Delay in review makes IRS officer report to juniors
Delay in holding the review DPC meeting has landed an IRS officer of the 1976 batch, N.K. Jain in a piquant situation whereby he would be required to take orders from an officer junior to him. Jain, Commissioner Income Tax, Jodhpur was allegedly ignored during the DPC held in 2008-08 following which he had approached the CAT, which directed for a review DPC. The review meeting and DPC for promotion of Chief Commissioners in 2009-10 was held but again Jain’s case was rejected allegedly citing his ACR not meeting “very good” benchmark for the year 2005-06. Despite the fact that DPC and review meeting for promotion of officers for 2009-10 were held on the same day, promotion list of juniors were issued but his case has been delayed. Now, a situation has arisen whereby, Jain, has to take orders from his juniors.

Why to speculate ?
Why should precious time be spend in speculations. The deserving either merited or credited is already in the loop. The knot of the loop has just to be opened. The HAND that opens knot is firm and strong. When the appropriate time comes the knot will be opened leaving in lurch many. Let the many remember that every country retires people after a certain age as they are considered to be worn out. Let the leftouts rest in peace and enjoy retired life.They may atleast be able to see an outside world which was not visible to them for quiet a long time.

Rahul Gandhi is obviously there but out of the family, I guess though Pranab Mukherjee is closest, he is retiring from active politics in the next election so obvious choice can be P. Chidambaram. This is because he is honest, brilliant, sincere, hardworking and has no non-sense approach.

The successor of Dr. Manmohan Singh can be Mr. Pranab Mukherjee who has been sufficiently competent, dedicated and committed while discharging his duties in any capacity. Moreover, he has served in the Government for a longest tenure as a Cabinet Minister and other positions held in the Congress party.
It is a well known fact that Ms Sonia Gandhi has been proved to be a self-less leader who may not like to choose Rahul as a successor of Dr. Manmohan Singh because she may like to use the dedicated and committed talent of Rahul to strengthen the party base line. The country has seen the dedicated and committed talent of youngsters in the Gandhi family to prove their metal  in the field of social and developmental areas which can be extremely useful to the nation in the years to come. His efforts have shown commendable results in the recent  elections, especially U.P. and other States as well as while analyzing the overall performance of Congress in the elections.
 We cannot afford to ignore the competence and challenges with administrative ability of Mr. P. Chidambaram who has proven his capabilities in Commerce, Finance and now showing in MHA. There is no doubt, none of the senior leaders in the Government have a strong backing in their home state and we all know Mr. Chidambaram had lost elections in his own State where he had done lot of developmental work to create employment and industrial  development in his own constituency while serving as a Finance Minister, but even then he had lost. It was only  recounting of the votes  because of a strong message from Delhi to Mr.Karunanidhi and he could return to Lok Sabha and  to the Cabinet.
 It may be recalled that in the recent past, the Times of India had begun a contest to explore leadership amongst the country’s professionals and social activitists.  If the Congress party genuinely looks for a leader of the country, they may consider this kind of
exercise with the help of their grass-route force in a massive manner.
The period at their disposal to complete this exercise is sufficient enough to choose an efficient leader of the country. No doubt it is an exercise which is difficult but can be attempted with good funding from the coporate sector. The country  can also have top corporate/professional  leaders  like Narayanmurthy, Ratan Tata, Dr C Rangarajan and Dr Montek Ahluwalia , be the successor of Dr Singh. They have proven their worth in their
respective positions.

Everybody has a faith in Manmohan Singh
No doubt that Dr. Manmohan Singh is utmost devotee to the Congress in particular and towards Country as a whole. But he will never deceive or disregards Madam Sonia, it is true. At the same time, he will always be a saviour of Congress through his inbuilt policies and nature of adjustment with assertion towards benefits to the country on all fronts. It is, without any doubt, a few politicians like Sharad Pawar, who are taking undue advantage of PM's regards for senior politicians. But, like an electric switch, if Madam Sonia desired to do some drastic steps against Sharad Pawar and his aides, then PM will never hesitate to come forward to save the government thru his sensible attitude with appropriate suggestions at that time of crisis. The fact remains that all politicians, public and even Madam Sonia Gandhi has full faith in present Prime Minister's abilities which are suppressed by some politicians having vested interests. Otherwise, PM can take the country towards fabulous approach in the world's recognition as Super India in all fields.

I wish Madam Sonia may consider to do something for those politicians, who are taking undue advantage in any particular state or at Centre.

Why is PM silent on price rise?
It is surprising why the PM is not taking any action against the price rise. The main solution is to remove Pawar. Instead of doing this, the PM seems to be towing his line. It definitely looks that for some reasons not known to us, Sonia is afraid of Sharad Pawar.

LDC in trouble
After implementation of sixth pay commission, the government has constituted an anomaly committee to consider the genuine demand of the employees. It is very sad situation for Lower Division Clerk of Central Government who was equated to the Group D in this commission's report while they are compete 3 tier examination and join this service. Many of them are acquired even LLB, MBA degree while 95% of LDC are Graduate and dealing equivalent seat as DR Assistant in Central Secretariat. it is very unfortunate that Assistant of CSS/Inspector of IT and Excise has got their dues and grade pay of 4600 while LDC/UDC couldn’t get the grade pay of 2400 and 2800 respectively while it is their genuine demand. In central secretariat also UDCs are discriminated as Assistant has upgraded to the grade pay of 4600 but UDC couldn’t get any thing from central government. it is expected that after 3-4 years approved service they will also get the grade pay of 4200 as mentioned in the order of Dop&T during upgradation of grade pay of Assistant. i hope, DoP&T will look after the matter and LDC/UDC of Central Government will also get their due at earliest.

An Appeal to Bal Thackeray!!!
I wonder whether Bal Thackeray has made any contribution to the Indian society. It did not take me long to conclude that as a narrow-minded individual,he has always generated hatred, disharmony and friction among the peace-loving motley of indian communities co-habiting in cosmopolitan Mumbai. He is merely wasting his time and energy in building Berlin walls within Maharashtra. Where were his paper tigers hiding during the 26/11 attack at Mumbai? His excessive "patriotism" borde-ring on "Xenophobia", is misplaced. Both Shiv Sena and the MNS workers must dedicate themselves to the cause of the poor slum dwellers of Mumbai instead of sitting in the air-conditioned comforts of their ivory towers! Let them not tarnish the name of the great Shivaji Maharaj! The country already has enough problems at its hands which the incompetent Government of India, is unable to cope with. One more appeal. Let Bal, Udhav and Raj Thackeray refrain from denigrating the achievements of any artistes or cricketers by spewing venom against them through "Saamna". It is strange that even at this age and his failing health, Bal Thackeray is not showing sign of maturity by making plebeian statements against others. He has deservedly earned the epithet of "bad cholesterol" among Mumbaikars!

PM must be cautious in selecting RBI Governor

There is one more reason for the RBI Governor S Rao to go. With the shifting of PC from the Finance Ministry he is feeling disconnected from his Remote Control (read PC).He was a handpicked bureaucrat to act as a de-jure RBI Governor. No wonder if he is replaced soon. PM Must exercise a caution in selecting the new RBI Governor , whether male or female. He/She should not be handpicked one of the present FM to be guided by hinm through remote control.
