Jharkhand to get more than six IAS officers
As the grapevine has it, the Jharkhand Government will get more than six IAS officers on inter cadre deputation in the wake of a recent letter that has been written by Jharkhand government’s Chief Secretary Shiv Basant (IAS 1976 batch –Jharkhand cadre) & a circular of the DoPT. It may be stated that decks had been cleared for inter cadre deputation of IAS officers hailing from cadres other than Jharkhand. Department of Personnel & Training (DoPT) has issued a letter to all Chief Secretaries whereby inter cadre deputation of those IAS officers who have put in three years of service will be possible to Jharkhand. Normally it is permitted in case of such bureaucrats who have put in at least nine years of service. However, an exceptional decision has been taken in view of shortage of IAS officers in Jharkhand. The DoPT had said this vide its letter no.13017/51/2008 AIS 1 DoPT 2nd February 2010.

HUDCO reduces rates for project & retail loans
Housing and Urban Development Corporation Ltd. (HUDCO) of which Chairman & Managing Director (CMD) is K. L. Dhingra, has reduced its lending rates in the range of 25 to 150 basis points for both project loans as well as retail loans under HUDCO Niwas with immediate effect.The Interest rates for individual loans under HUDCO Niwas for first two years have been fixed at 8.00% (floating) for loan up to Rs. 10.00 lakhs and 8.50 % for loans above Rs. 10.00 lakhs.  After completion of two years, prevailing floating rate of interest will be applicable.  The fixed rate for individual housing loans has been reduced to 12.00% from the earlier 13.50%.  The fixed rate for individual housing loans to women beneficiaries /SC/ST has been reduced to 11.25% from the earlier 12.75%. To support affordable housing through private sector, for loans up to Rs. 15 lakhs, the rate of interest would be in the range of 8.75% to 11.25% instead of 9.00% to 11.50% earlier. For loans
 of more than Rs. 15 lakh, the rate of interest has been reduced to 12.25% from the earlier 12.50 %. For government and public sector agency housing projects other than those for EWS &LIG categories and infrastructure projects such as water supply, sewerage, solid waste management, transport, etc. the floating rate of interest would henceforth range between 8.75% and 9.00 % instead of 9.00 % and 9.25%.HUDCO had recently made a major reduction in its lending rates for social housing sector covering Economically Weaker Sections (EWS) and Low Income Groups (LIG) which stands at 7% to 7.50%.
Response of SAIL chief S.K. Roongta to Rail Budget 2010
The emphasis in the rail budget on augmentation of loco and wagon capacity, laying of new tracks, creation of infrastructure including underpasses, over bridges, automobile and ancillary hubs, etc., and ‘Golden Rail Corridor’ of high-speed passenger corridor will have a positive impact on steel demand. Is Chaidambaram normal?
When P Chidambaram was Minister of Personnel he talked about downsizing of the Government. When he was the Finance Minister he talked about rightsizing of the government. Now when he is working as Home Minister he says that he is overworked and that his Ministry needs bifurcation. Is he normal or not?. Two years back I had visited the complaint centre of Bristol Municipal Corporation, United Kingdom and found that there were 25 persons working on computers in the complaint centre attending to the problems of the citizen of the city with a population of 5 lakhs. The population of Delhi is 100 lakhs and the complaint centre of the Municipal Corporation has only 5 persons attending to the complaints on the computer. Can somebody explain that the Government size in India is oversized if we take into consideration the 120 crore population of the country?

IRS cadre targeting the IAS ?
This has reference to an Article blogged by Mr.Shantanu Nandan Sharma in his website babusofindia.com titled "Behind the scene saga of tax hounds targeting IAS officers premises" wherein he has discussed in detail as to how the IRS cadre is targeting the IAS cadre by conducting Income tax raids on senior IAS officers. He has portrayed a picture where IRS is alleged to be taking revenge on the IAS as their request for converting the post of Chairman CBDT as Full Secretary was not acceded to by the COS despite being recommended by the 6th Pay commission. He has also pointed the fact that Chairman CBDT is a grade Junior than the Revenue Secretary which I feel is mentioned due to lack of adequate knowledge about Govt. hierarchy. Therefore, I take this opportunity to mention a few points of difference between a Special Secretary and Full Secretary which the media isn’t aware of and also for the benefit of the readers. Further, to all the greyhounds who would probably respond to my write-up, I would like to humbly submit that I am only a banker and not an officer from either cadre i.e. IAS or IRS

1. A full Secretary is the Administrative Head of a Dept. where as a Special Secretary is usually a Secretary rank officer who is not the Administrative Head of the Dept.

2. Both draw a salary of Rs. 80,000 p.m. fixed

3. All officers including that of IAS are promoted as a Special Secretary on promotion from the rank of Additional Secretary when there is already a Secretary who is the administrative Head.

4. The media, including you are not aware of the finer distinctions as it seems from your writeup.

5.Yes, CBDT Chairman should be made a full Secretary instead of a Special Secretary but that would mean the IAS strong hold over Income-Tax Department getting weak. Since, the COS and Cabinet Secretary are that from IAS, they wouldn't let it happen at any cost.

6. Therefore to sum up CBDT Chairman is not a grade Junior to Secretary Revenue as pointed out by you but it is essentially by virtue of Administrative Powers with the Revenur Secretary that vests some part of decision making with him which can be definitely done away with. Same applies to CBEC Chairman as well.

Clean postal administration is needed
I reiterate again that the Department should utilise all its fund for the development of the Department of Posts and not for high level entertainment show organised at different places every month. Rightly the writer of the article focussed on postal frauds at different places. But the ultimate result is a big zero. Departmental history shows that culprits are not punished at all.

I request the Prime Minister and the Central Vigilance Organisation to nab the culprits who have swindled crores of Rupees of Government through postal fraud which is the tax payers money and culprits should be punished without any further loss of time.


Higher Officers of the Department of Posts should remember the ultimate motto of the Department - Serve before self.

PPS/Sr. PPS can become Dy Secr or Director
I completely disagree that PPS/Sr. PPS cannot become Deputy Secretary or Director as they are not trained for such posts and that the Recruitment Rules does not provide for it. As one who has served in the Secretariat for more than 35 years as PA/PS and PPS, the very fact that more than 50% of the Section Officers in the CSS are from the Stenographic fraternity lends credence to the fact that Stenos are equally good at noting/drafting and above all a sound English vocabulary. It is not a big deal to learn the intricacies of running the Administration. To say that the Recruitment Rules does not provide is utterly wrong and mis-leading. In the sixties, seventies and even in 80's inter-change was permitted but the disgruntled CSS Association saw to it that Stenographers were not allowed to become SOs. Many a Secretaries rely more on their PAs/PSs for noting and drafting than the Assistants and Section Officers. It is high time that CSSS gets united and defeat the ulterior motives of CSS.

Now that empanelment of the 1990 batch of IAS has been completed by CSB would DoPT initiate the empanelment process of 1988 batch officers of other Central Services? Any comments folks?

If CVC has the discretion to appoint his Sr PPS a person selected by him, why don't he select from the pool of Senior PS, PA, PPS from the Commission. This practice is completely denial of promotional avenues of the employees working in the stream line. This will surely create frustration amongst the cadre of Stenographers in the Central Vigilance Commission. How the DOPT has agreed to modify the RR for Sr.PPS to CVC that a retired person can work for a long time. Can he work beyond 65. Soon he will complete 65. No Supreme Court judge will work beyond 65.

Exploitation of contract employees in BHEL, Haridwar
A new trend has started in government and PSUs of recruiting persons on contract basis for regular assignments. Such employees perform the same functions as a regular employee but are paid substantially very low sum. In BHEL, Haridwar, the contract officials work for 3 months but paid for 2 months only i.e. Rs.6000 (Approx.). In other words, they get Rs.2000/- per month only. This is the gross exploitation continuing in BHEL and CFFP for last 10-15 years. The consolidated salary of a contract employee is substantially lower than that of regular employee, who get about Rs.20,000/- per month. The number of contract employees in BHEL/CFFP Haridwar are about 3000, which is a very significant figure. The BHEL management should abolish the exploitation by filling up the vacant posts in BHEL and CFFP, Haridwar. The DOPT should also take cognizance and lay down clear guidelines for contract employment at different levels in Government and PSUs.
