Why did Government announce Army Chief’s appointment ?
Never in the past Government showed hurry in the appointment of Army Chief ?.It was revealed that when whispersinthecorridors.com came out with a whisper that Army Chief Deepak Kapoor may quit to stall the appointment of Lt Gen V K Singh ,the Government did not wait for a day and made an announcement of Gen Singh,s appointment as next Army Chief . Had Gen Kapoor resigned being the seniormost army official Lt Gen Mohanty would have been the next Chief. Lt Gen Mohanty is scheduled to retire next month end.

NBCC to complete CBI headquarter building before time
NBCC, that has been engaged to construct Rs.180 crores prestigious state of art CBI Headquarter Building in a challenging time frame upto October 2010, has further agreed to deliver the project by 2-3 months ahead of schedule.. This was indicated to Ashwani Kumar, Director CBI by Arup Roy Choudhury, Chairman-cum-Managing Director, NBCC during a recent site visit. Shagun Agrawal’s achievement commendable
Shagun Agrawal (9) a student of class V A in New Delhi based Sanskriti school was selected to participate as a junior jury member for the International Circus festival that was held at Monte Carlo (Monaco) in principality of Monte Carlo from January 14 to 20, 2010. She was selected on the basis of an open competition & was one of the six junior jury members in the age group of Eight to 10 years. Other jury members were from Johannesburg, London, Montreal, Madrid & Monaco. She is the daughter of Subodh Agrawal Commissioner Bharatpur (Rajasthan) & Commissioner for Welfare of NRIs & Non resident Rajasthanis in Delhi. Her mother Ms. Rolee Agrawal an officer of the IRS-IT cadre accompanied Shagun. Participants from 120 countries had gathered in this Festival and 150 individual artists competed for gold, silver and Bronze prizes. This was presided by Princess Stephanie of Monaco who heads the organization committee of the circus. The children judged the best 15 entries and out of those the princess selected the final winners of the gold, silver and bronze clown prizes which are like Oscar Awards for circus artists. Dissertation
Certified copy of an M. Tech. dissertation available in the library
was refused claiming fiduciary relationship between the authority
conducting the examination and examiners. The appellant made a charge
of plagiarism and produced a copy of the said dissertation and also a
purported copy of the dissertation from which it was plagiarised. The
PIO raised the issue whether a person can use RTI to demand
photocopies of the other books kept in the library.

Noting that the Institute appears to be well aware of this charge and
perhaps does not wish to correct anything, the Commission held that
plagiarism is one of the worst forms of corruption. The Commission
observed that even if an exemption clause of Section 8(1) applies,
larger public interest would dictate that the information must be
disclosed. Without going into the issues of whether any exemption
applies, the Commission ordered that the attested photocopy of the
dissertation must be given to the appellant free of cost.
Comments
While the issue of providing photocopies of books in Library has
remained unanswered, the order of providing copies of dissertation
would help in curbing blatant copying of research work.

Republic Day Police Medals announced (UPDATED)

As many as 704 personnel have been awarded police medals on the occasion of the Republic Day this year. President’s Police Medals for Distinguished Service have been awarded to 77, President’s Police Medals for Gallantry to 07 and Police Medals for Gallantry to 98 personnel. 62 Presidential Awards for IAF this year, PVSM for six Air Marshals (UPDATED)

As many as 62 IAF Air Warriors have been decorated with Presidential Awards on the eve of Republic Day, this year. This includes Param Vishisht Seva Medal (PVSM) for six Air Marshals, Ati Vishisht seva Medal (AVSM) for two Air Marshals, six Air Vice Marshals and four Air Commodores.
Similarly, PVSM has been conferred on Air Marshal Jyoti Narayan Burma, Air Officer-in-charge Administration, Air Marshal Venkataraman Ramamurthy Iyer, Air Officer Commanding-in-Chief, Training Command, Air Marshal Tejbir Singh Randhawa, Director General (Inspection & Safety), Air Marshal NAK Browne and Air Marshal PV Athawale, Air Officers Commanding-in-Chief of Western Air Command and Maintenance Command, respectively.
Besides, Air Marshal Simhakutty Varthaman and Air Marshal Joseph Neri have been conferred the Ati Vishisht Seva Medal (AVSM).
This year, the Vayu Sena Medal (VM) for Gallantry have been awarded to Wing Commander Ajay Koul, Wing Commander Riju Kochhar and Squadron Leader Anoop Singh, all pilots. While five other Group Captains have been awarded the VM for devotion to duty, nine Wing Commanders have also been conferred the same.
The Vishisht Seva Medal (VSM) list comprises five Air Commodores, 17 Group Captains, four Wing Commanders and a Warrant Officer, KC Parameswaran.
In addition, Brigadier Man Mohan Singh Bharaj, an Officer of the Indian Army from the Corps of Engineers on deputation with IAF has also been conferred the VSM.

Shaurya Chakra for Naval MARCO killed in Counter Insurgency operations in J& K (UPDATED)

A total of 38 Indian Naval personnel are included in the list of Presidential awards announced on the occasion of the Republic Day 2010. The list of awardees includes one Shaurya Chakra (Posthumous), three Nausena medals (Gallantry), three Param Vishist Seva Medals, Seven Ati Vishist Seva Medals, eight Nausena Medals (Devotion to Duty) and 16 Vishist Seva Medals.
It is noteworthy that four of the gallantry award winners are Marine Commandoes (MARCOs) deployed on Counter Insurgency operations in Jammu and Kashmir. The lone Shaurya Chakra was awarded to Chandrashekar Petty Officer who lost his life whilst rescuing a wounded buddy even whilst returning offensive fire and killing a terrorist. The other three MARCOs include Lt Vikas Dahiya, Yaimachoul Singh Leading Seaman and Jaidev Leading Seaman have been awarded Nausena Medal (Gallantry).
The three awardees of Param Vishist Seva Medals include Flag Officer Commanding-in-Chief Western Naval Command Vice Admiral Sanjeev Bashin, Flag Officer Commanding-in-Chief Southern Naval Command Vice Admiral KN Sushil and Vice Admiral (Retd) Dilip Deshpande former Chief of Materiel.

A boon in disguise

S.D.Pradhan’s abrupt resignation as Chairman of Task Force on Intelligence is a move difficult to understand. The cause of his action is difficult to anticipate and analyze. S. D. Pradhan's proximity to the Gandhi family dates back to early seventies when he was selected for a specialized division of R & AW and Pradhan had to quit after Mrs. Gandhi's defeat in the 77 Elections. Late Smt. Indira Gandhi after coming to power in the eighties handpicked him again to write the official account of 1971 war, a project that was close to her heart and posted him in the Ministry of Defense.
Rajiv Gandhi brought Pradhan to Joint Intelligence Committee, which was under the Cabinet Secretariat then, after he became Prime Minister of India. Pradhan known for his professional competencies found a God Father in Rajiv Gandhi who acknowledged Pradhan’s knowledge and intelligence acumen for writing reports. Steadily Pradhan rose to the highest position in JIC as its Chairman, unheard for a person from non- uniform service.
It’s a well-established fact that Pradhan got freedom to work as JIC Chairman at the behest of present Home Minister Chidambram, and is widely believed that H.M was the man behind the effort of Government to elevate Pradhan as JIC Chairman when JIC was reestablished. Being enamored by the report of S.D.Pradhan on improvement of Intelligence Mechanism post 26/11 attacks, Home Minister wanted Pradhan to handle formation of NCTC. Sudden resignation by Pradhan gives rise to doubt that making of Menon as NSA could have hurt him, as Menon was quite junior. Pradhan’s apprehension of reporting to a junior officer as NSA might have triggered his resignation.
NSA in NDA Government, Brajesh Mishra too acknowledged Pradhan’s professional competencies and used his experience and knack for drafting reports to draft the constitution of National Security Council (NSCS), which was formally drafted under The Chairmanship of the then Dy Chairman Planning Commission, Sri K.C.Pant. M.K.Narayanan too consulted Pradhan on issues that perplexed him. Narayan a hardcore Intelligence man relied on Pradhan for crucial advise and inputs, more to do with professional competency than anything else.

Please note S D Pradhan does not belong to IAS or IPS or any organized central service like the direct cadres of IB or RAW. News papers describing him as Intelligence Czar is the biggest joke. He can be best described as Czarina of M K Narayanan ,the then Intelligence Czar.

"NSA-- the change of guard."
I fully agree with A K Saxena's suggestion regarding restructuring of the National Security Council Sectt.This body must be brought under the charge of the Home Minister and the PM instead of the Cabinet Secretary.The induction of consultants to this body on contractual basis must be investigated.The NSC Sectt has become the parking lot for retired officers rather than professionals.
