Will there be no NSA ?
If Home Minister P Chidambaram has any say then the post of National Security Advisor (NSA) will be  abolished. Instead ,there is going to be a new post of Advisor Foreign Affairs.
Who will be NSA or Advisor Foreign Affairs ?
As the grapevine has it, there are two incumbents who are contenders for the post of National Security Advisor (NSA). They are :Shiv Shankar Menon & Shyam Saran. Both are former Secretaries who had served in the Indian Ministry of External Affairs (MEA). The latter is Special Envoy in PMO

Haritash Gulshan  IAS is no more

Haritash Gulshan, IAS Officer of 2004 batch of Uttrakhand cadre met with a tragic end in a road accident. Haritash was well known known for his liveliness, friendliness and out of the box thinking .He had secured sixth rank in the civil services examinations. At the time of his death he was posted as Managing Director of the Kumaon Mandal Vikas Nigam in Uttarakhand. The entire batch has prayed to the Almighty for blessing his soul and rendering strength and courage to his family to withstand this painful situtation

Marks obtained in an examination
The Appellant asked for marks of the first and second year of MA of a student which was refused under section 8(1)(j) of the RTI Act. The Commission observed that marks awarded to a person in any examination cannot be held as personal information since the process of examination is a public activity. Also disclosing marks of an individual cannot be considered as an invasion on the privacy of an individual, since the privacy connotes a certain attributes which are usually not displayed and have to do with the home or is information which is normally not shared publicly.
 
Comments
The view of benches has been varying on the issue of personal information. There is an urgent need for a Privacy Law which can define personal information.

The whole Institute Complex has been designed as a campus consisting of institutional building with basement and residential area with arboriculture & land scaping. Designed with a focus on integrated housing development providing all modern gadgets and facilities of a state-of-the-art building, the symbols of the upcoming institute shall represent human environment, technology as also design induced interactive spaces. The complex is scheduled to be completed by December 2010.

Increase retirement age by five years
Retirement age of Central government employees should also be increased by 5 years to partly cover up for the rising fiscal deficit. If they have got benefits from pay commission let them serve more. Why should the common man suffer?.

There are about 150 ex-bureaucrats serving in corporate houses in Maharashtra. A clear case for increasing the retirement age to 65 as is being done for High Court judges.

It is sad to see  Army Chief defending himself
It is sad to see  Army Chief, head of the million strong Indian Army, defending himself in the recent Sukhna Army scandal in a recent press conference. Where are our defence minister and the defence Secretary. Perhaps this is the first time since early 1960s that army has been driven with faction fights. According to rumours, it all started with the army Chief and the Military Secretary investigating into the age controversy of Gen V K Singh,the current Eastern Command Chief and the next nominated army Chief. Gen VK Singh ordered a COI  with his own confidents as members. The land involved is not an army land and the impropriety is giving an NOC for a school. When there is a NH passing through the Sukhna cantonment where is the question of security breach. This is what will happen when a non assertive (as Keralites know him a nincompoop) is appointed as the defense minister. Rumours say that defence purchases are suffering since minister do not want to take any decision for the fear of losing his’clean’ image. Now with his lackluster leadership Army is also getting faction ridden.

You do not know that the retirement age for High Court Judges at present is 62 years and not 60 years as stated in this whisper...

Appointment of Governors or Lt.Governors be from bureaucratic background only
I may reiterate my stand that the appointment of Governors or Lt. Governors in any of the states, should, preferably be from bureaucratic background only. He should, preferable be a retired IAS  or IES Officer not below the rank of MOS during his tenure in Government or next should not be less than to the rank equivalent to that of a retired Senior Secretary to the Government of India. In the betterment of government's functioning, Politician belonging to any party should not be allowed to hold the post of Governor/Lt. Governor in any state. However, it is the prerogative of Prime Minister of India/Government under the influence of the Party in Power. But I expressed my  views because in the past several years bureaucratic Governor is successful everywhere.

A very good observation on Law Ministry
The view of 'A Visitor' posted on your website on 15-01-2010 was some extent correct as many senior officers are filing appeals to avoid any action on them at a later stage. If the Law Ministry follows its minister's ideas to avoid filing of appeals in the similar cases, the image of Government of India as the  largest litigant will change which will  indirectly help a common man to get justice in higher courts without any delay. At the same time, the Government of India will assure all the senior officers that no action will be initiated against those who didn't appeal in similar cases.

The journalists and cameramen who took pictures of the dieing Tamilnadu policeman should be arrested for culpable homicide not amounting to murder for not providing aid to a public servant dyeing on public duty.
