made out by the writer, it speaks not only of the ability of the Gujratis to excel in other fields and inter alia their limitations in fields such as IAS. Lastly, without an insight into the cultural ethos ( Jainism a la protestant ethics)governing the region, it is churlish to belittle an entire region and laud another. Too daft a comment, should one say!!

Now a strong whisper of raising the  retirement age from 60to 62 for CPSU employees is going on. You had an article with cover story also in your magazine just couple of months back. Is there any truth in that? If so when you expect the orders? Being a CPSU employee I am very much interested to know that.

It’s unfair to blame IAS for corruption
In my opinion it is unfair to blame IAS for corruption creeping into the cadre as the IAS officers operate in a system and work environment which has been corrupted to the core. They report to politicians majority of whom are in politics to make mullah. Look at the choices available to an IAS officer:
A. To remain honest and allow no deviations from laid out rules, regulations and policies even if it means conflict with the political masters,( The exercise of this choice would have disastrous consequences for carrier with sidelining and punishments being norms of the operative system)
Choice B: To remain personally honest but flexible in allowing the ongoing system to operate on. This approach though morally constraining, helps the officer to sustain in the system and allows his carrier to flourish. A good majority follow this middle path thereby tread through a largely corrupt and inefficient system. However imagine the dilemma of these officers who may find that while they struggle to meet their day to day needs their subordinates enjoy high life with the ill-gotten wealth at their disposal.
Choice C: The dilemma of the choice B leads to number of officers who come from the same social milieu as the rest of the persons operating in the system to join the party and take benefit of the immense powers vested in them by the system. Even Chankya has visualized this situation hundreds of years ago and thus finding a miniscule number of such officers in IAS indulging in corruption is not such a surprise after all and thus the entire service should not be maligned for the deeds of a few.
