Gandhi's obvious choice for the Prime Ministership would be Rahul Gandhi ! There
are no two opinions about it. Rahul Gandhi's strength is his honesty of purpose.
I have never met him. But, his body language on the TV speaks eloquent about his
persona. I do not see this attribute in any other Congressman. Pranab Da is old
and ambitious. He could remain a good No:2! Others look treacherous. The major
threat to Rahul Baba is his company of "Chaatukaars". Sonia Gandhi faces
the same threat. Both cannot function without sycophants who are having a field
day and have developed deep vested interests. I wish there were better advisors(to
replace the existing chaatukaars) to shape Rahul Baba for the Prime Ministership
of India. Unfortunately, there has not been any convention of "Succession
Planning",in major political parties including the Congress and the BJP.
This again could be attributed to the vested interests of the Chaatukaars. I would
advise Sonia Gandhi and Rahul Baba to rely more on their detractors and keep safe
distance from their existing coterie of Chaatukaars! Readers would recall that
the Late Rajiv Gandhi was groomed by Dr P C Alexander. Initially, he was too shy
to public speaking. But, in due course, he became articulate. A similar mechanism
could, perhaps, be thought of in the case of Rahul Baba, too. May I nominate Dr

get a chance To be fair, I think Pranab Mukherji should get chance to retire
as PM. He is able administrator, knows working of all departments, trouble shooter,
I do not think at this age he will be able to create any problems for Madam's
position. My second choice is P Chidambaram. He once again as HM proved that he
is a capable man, can handle any Ministry with ease. Again he may not create any
problems for Madam. BTW, both do not have any strong base in their respective
states, the lipid test being they can not win on their own (as Independent), hence
good for Madam.
How about Shiela Dixit? I go for her. Good administrator.

the All India Services It is easy to mar than make. The All India Services
were created after much thought and experiment. It is the need of hour
to review the All India Services and other Central Services and to see where we
are lacking in fulfilment of the desired objectives. There is need to make these
Services more professional and public oriented. There is a proverb-"Bhuke
Bhajan Na Hove Gopala". It means the Government should provide freedom of
money and other facilities to such an extent that these officers could do justice
with their duty without comparing themselves with the huge packages of MNCs &
private companies professionals. There is need to provide the freedom of Work
alongwith the platform to act also. The Under Secretary, Dy. Secretary, Director,
Jt. Secretary, Addl. Secretary, and the Secretary in Government of India should
have independent powers instead of being part of the chain. The All India Services

resources This is regarding separate examinations for IAS and Central
Services. 1. GOI needs to think to utilise the available resources of senior employees
in the best manner. Instead of filling up almost all posts of JS, AS & Secretary
by undertaking batchwise empanelments, it should carve out a Senior Executive
Service, consisting of members from all non technical civil services, as was considered
by the 2nd ARC, after 15 years of service by organising an appropriate selection
process. It will enable GOI to avail of high degree of specialization in areas
of Finance, Revenue, Security, Environment, Commerce, etc., instead of putting
generalists to man such posts in Ministries/Departments. 2. All services have
some of the finest brains and administrative acumen, and have been doing exceedingly
well after being absorbed in private sector after taking VRS. Officers not in
the SES will continue to serve in their respective cadres. 3. There are organisations
which developed in areas of high degree of specialization like enforcement agencies,
banking institutions, subject-specific tribunals, regulatory bodies, etc. It is
important that officers with past working knowledge and work experience need to
be put in charge of such institutions and for manning senior level posts. 4. Today
the global community recognises expertise and India could do well to utilise the
diverse expertise of services in delivering in multilateral fora like WTO, WCO,
IUCN, IMF, WB, UNIDO, UNICEF, etc. With India poised to occupy a position as a
World Power, GOI needs to rethink and reengineer its processes. Y Thangaraj Nonsense

Unlimited freedom has been given to the journalists to create sensation. The journalist
must be having a van or a scooter to carry his camera etc. Why can't he jump into
the fray and be a samaritan. Had I been in his place, I would have simply lifted
the Inspector on my shoulders and rushed to the nearby Hospital. The current crop
