The Congress general secretary Rahul Gandhi might have discarded any post in the Government of India so far but most people believe that he would be the ultimate choice of the party's Chairperson Ms. Sonia Gandhi when the occasion to (s)/elect the next Prime Minister of the country arrives with the Congress or the UPA remaining in power.   This was revealed in the opinion poll run on our web site to learn about who among the present lot of Congress leaders will make the best Prime Minister apart from Dr. Manmohan Singh.
The poll threw open some surprising names as well just because of their proximity and loyalty to the Gandhi-Nehru family. Some people think that it would not be a surprise if this happens even before the tenure of the present UPA government comes to an end. In that case Dr. Manmohan Singh may be pushed to the President House. Present incumbent, Pratibha Devisingh Patil had become the first woman to head the Indian Republic on July 25, 2007. Accordingly, she would be completing her five year term in July 2012 while the next Lok Sabha elections are due in 2014.
Union Finance Minister Pranab Mukherjee the senior most cabinet minister is voted by most to be the best person who would be the second to the Prime Minister. They don’t want to see Pranab as PM. Apart from Rahul, Union Home Minister P. Chidambram is the most favoured cabinet minister to step into the shoes of Dr. Manmohan Singh. Chidambaram, most surfers suggest is intelligent and tough and has the support of Sonia Gandhi. Likewise, the names of Defence Minister A.K. Antony has also come up due to their loyalty to Gandhi family. Among the other names the name of AICC general secretary Digvijay Singh has also been endorsed by many surfers. Digvijay is the only name that found a mention from leaders outside the government.

Atal Bihari Vajpayee’s family
The appellant desired details of persons residing normally at 6-A
Krishna Menon Marg, New Delhi with the former Prime Minister Atal
Bihari Vajpayee as his family members and their relationship with him
and also whether they were entitled for some facilities at government
expense. The application was rejected advising the appellant to make
separate applications to the public authorities concerned for
obtaining information without either transferring the application
under section 6(3) or providing the details of the public authorities
to whom an application should be made. The appellant submitted that
the issue is of public interest because it is a known fact that Shri
Atal Bihari Ji Vajpayee is an unmarried person, and that facilities
made available to residents residing there as ‘family members’ of the
former Prime Minister cost exchequer. The PMO argued that providing
‘details of public authorities which may be hold information’ calls
for speculation as it is not a matter of record held by it nor a
function assigned to it. The Commission held that it would have been
user friendly on the part of the PMO to guide the appellant to the
Ministry / Department which could assist him in identifying the source
of information which he seeks.
Comments
The business of the Government of India is to be carried out in
accordance with the rules made by the President under article 77 (3)
of the Constitution and the Rules of Business themselves are business
allocated to the Cabinet Secretariat under the Government of India
(Allocation of Business) Rules, 1961, issued in exercise of the
aforementioned Constitutional provision. Hence, the Cabinet
Secretariat holds details of all business allocations. A Public
authority should take a pro-active view in informing the applicant
where the information lies while disposing an application.

Running the administration in a vast and diverse country like India is a no mean task. In this age of specialisation we need people with special skills to handle the diverse needs of the people and the country. This is what our civil servants (be it from IAS, IPS, IRS or IFS) are doing. Now, there is a talk about bracketing the civil servants as professionals, instead of simply using the age-old acronym of their services IAS, IPS, IRS or IFS as they are rendering a highly professional duty. Should the civil servants be called as professionals instead of their known service acronyms?

HUDCO earmarks 3% Profit towards CSR activities
HUDCO is one of the first PSUs to have earmarked a significant percentage of its net profits for CSR activities. Taking immediate cognizance of the recent DPE proposal cleared by the committee of secretaries, the Board of Directors of HUDCO in its recent meeting approved creation of an exclusive budget amounting to 3% of net profits for activities under Corporate Social Responsibility (CSR), which shall be non-lapsable and carried forward if any part is unutilized.

The draft DPE guidelines provides for a CSR budget of 2% to 3% of the net profit subject to a minimum of Rs. 3.00 crore for PSEs having a net profit between Rs.100 crore to 500 crore to be created through a board resolution. The provision of three percent of its net profits is the highest in the band provided in the draft guidelines, which are expected to be notified shortly.

It is time of new leadership
Now it is time of new leadership in the party and the government both. After Dr. Manmohan Singh, Rahul Gandhi is and should be the only choice for the post of PM because it is no more choice of Congress party as it is a call of Indian masses which can and should not be ignored.

New transfer guidelines making mess

The new transfer guidelines of Income Tax makes a further mess. With the cap of continuous stay in ‘A’ cities having been lifted ,a new Brahmanical order is likely to be created. People with right  ‘connections’ can now continuously stay in major metropolitan Cities throughout their career without having to move to ‘B’ & ‘C’ stations. Officers in ‘B’ & ‘C’ stations will now have to wait for substantial number of years for people to vacate metropolitan stations like Hyderabad, Pune, Bangalore, Mumbai, Delhi, Ahmedabad etc which they may be occupying after having already done 13-14 continuous years in other ‘A’ class stations. For the latter now have a further lease of 8 years .There was considerable merit in the earlier FM’s insistence on having a 14 year cap on continuous stay in ‘A’ cities.It created an even dispensation with necessary exposure in cities other than metropolitan after a fixed number of years. More importantly, it created a right ‘secular’ mix in many ways.

Why so much opacity ?
There are plenty of people in the Civil Services who are passed over for promotion to the top posts after serving 37 years in government. When batches are superseded in the Foreign Service for Foreign Secretary, the IAS for Cabinet Secretary, no one sees page long blow ups and interviews. The fact is that the judicial service is as much a bureaucracy as any other and just like civil servants, judges also have to take the rough with the smooth. Judges are no special breed, they are recruited either by the High Court or are seconded to the bench by a particular selection process. Why is the so called opacity of the process apparent only when the same process which was adopted when the same candidates succeeded, fails the candidate for future appointments?

Need to review the pattern of gazetted holidays
The DOPT has declared 14 gazetted holidays for 2010 of which only three ,i.e. Republic day , Independence day, and Mahatma Gandhi's Birthday, being national holidays should be compulsory. Other compulsory holidays are related to religious festivals of different communities and should not be compulsory. These should be included in the list of restricted holidays and the number of restricted holidays allowed, be proportionately increased. The present pattern shows a distinct tilt towards certain communities. Besides the officials will be able to take restricted holidays for festivals they actually celebrate.

Elimination of high denomination notes to eliminate corruption.
In my view, the right solution will be to switch over to a non-currency state by eliminating entire currency system of any denomination. Every citizen should be given a currency card wherein any kind of credit / debit could be booked. All shopping’s will be done by this card only. Even small vendors like vegetable sellers and petty shop owners can be given machines similar to the ones now being used for parking coupons and in petrol bunks for charging customers. This kind of machine is very user friendly and does not need any training. These could be connected to servers via networks easily. This paves way for money flow in a very easy, transparent manner. The implementation can be taken along with the issue of Citizen ID.

The advantages are many 1) Black money is curbed entirely 2) Income Tax could be collected 100% 3) Property will be bought at market rate and registered at market rate and this will increase revenue to the Government 4) Counterfeit is eliminated totally 5) External threats to our economy is totally wiped out 6) Money meant for terrorism will be fully blocked.

The question will be how a illiterate person will handle this kind of transaction? The answer is they are more conversant with machines of this kind as one could see that the usage of cell phone has not created any hazzle for the rural and illiterate population.

Will the Finance Minister look into this suggestion and take the challenge to switching over to a non-currency State, may be the first in the entire world!!

All kudos to Dr. Manmohan Singh
Dr. Manmohan Singh is fantastically doing wonders in governance especially in curruption. He has good team of senior Ministers supplementing the Prime Minister and the UPA. I think he is the best choice and best bet till Rahul Gandhi positions himself for the task. Rahul Gandhi is keeping himself abreast of each and every nook and corner of the country and is doing miracles while interacting with the Old, Young and the deprived. He should be the best choice next !!!

Austerity in Postal Department needed at all costs
Asking for austerity does not mean venom against the Department of posts. The writer of venom is a good defender, who knows only 'Ayashi'. The writer of venom must know why the Postal Department has been chosen for doing NREGA works etc. It is due to the reason that the Postal Department has only vast network connecting the people from all works of life, which is next to impossible for other Departments. I request the writer of venom not to befool the masses. What is the need of the hour is that modernisation but at the same time one has to see that public exchequer does not go waste. Has the writer of venom any idea about what would be expenditure for organising a seminar/meeting of such type. In total it will cost not less than few lakhs. I am now asking if the seminar/meeting is not organised in every month at the cost of tax payers, whether the NREGS scheme will not work? Implementation of any scheme announced by Government of India is bound to be implemented by the functionaries of government organisation. It is perhaps the Department of Posts is not lagging behind in the matter of Video Conferencing. So, what is the necessity of wasting huge funds from government exchequer for organising such meetings/seminars at different locations. The writer of venom must be well aware that the higher ups of the Department are sent abroad frequently. Will the department be benefitted out of it? Does he know that the poor postal staff who manages the post offices are over burdened? Does he know that no punctuality and discipline is maintained in most of the Administrative Offices of the Department throughout the country? Does he noticed at what time one come and at what time he leaves? One who adopts the tactics of Ayashi, he knows only how to enjoy. So, who will bell the cat? If someone asks for rectification he should be condemned by those so called venom writer.

Postal dept poised for a technological leap
Dept of Posts I understand is poised for a huge technological leap, this includes networking of all 136000 post offices and converting the savings bank into a core bank with seamless network. I presume the writer who complains that senior officers are moving around too much is aware that a project like this requires intense monitoring? is he also aware that the PO savings bank has more accounts than all the banks put together.

It’s heartening to know that the new Chief Secretary of MP is stressing on clean administration and strict action against corruption during his round of State wide  Divisional meetings . However, he should also keep an eye on  the type of officers accompanying him in helicopter and moving around him in these meetings, to show  to all those who matter in the Divisions that they are closest to him.  Some of them should be the first to face the long pending actions against them for the 'Ghotalas'  they have done in their 'golden' years in the past rules.

Don’t justify the unjustifiable
It is surprising to see that some one attributed failure of police/ central forces every where due to some DOPT orders. It is also surprising that the field officials reaction on the ground is so conditioned by the so called morale of the IPS officers. For God's sake don’t try to justify the unjustifiable.
It is true that we all join service knowing the service conditions and when in, try to think in terms of parity etc. It is a lame excuse to hide one's failure.
There was a time when police commissioner system was fielded as panacea for law and order problems and see what happened where the system has been implemented. Similarly separation of judiciary was said to be the solution of delay in justice system. What happened.

Wrong govt act
Central Secretariat Service (CSS) in the years 1998 and 1999 DOP&T provided in-situ upgradation to a number of SOs as Under Secretaries (USs. As upgradation does not amounts to creation of new posts/actual promotion, Supreme Court in a number of judgments have held that reservation cannot be provided. In spite of the aforesaid fact the CS Division of DOP&T applied the policy of reservation in the upgradation of SOs of CSS, which had taken place in the year. Thereafter the CS Division, DOP&T on a number of occasions made ad-hoc promotions of the SOs to the USs and as per law again applied the policy of reservation and additional an number of SC/ST candidates got the benefit of it. Now the CS Division of DOP&T are slowly and slowly coming out with the Select List of Under Secretaries for the years 1998 onwards. Again they are applying the policy of reservation and giving benefit to more number of persons. Does this not amount to giving benefit to SC/ST category of people on three occasions for jump in promotion of only one level. Such acts of government are responsible for development of hatred in the General candidates against the SC/ST Candidates, which the former do not want on their own volition.

Merger of CSSS and CSS
Is there any update on the merger of CSSS and CSS, as recommended by VI CPC. Government should not spend huge money on such commissions if their recommendations go unheard.

Present body is undemocratic
The present body is constituted undemocratically. In 2006, the President was of the rank of Chief CIT, who continued till 2010. The grievance of young IRS members could not be redressed because the then President of IRS Association and the Administrative Head of the Department were one and the same. The President of the present body is from the junior most batch of Commissioners. What a contrast? His effectiveness is under doubt. The activities of the Association are limited to hosting picnic and lunch parties. On the other hand, the ITGOA is very strong and fights for the welfare of their members. IRS Association Kolkata is lifeless body managed by some officers behind the scene who are well wishers of the members of ITGOA.

Arrogancy of Judges
This news item gives me a shock and surprise. Nowadays, arrogancy of Judges is ruling the roost of the governance. They think that they are the superior to anyone. In all over the world, accused persons are allowed to sit at the chair in the court hall before the judges whereas in India, accused persons have to stand hours and hours in the court hall before the so called judges who think that they are the Gods.

If there is change in command, P Chidambaram, Union Home Minister will be a suitable politician for this premium post. Second choice with the UPA will be Pranab Mukherjee, Finance Minister.

Chidambaram is the best
After Dr. Manmohan Singh, the only person, whom I consider best is PC Chidambaram, who is sincere and does lot of home work on any given matter. He has recently drawn accolades even from opposition parties for his good work as Home Minister.
