Should civil servants be
called as professionals ? No doubt that Civil Servants are playing a crucial
role in running the country but if you provide the same authority and reservation
of top posts to any rational educated man the outcome will be even better. If
one is willing to see the real worth in open completive world let the Acronym
(IAS, IPS even with word-retd) should not be used while mentioning the name? Tiwari Many

PSUs are woefully short of Independent Directors. The PESB follows a procedure
that is indeed shortsighted. It considers for empanelment only retired or resigned
Chairman & Managing Directors for these positions. What abou empanelling
retired or resigned Directors of PSUs. They form a large bank of talent, formally
whetted by the PESB in their earlier selection as Directors of PSUs. Many of them
have even held part-time positions of Chairmen of the many subsidiaries or Joint
Ventures of the PSUs of which they were Directors. It is truly said that in-house
talent is often ignored (within the public sector) and the Babus only see the

the difference has further increased . The contract employees are also not entitled

issues which are to be resolved before the merger of CSSS with CSS takes place.
Firstly and foremost is the regularisation of Stenographers Grade 'D' presently
working as Personal Assistants since 1996. As these appointments have been
made in 1997 and the officials are continuously working in the same capacities
since long coupled with the fact that CSSS, the Stenographers Grade 'D',have been
lagging behind for regular promotions in comparison to their counterparts in sister
services. it would not be fair if their stake for regular promotions is not taken
care of prior to merger of both the issues. Secondly, the seniority of Stenographers
in different capacities should be protected at all costs. The ad-hoc appointments
be regularised from the date of initial appointments as the ade-hoc appointments
are short-term appointments and time gap arrangements and these appointments continued
for more than 2 years cannot be terms as short-term appointments. As far
as competence is concerned, it may be mentioned that they had been made after
a prolonged service of regular Stenographer Grade 'D' and, hence, their stake

HCL company which is supplying out date computers at very high DGS&D rate
contract. Senior officers have to go for big meetings in Guwahati or Coimbatore.
Even GPF is not computerised in postal department having 3 lacs staff. All projects
are having big budget of crores but no result. And frauds are now committed in
crores. NSC fraud in West Bengal, one group of official in Raniganj has swindled
more than 100 crores, Same in AP, Karnataka, Maharashtra. Same NSC is being shown
again and again as being discharged to depositor. No paid voucher is sent with
accounts, no checking at head post office of audit office. Bogus NSC is paid as
on maturity. A way of fraud is after decentralisation of RD now our head post
office is having no record and clever sub post master shows very same RD repeatedly
as being paid to depositor. RD pass book is being returned to depositor.
No checking or cross checked with records by accounts. So instead of meetings
and buying computers, senior officers should spend more time in post office understanding
problem and cutting loopholes being exploited by criminal postal employees giving
