WILL BE THE QUEEN'S CHOICE FOR PRIME MINISTER AFTER DR. MANMOHAN SINGH ? Rahul
- ultimate choice, Chidambram, Pranab Mukherjee , Antony and Digvijay also named
The Congress general secretary Rahul Gandhi might have discarded any post
in the Government of India so far but most people believe that he would be the
ultimate choice of the party's Chairperson Ms. Sonia Gandhi when the occasion
to (s)/elect the next Prime Minister of the country arrives with the Congress
or the UPA remaining in power. This was revealed in the opinion poll
run on our web site to learn about who among the present lot of Congress leaders
will make the best Prime Minister apart from Dr. Manmohan Singh. The poll
threw open some surprising names as well just because of their proximity and loyalty
to the Gandhi-Nehru family. Some people think that it would not be a surprise
if this happens even before the tenure of the present UPA government comes to
an end. In that case Dr. Manmohan Singh may be pushed to the President House.
Present incumbent, Pratibha Devisingh Patil had become the first woman to head
the Indian Republic on July 25, 2007. Accordingly, she would be completing her
five year term in July 2012 while the next Lok Sabha elections are due in 2014. Union
Finance Minister Pranab Mukherjee the senior most cabinet minister is voted by
most to be the best person who would be the second to the Prime Minister. They
dont want to see Pranab as PM. Apart from Rahul, Union Home Minister P.
Chidambram is the most favoured cabinet minister to step into the shoes of Dr.
Manmohan Singh. Chidambaram, most surfers suggest is intelligent and tough and
has the support of Sonia Gandhi. Likewise, the names of Defence Minister A.K.
Antony has also come up due to their loyalty to Gandhi family. Among the other
names the name of AICC general secretary Digvijay Singh has also been endorsed
by many surfers. Digvijay is the only name that found a mention from leaders outside

a milestone move the Government is planning to revamp the selection process
by PESB which at present depends on 1967 circular, which the Government feels
is totally outdated. To bring more objectivity ,transparency and
to enhance the competency in the Board level appointments, Government is contemplating
rotational system like Banking sector, where General Managers, Executive Diectors
and even Board level Directors are moved to various organizations which eliminates
the internal groupism and partiality. DPE and PESB, may also encourage
selection of Senior officers to various organizations to add professionalism,
as there are in so many PSUs where EDs and GMs left with so
many years of services are superseded and functionally loosing there interest
as their is no growth for them. To encourage the competency, there is
also another move to bring down the eligibility criterion of minimum length of
service to one year for all candidates and there will not be any routine
extension on self appraisal basis and will be totally on fresh selection basis
to attract more candidates. The tenure period may be brought down to
3 yrs from present 5yrs as even an outstanding IAS officers do not get normally
3 yrs at level of Secretary to the Government of India. Like professional
Institutions, rotation of head of Department may also be put into practice
at Board level appointments by elevation of ED level who are otherwise disheartened
and do not contributing much due to their non selection.. Verma

had the rare honour of witnessing Evening Parade in WAGAH BORDER in the August
gathering of the Home Minister, P Chidambram, the CM of Punjab, DG-BSF, Secy-Border
Management etc on 20th Feb 2010. The HM was present perhaps for the first time
to witness the Ceremony. The way Chidambram greeted the BSF Jawans was astonishing
and speaks about his courtesy and character. Respect for these Jawans was writ
large on his face. I was sitting just across the Road and was really moved at
the way he conducted himself. I alongwith my family Salute him for the feelings
he reflected. Hats Off to you Sir. Nation may have seen H.Ms who meant business,
but for me Mr. Chidambram "Meant Business coupled with Respect". As
an Indian I am really proud to see a Home Minister conducting himself so gracefully.
As an educationist I would certainly like my students to emulate him in their
Life.Nation really has an able Home Minister and our security and peace is in

allow As per the Central Secretariat Manual of Office procedure the PPS and
Sr. PPS are also expected to peform all the functions of a PS/PA including stenography.
The people belonging the Stenographers service should not dream of becoming a
Deputy Secretary or Director Administration in Ministries/Departments as they
are not trained for it nor does their recruitment rules provides for it. A
Srivastava They are worst sufferers It is a known fact that Steno D/UDCs
are worst sufferer in Central Secretariat as Officers such as PPS/Sr. PPS are
getting all benefit while most work has been done by Steno D. Same situation is
in the Cadre of CSCS where all benefits has been taken by Assistant and above.
In other organisation i.e. CBDT/CBEC/PAO a LDC will be eligible to appear in the
departmental examination and become Jr. Accountant etc. A Tax Assistant may be
promoted as Sr. Tax Assistant in their 3 years service while Sr. Tax Assistant
may become Inspector in their 8 years of Service while in Sectt. A steno D/UDC
become PA/Asstt respectively in their 15 year of services. it is very frustrating
matter.All the benefits in the Sixth pay commission also taken by Asstt./PA etc.
DoP&T may consider this fact. Prince Regarding PPS/SrPPS/PSO Ill-logic
of creating posts of PPS,Sr.PPS and PSO With upgradation of these posts the
burden has increased manifold on lower officials viz. Steno D, PA and PS since
it is they who have to perform all duties and PPS onwards treat themselves as
officers and don't take dictation or typing. There duty is merely to maintain
officers' engagements and telephone calls. This is a clear cut wastage of tax-payers
money. There should be no promotion after PS - instead they should be merged with
general side, as recommended by VI CPC. I hope somebody should be held responsible
for creating this drama in Government. Kaushal Some reemployed bureaucrats

further reemploying their retired PA/PS/PPS/SrPPS. But not all PPS/PS are equally
lucky.Readers may be surprised to know that one Sr. PPS to CVC who retired on
attaining the age of superannuation on 30.9.2005 is still continuing in CVC after
having been reemployed under rule 7 of CVC (Staff)Rules 1964 now superceded by
CVC (Staff)Rules 2007 (Rule 4(2)a. As the CVC has been empowered to appoint a
person selected by him as PS/Sr PPS the question of criteria does not arise. This
information has been provided unde RTI Act. Sudhir Chopra Change in Negotiating
Position? Differences between Ambassador Dasgupta and Ambassador Saran on one

Punctuality & Discipline must be maintained It is very shocking that every
year thousands of agricultural workers lost their lives due to debt burden. No
doubt Government of India took steps for the sake of these workers, but nobody
knows whether the fruits of different schemes to protect them reach them at all
or not. Huge number of casual staff are yet to be regularised by all the
Government Departments. Who knows how long they are to wait for their regularisation.
After the implementation of the Pay Commission reports by the Government
of India and State Governments, now the salary structure of the employees are
at improved at least to some extent, but if one surveys he will find that most
of the officials/officers are not punctual in attendance. Further, austerity
is not properly maintained by most of the Government Departments. Ministry of
Finance issues circulars on austerity, but who will monitor as to whether the
same is implemented or not? Recently some fellow writers were trying to justify
the meetings/seminars which are being held at the cost of Government expenses
at different locations. When there is clearcut directives from the Ministry
of Finance about organising meetings/seminars etc., how the Department of Posts
could defy that? One writer is of the view that Postal Department is poised for
huge technical leap which includes networking of 136000 post offices and conversion
