We should not forget that our PM's clean image was the biggest factor in UPA coming back to power. He is mild mannered but strict in working. He continues to do good work and at present there is no leader anywhere near him in popular choice as PM. So we should just pray that he enjoys good health and continues to lead us at least till next elections.

New category to ‘Padma Awards’
It seems Union Home Ministry has shown creativity in selecting persons/ personalities to the list of Padma Awardees for this year. Till now, the people are innocently believed that the Awards are given in recognition of contribution to their respective fields like - civil service, journalism, arts, cinema, drama, dance, music, painting, academic research, scholars, economists, industrialists, etc. This year, a new category “cheating-fraud(but acquitted)” is added to the Padma Awardees giving way for an NRI hotelier in USA with Padma Bhushan. Official announcement made by Home Ministry about this gentleman revealed that CBI arrested him once and lodged five complaints against him for allegedly duping Bank of Baroda and Bank of India to the tune of US$ 9 million and in 3 cases he was acquitted. In recognition of his yeoman service to the nation in lobbying and seeing the Nuclear Deal sealed in USA, the GOI is going to honour this gentleman under 'public affairs' category.

This type of adoption of new standard in Padma Awards is absolutely innovative and creative for that everybody must appreciate it. The Epilogue is when the chosen person is not at par with the level of high standards reduce that standards to the required level. But the GOI in doing so has left behind many deserving stalwarts who have better executed frauds with surgical precision and acquitted. However, they can now onwards aspire for Padma awards in this new category. Mere duping a few million US dollars and got acquitted would not fit under this category any more. Since it is a beginning of sorts, it is okay. We have already in the midst many stalwarts who are bigger, greater to this NRI. Hopefully, in the coming years the stalwarts like Abdul Karim Telgi or Satyam Ramalinga Raju may come clean and available under this category. I would definitely protest if Telgi or Raju were considered for any Award lesser than Bharat Ratna. Till then, Mera Bharat Mahan. Jai Hind.

Good governance
Two comments on the subject highlight an interesting aspect of proper placement for a job. The position obtained in the exam does have a significance for allotment of service of choice. After joining a service training for specialisation is the next input but finally the performance, aptitude, capability proficiency and suitability for taking up a particular job is the crux for placement and good governance appraisal systems exist for a very long time. Various performance management systems, competence appraisal, development centre,360 degree appraisal concepts have been subsequent refinement of systems. But none can claim that all these refinements make systems foolproof. The assessment of potential capability and then placement need to based on measurement through refined assessment system supported by the opinions of experienced people considered to have job experience and having proven track record. This input is essential that outstanding administrators and managers were groomed by experienced people who had their methods of selections and appraisal were based on basic norms and benchmarks set by them.

Pl refrain from particular service bashing
The site is becoming an open forum for IAS bashing and all the ills of the country, from poor governance to poverty, to ills of the judiciary, defence forces, to you name it, are being attributed to a handful of IAS officers .If this one service is responsible for all the ills dogging the country, it should also be held responsible for the phenomenal progress after independence and more so for all the reforms in the last two decades.
It is my suggestion that this IAS bashing must stop. The service has a mix of excellent to bad performers, like any other service or profession. Each service has a specific and important role to play. Rather than looking at what others are not doing , let us contribute to good governance by doing the job we ourselves opted for, well.

Separate exam for IAS
Through a pseudonymous feedback in the name ‘MB,’ someone is trying to push the idea of a separate exam for IAS. I fail to understand the purpose a separate exam could serve. The Civil Service Examination, like any other examination, is only an entrance test and does not assess the capability of any candidate for a particular job. It doesn’t even have a common syllabus. It picks up candidates who are intellectually good enough ( not necessarily the best) to be trained to discharge various functions of the govt. The civil servants so selected become good or bad, less or more capable depending upon their attitude and commitment (or lack of it) towards public service. Unfortunately, the IAS, has emerged as elites in bureaucracy and have forgotten that they are the public servants. This mind set is responsible for all kinds of scams and leakages of public funds and a pathetic level of governance in the country. By manipulating the system, they do not allow the officers of other services to occupy important public space. The nation is therefore not able to develop and use the potential available in its civil servants. . By a separate examination, the undesirable / unethical so called superiority of the IAS may get institutionalized for life just by clearing an examination irrespective of their subsequent conduct and capability

That’s a majboori, kyonki aaj koi aana nahin chahta hai is fauj mein. Girls are here to get a Class I officer, no desh bhakti either. All is going as per IAS lobby plan to kill the Fauj. There is inequality. She gets 6 month maternity leave, males 0 month. Ask a fauji’s wife, she frowns at a mere look at lady officers.
