S. Sundaresan’s order for new Petroleum Secretary issued
S. Sundaresan’s appointment order as Secretary Petroleum & Natural Gas have been issued . His appointment was a certainty because continuity had to be maintained in the said Ministry. He is an IAS officer of the 1976 batch who belongs to the Kerala cadre.
(We said this for the 1st time on June 17, 2009 and again on jan 26)

Will RBI Governor go early ?
Announcement of Finance Minister Pranab Mukherjee that next Governor of the RBI will be a woman has led to flutters in the banking circles. Does this mean that present Governor Subba Rao will go early to make way for a woman RBI Governor. There is a possibility of Subba Rao getting an important foreign assignment soon after the presentation of Union Budget.

Lt Gen G M Nair GoC 9 Corps I has been appointed new Military Secretary. He wil succeed Lt Gen Avdesh Prakash.

As the grapevine has it, the empanelment of 1990 batch IAS officers is likely in March 2010.
Is Antony sahib is aware ?
In a recent meeting in the last week of 2009 in the Defence Ministry, the Navy’s Representations were snubbed by officials of the Ministry for promoting the award of and construction of sensitive marine vessels to a Private sector Company, which did not even have a shipyard to construct these vessels. Whispers learns that to counter this snub, a committee was immediately formed under orders from VCNS to justify the award to the Navy’s favourite company. A note has now been prepared which is likely to be put up to the Ministry, which recommends that the award of these sensitive underwater vessels still be given to this Company. It is also learnt that some current officials who are likely to retire soon from the Navy have already tied up jobs with this Company after their impending retirement. 
Interviews for Banks’ CMDs’ in early February
As the grapevine has it, interview board for selecting incumbents to be appointed as Chairman & Managing Directors (CMDs) in public sector banks will be meeting in the first week of February 2010.

Cabinet's nod for auction of Coal blocks is on the anvil
As the grapevine has it the proposal relating to auction of coal blocks is likely to be cleared by the Cabinet in its next meeting. Once it is approved then coal blocks will no longer be allotted unlike the present. However, this will require amendment in the related law.
Ramvir Singh to be Director in MHA
Ramvir Singh is soon going to join the Ministry of Home Affairs (MHA) as a Director. He is an Indian Forest Service (IFS) officer of the 1993 batch who belongs to the Haryana cadre.
R C Arora is back to MP
R C Arora is back to the parent Madhya Pradesh cadre after completion of central deputation tenure. He is 1979 batch IPS officer.

Dr B R Meghwal has joined the BSF as DIG in Jaiselmer.He is 1992 batch IPS officer of West Bengal cadre.
Secretary to Chhattisgarh CM quits IRS
Secretary to Chhattisgarh Chief Minister ,Aman Singh has resigned from the IRS.1995 batch IRS officer Aman Singh had been on deputation to the Chhattisgarh Government.He will now continue on his post on Contract Service for three years.
Nazrul Islam posted as ED,RPF-Railway Board
Nazrul Islam has been posted as Executed Director, RPF, Railway Board equivalent to IG rank. He is an IPS officer of the 1981 batch who belongs to the West Bengal cadre.

Now there is no possibility of the revival of the post of Chief Commissioner in Chandigarh. The Prime Minister is reported to have turned down the proposal to this effect.

Manoranjan Das, Director (HR), Security Printing Minting Corporation of India Limited (SPMCIL) has got extension for 3 months.
M. Samajpati’s extension regularized
M. Samajpati, Director (Finance), Hindustan Copper Limited who had earlier got an extension from 2.7.2009 to 2.1.2010 has now been regularized by the authorities.
P Chidambaram has an agenda
P Chidambaram, Indian Home Minister, in his new task reportedly wants to fix working area of National Security Adviser (NSA) like : (i) external security; (ii) Country’s atomic policy; (iii) securities policies directly looked after by Prime Minister; and (iv) external terrorism. The Home Minister will handle the matter of internal security only without interference of NSA.Sources said NSA Chief Shiv Shanker Menon has expert diplomatic view on external affairs.

R. S. Pandey’s administrative acumen is par excllence
Administrative acumen of R.S. Pandey Secretary Petroleum & Natural Gas is par excellence. R. S. Pandey as Secretary of Indian Steel ministry had received the prestigious United Nations Public Service Award for a unique programme of communitization of public institutions & services in Nagaland. The award was presented at the UN Head Quarters in New York to mark the Public Service Day. The programme was conceptualized and implemented by him during 2002-04 while he was Chief Secretary to the Nagaland government. The programme had resulted in significant improvement in government provided basic services in the area of elementary education, public health and power utilities. Pandey had also won the Civil Service Award for his contribution to governance through this innovative program. He headed a 3-member delegation including the then Chief Secretary to Nagaland government & V Sakhri secretary to government of Nagaland, which received the Award. The Award
consists of a trophy and a certificate. Even he had effectively handled the last year’s All India strike by officers of different petroleum companies in the public sector. R.S. Pandey is due to superannuate by the end of January 2010.

IA-AI merger

It is reported that the Finance Ministry is proposing demerger of the IA and AI. What is going on? If FM is changed tomorrow, then he will again propose merger! Some one should be held responsible for all the mess created and unnecessary expenses incurred because of merger proposal and now regarding the de merger issue. The tax payers should form a forum and voice protest against this sort of unproductive expenditure by govt. and many more like this.

IAS wouldn’t have been a priority

If a separate examination were to be held for the IAS, 75% of the people who have joined the IAS especially in the past twenty years would never have joined the IAS and 75% of the people who have joined other services would have joined the IAS. Once having joined on the basis of high marks in one high scoring subject like Mathematics or extremely high marks in the personality test in one particular year (same person would have got very low marks in the personality test in another year), the same fellows are clamouring for a different examination! Anyway, half the persons in other services have higher ranks than half the fellows in the IAS, either by choice or due to reservations.

Abolish all services
The time has come to abolish all services and allow public spirited and qualified professionals a say in government with a contract system in place. Let us abolish IAS, IPS, IFS, IRS and have dedicated people to serve society and let us abolish Article 311 of the Constitution.

We should also think of having a separate country and separate times (colonial India, British Raj)for the IAS apart from separate examination since the IAS has not been able to reconcile itself with independence and still thinks of itself as the ICS!
