If all goes well, G S Malhi will succeed R R P N Sahi as Director Bureau
of Civil Aviation on February 1. He is 1974 batch IPS officer of Haryana
cadre. Sahi is superannuating on January 31.

There should be no difference in selection
Regarding whether 50% Judges in the High Courts and Supreme Court
be women . In this matter if they qualify for the top posts in the country,
then they must be considered for the same. I think there should not
be any difference in selection of the Judges between male and female
subject to their qualification, past record and judgements delivered
by them.

Why are officers of services other than IAS not being empanelled
as Joint Secretaries to the Government even six years later than the
IAS? The empanelment of the IAS should stop till the backlog of other

It is prudent to offer Behuria an extension
In the present circumstances, IOCL is passing through a critical
transition phase wherein the financials of the Corporation are severely
strained. Continuity at apex level is definitely required. Besides there
doesnt seem to be any capable replacement on the horizon. IOCL
is on the verge of completing the Panipat petrochemical complex, the
project that shall immediately reflect on the bottomline of IOCL. We
only hope and pray that Behuria continues as CMD of IOCL especially
because he still has three years for superannuation.

A good move indeed !
It will be good move if judicial responsibilities are shared by
women judges with more percentage whether 50 % or 40 % but it should
be increased. This will provide better judicial management and swift
clearance of years' long pending cases.

Not Writing ACRs is Violation of GoI Rules
It is definitely a dereliction of duty on the part of the UT cadre
IPS officers, who are not writing ACRs of their junior officers for
the past 2-3 years. The GoI guidelines stipulates that all procedures
related to ACRs be completed by the month of April every year. There
may be some other high-headed officers in Ministries who
have not written ACRs of their subordinate officers. It is worth mentioning
here that in the case of Anshuman Monga vs. Delhi government, CIC has
said that not writing ACR on time amounts to violation of duties by
concerned officers. Whether DOPT will take actions against the
concerned officers? In my opinion, if such officers write ACR after
such a long time, they may discriminate while giving grading. The grading
of the boss should match with the subordinate officers as performance
of the Office is collective in nature.
