Jharkhand CS writes to all states
Shiv Basant, Chief Secretary to the Jharkhand Government (IAS 1976 batch –Jharkhand cadre), has written a letter to Chief Secretaries of all states in the wake of a decision by the DoPT. It may be stated that decks had been cleared for inter cadre deputation of IAS officers hailing from cadres other than Jharkhand. Department of Personnel & Training (DoPT) has issued a letter to all Chief Secretaries whereby inter cadre deputation of those IAS officers who have put in three years of service will be possible to Jharkhand. Normally it is permitted in case of such bureaucrats who have put in at least nine years of service. However, an exceptional decision has been taken in view of shortage of IAS officers in Jharkhand. The DoPT had said this vide its letter no.13017/51/2008 AIS 1 DoPT 2nd February 2010.

ACC clears Prabhat Singh’s appointment as GAIL’s Director (Marketing)

At present Prabhat Singh is Director, Business Development (BD) for the Exploration & Production (E&P) activities of British Gas in India. His, will be the first ever appointment in any of the PSUs of Government of India at such a high level. Prabhat Singh who has B.Tech degree from Indian Institute of Technology, Kanpur has around 29 years of experience of working in both MNC’s and the Government held PSU’s at prestigious posts. His vision has given many firsts to the industry/country. It is courtesy him that LPG is now being transported cross-country through pipelines in India. The world’s longest exclusive LPG pipeline from Jamnagar to Loni by GAIL is his gift to India, which was recognized by the Asian Development Bank as the “best managed project” of the year. Prabhat’s forte has been managing people. Recognizing this,
 GAIL India Limited bestowed on him the responsibility of leading their organizational transformational effort. The Congress general secretary Rahul Gandhi might have discarded any post in the Government of India so far but most people believe that he would be the ultimate choice of the party's Chairperson Ms. Sonia Gandhi when the occasion to (s)/elect the next Prime Minister of the country arrives with the Congress or the UPA remaining in power. This was revealed in the opinion poll run on our web site to learn about who among the present lot of Congress leaders will make the best Prime Minister apart from Dr. Manmohan Singh.
The poll threw open some surprising names as well just because of their proximity and loyalty to the Gandhi-Nehru family. Some people think that it would not be a surprise if this happens even before the tenure of the present UPA government comes to an end. In that case Dr. Manmohan Singh may be pushed to the President House. Present incumbent, Pratibha Devisingh Patil had become the first woman to head the Indian Republic on July 25, 2007. Accordingly, she would be completing her five year term in July 2012 while the next Lok Sabha elections are due in 2014.
Union Finance Minister Pranab Mukherjee the senior most cabinet minister is voted by most to be the best person who would be the second to the Prime Minister. They don’t want to see Pranab as PM. Apart from Rahul, Union Home Minister P. Chidambram is the most favoured cabinet minister to step into the shoes of Dr. Manmohan Singh. Chidambaram, most surfers suggest is intelligent and tough and has the support of Sonia Gandhi. Likewise, the names of Defence Minister A.K. Antony has also come up due to their loyalty to Gandhi family. Among the other names the name of AICC general secretary Digvijay Singh has also been endorsed by many surfers. Digvijay is the only name that found a mention from leaders outside the government.

Should civil servants be called as professionals ?
No doubt that Civil Servants are playing a crucial role in running the country but if you provide the same authority and reservation of top posts to any rational educated man the outcome will be even better.
If one is willing to see the real worth in open completive world let the Acronym (IAS, IPS even with word-retd) should not be used while mentioning the name?

Many PSUs short of Independent Directors 

It is a known position that many PSUs are woefully short of Independent Directors. The PESB follows a procedure that is indeed shortsighted. It considers for empanelment only retired or resigned Chairman & Managing Directors for these positions.  What abou empanelling retired or resigned Directors of PSUs. They form a large bank of talent, formally whetted by the PESB in their earlier selection as Directors of PSUs. Many of them have even held part-time positions of Chairmen of the many subsidiaries or Joint Ventures of the PSUs of which they were Directors. It is truly said that in-house talent is often ignored (within the public sector) and the Babus only see the farther bank of the Pvt. sector greener! Will the DPE and the PESB ever be broad minded and escape their tunnel vision? S A Narayan
Recruiting on contract basis for regular assignments  A new trend has started in government of recruiting persons on contract basis for regular assignments. Such employees perform the same functions as a regular employee but are paid a consolidated salary which is substantially lower than that of regular employees tho they possess the same qualifiations and perform the same functions .After the 6th pay commission implementation  the difference has further increased . The contract employees are also not entitled to housing , medical, LTC. pension or any other perk. This tantamounts to sheer exploitation  of employees . The DOPT should take cognizance and lay down clear guidelies for contract employment at different levels.

Merger of CSSS with CSS

I am also keen to have update on this issue.  To my mind, there are certain issues which are to be resolved before the merger of CSSS with CSS takes place.  Firstly and foremost is the regularisation of Stenographers Grade 'D' presently working as Personal Assistants since 1996.  As these appointments have been made in 1997 and the officials are continuously working in the same capacities since long coupled with the fact that CSSS, the Stenographers Grade 'D',have been lagging behind for regular promotions in comparison to their counterparts in sister services. it would not be fair if their stake for regular promotions is not taken care of prior to merger of both the issues.  Secondly, the seniority of Stenographers in different capacities should be protected at all costs.  The ad-hoc appointments be regularised from the date of initial appointments as the ade-hoc appointments are short-term appointments and time gap arrangements and these appointments continued for more than 2 years cannot be terms as short-term appointments.  As far as competence is concerned, it may be mentioned that they had been made after a prolonged service of regular Stenographer Grade 'D' and, hence, their stake for regular promotion may not be given due regard.

Computers in head post offices not networked

Postal department computers in head post offices are not networked even after decade. saving bank system and postal Meghdoot software for Speed Post, registered, money order, treasury, accounts, are working independent to each other because saving bank software is from one company and postal operations system is developed by officials. Will officers explain, how when in head post office there is no networking then how come branch post office working with part time employee for 3 to 5 hours in rural village with computer will be networked with head office or with sub post office which is accounting office. Postal department is only buying hardware and benefiting HCL company which is supplying out date computers at very high DGS&D rate contract. Senior officers have to go for big meetings in Guwahati or Coimbatore. Even GPF is not computerised in postal department having 3 lacs staff. All projects are having big budget of crores but no result. And frauds are now committed in crores. NSC fraud in West Bengal, one group of official in Raniganj has swindled more than 100 crores, Same in AP, Karnataka, Maharashtra. Same NSC is being shown again and again as being discharged to depositor. No paid voucher is sent with accounts, no checking at head post office of audit office. Bogus NSC is paid as on maturity. A way of fraud is after decentralisation of RD now our head post office is having no record and clever sub post master shows very same RD repeatedly as being  paid to depositor. RD pass book is being returned to depositor. No checking or cross checked with records by accounts. So instead of meetings and buying computers, senior officers should spend more time in post office understanding problem and cutting loopholes being exploited by criminal postal employees giving honest department bad name.
