Why IPS promotions are delayed ?
One more thing about IPS promotions is why can't it be in-situ at par with other services like IAS, IA&AS, IPoS etc so that IPS officers do not lose on pay and grade pay which is significant after 6th CPC. In any case, in many states, range IG/DIG is interchangeable and DIGs are being appointed as district police chief. Further to have more senior IPS officers in the field and better governance of metro towns, more commissionerates are the need of the hour.

Indian Police Service’s ‘hall of shame’
Horrific details of torment and highhandedness which was let loose on Ruchika Girhotra and her parents throw an opportunity on the face of the IPS to sit and reflect as why the institution of policing in India is still dreaded and hated? Why there are Rathores among them?
The list is in-fact long. An IGP in Jharkhand was shown on tapes in compromising position with a tribal woman, a DIG of Rajasthan had to take to his heels when his victim of rape came open and matter was made to see the light of day, though justice still remains a distant dream. Another DIG was arrested in the wake of infamous Jammu sex scandal. A DIG of Gujrat Police and two SPs; one each from Rajasthan and Gujrat Police were put behind bars for alleged killing of Shorabuddin; Commissioner of Kolkata Police along with some junior IPS officers were eased out for harassing Rizwanur-Rehman who had befriended daughter of a rich Businessman. Rizwanur had to commit suicide. KPS Gill was dragged to courts for obscenity to peer IAS officer. Another DIG level officer with Railways was accused of molesting a Lady IAS officer of Bihar Cadre and her Sister while travelling in a night train to Patna. SPS Rathore has done his bit to bring the prestige and reputation of IPS to the nadir.
In year 2005 when there were floods in parts of Gujrat, a photo of a senior IPS officer sitting on shoulders of his junior constable was published on the front pages of the ‘Indian Express’. There were editorials and other articles decrying the incident. In Rajasthan an SP was transferred this year when it was reported by media that Police constables were being made to work on under construction house of the SP.

On other hand, it takes them three days and thousands of force to fight a single outlaw in Chitrakoot District in UP. It took almost three days to clear the buildings from terrorists in last years in infamous Pak sponsored attacks in Mumbai. Mystery shrouding death of Arushi Talwar still remains. Anti nationals come, recee and leave India as per their choice.
These all incidents point at larger malaise. The IPS has become a feudal and unjust force. Majority of the officers are corrupt and inefficient. They are ready to carry out any sort of the orders of their political masters in lieu of the plum postings to make maximum money. They have no agency or authority to fear from. CBI raids are unheard of on IPS officers. Crime and sense of insecurity remains as it was but almost each of them thinks of itself as rightfully entitled to receive Bravery Award. What a sham!
Last year there was strong lobbying by the IPS fraternity to get parity with the IPS, Members of Parliament raised their issue in Parliament too. Why today IPS fraternity is silent? Why don’t you introspect? Don’t you treat majority of constables as orderlies and servants in your home? Have you ever cared to think that majority of your peers are in making money only? If this is the kind of leadership you have provided than Like home minister of India, we all to must thank Pakistan for not causing any blast on every single day we are spared because your being around or not does not make any difference.
Last, One thing is clear that the quotient of libido is very high in the IPS officers!

Making travel for Indians even more difficult
The Nigerian terrorist has now made travel for Indians even more difficult. The US is tightening its security and body frisking procedures by its staff. Since the young jehadi was carrying explosives in his underwear we can expect US security men to put their hands into the under-wears of emplaning passengers. What if the security men are gay ? Under their new recruitment policy of ‘Don’t ask and Don’t tell’ for gays this will happen. It is inevitable.


In talk show, Anchor shows only what he wants
In talk show, the host especially (Arunab Goswamy of Timesnow) will show only what he wants the guests to say. He will interrupt and abruptly change over the moment a guest starts saying anything other than the views of channel. Why does media wake up only after hell has broken? What was media doing all these 19 years?
I am very sure there are hundreds of other Ruchika's whose fate is not highlighted. There are numerous cases where IPS officers act high headed and manipulate facts and get away. These officers who take the pledge of safeguarding people get carried away with the powers bestowed in them by virtue of their appointments. But when the victim or grieved makes complaint or appeal to higher authorities or politicians, it merely get marked, "seek status report from concerned department". The best part is the status report is also prepared by the same very officer who is guilty of wrong. The report gets colored with bureaucratic language which does more than convincing act and complaints get filed and remain dormant till some Ruchika commits suicide or media raises  issue for its own TRP(Not for the victim in any case). Let there be a forum to evaluate the issue before Rucikas give up or Jessicas loose their lives.

I would trust judiciary only if …
I would trust the judiciary, down the line from SC to the lower courts, if women were given mandatory 50% representation. Even if the women are not best to fill 50% slots, I would trust them more. Ruchika, SPS Rathore and Madhukar Tandon would have been dealt with fairly by them. Unless the judiciary has at least 50% representation, being father two girls, I would have no confidence in the entire judiciary. So be it. God help me for contempt of God and Judiciary.

Will any political party listen?
Apropos Aditya's comments, I am against posting of retired bureaucrats, policemen and judges to gubernatorial posts. This also goes for giving them extension or commissions after retirement .These can be used as a carrot by the ruling coterie for getting service from them while they are still in service. When a meritorious JS could not get promotion for 20 years for lack of vacancy why give extension to senior bureaucrats? Only citizens who were once legal luminaries, captains of industry or social activists, who have not sold their soul to any political ideology should be posted as governors. But will any political party listen?
