No more extensions please
It is unfortunate that PM could not find an equally efficient successor to K M Chandrasekar who was given two year tenure as Cabinet Secretary and two year extension total tenure of four years. This will frustrate nearly six IAS batches. They will be forced to become less interested in their contribution to the administration. As Revenue secretary, he ensured that seniority is the not criteria to reach CBTD and CBEC. He enforced a harsh transfer policy where by dozens of senior IRS officers left the service. Even now half of senior IRS officers are living without families thereby destroying their health. Those officers who opposed were handed over to CBI, just like beautiful girls in villages are made witches if she do not submit to village heads. The Industry got the last laugh as the tax subsidies increased from Rs. 60000 crores to Rs. 460000 Crores even if their companies are large and make huge profits. Even as Cabinet secretary one could only find news about his endorsement of Cabinet decisions . The District collectors are entrusted with nodal power to spend developmental budget, Cabinet secretary being head of IAS, we have not heard frequent direct interaction with the collectors. Even he is not given any credence for innovation of the NREGA program supposed to be the inclusive growth card. In this country during last six decades it is a policy to develop tribals to keep them at a distance from Naxal. When HM is fighting with naxals, there is no active reports where Cabinet Secretary convened deliberations with Secretaries of Tribal welfare from centre and state governments. Retired IAS officers like S N Krishnan and Dr B D Sharma have done great work in tribal areas but there is no news that they are roped in to bridge the aspirations of STs. There is no effort to fill due  percent IAS JS level empanelment for SC ST BC in centre. It is a fact that whenever new cab sec takes charge his informal advisors also change to promote innovation. Same coterie will be bad. Infatuation for Tharoor brought sweet equity at the cost of social equity, let no bureaucrat becomes so indispensable, lest backlash is dangerous. We have witnessed how religious backlash destroyed Advani, Indira, region backlash destroyed Rajiv, Caste backlash destroyed VP Singh. For the last 20 years economic backlash is awaiting to take revenge.

Lax morality, lax laws, changes in laws, poor law and order machinery; poorly paid, poorly trained and ill equipped police; lack of police reforms, poor investigation, long drawn out trials, society aping the west and all its ills and its crass materialism, the political class abdicating responsibility and indulging in corruption, withdrawal of cases against the high and mighty due to political expediency, breakdown of families and the institution of marriage, increased rates of divorce - where is all this going to lead? The countryside is suffering, so is the national capital, no part of the country is left out. Is it not time for solutions?

Let’s be fair

Why should we put all the blame on the PIO and let the rule makers/interpreters go unscathed? The CPIO has gone as per his brief and by the letter of the law though perhaps not by the spirit. The root cause of the problem is the use of the word `Citizen' grained in the statute. The exact intent and purport of use of this term `citizen' and not the words, `any  person' or some other normal term should be sought out. The PIO being a civil servant, true to his nature, cannot be expected to be bold enough to provide "official information" to all and sundry.

Tamasha and Serious Designations in CSSS
 
Tamasha Designations: 

PPS/Sr.PPS/PSO because they work is simply to attend telephone and maintain appointments of officers but wont't take the responsibility of taking dictation, typing and sitting late and comming to office on holidays.  And, of course Rs.5400 GP stenos because they are also getting Rs.6600 GP if they are working for nearly 10 years in GP of Rs.5400/-.  They have to simply come to office and leave office except for very few.  That is why it is tamasha designation.
 
Serious Designation:
 
All the Gr. 'D' Steno who have put in more than 23 years service and remaining adhoc 'C' without knowing when they will become regular.  But they have to take dictation, sit late, come to office on holids if required.  Just know DOPT has started updating the information reg these officials.  These sympatheitic persons are to work seriously  because they are holding serious designation.  If the PPS happens to be a lady, they can comfortably leave for home as early and thus leaving the poor steno 'D' or 'C' behind in office for the officials work.

It’s a social evil

Casteism & reservations in education, jobs, promotions and legisature is one of the biggest controversial subject in the country and has lead to many agitations at varying time intervals. The clarity of mind in Dr. Ambedkar's quote as mentioned by Anita is comparable to the boldness of those who created this shameful divide in otherwise wonderful way of life (I won’t call it Hindu way of life for certain reasons) . Many scholars and thinkers have given their views on this issue. I just want to say one thing that casteism and discrimination based on caste is a social evil and social issue and not an economic issue. To eradicate a social issue the country need to adopt a multipronged strategy and many instruments like
a) Acts and legislations to stop discrimination based on caste.
b) Reservation in jobs, promotions, legislature and education.
b) Encouraging those who discard and reject casteism in any forms with rewards and insentives.
are not only required but are must. All this should continue till this evil is eradicated from this country and along with other discriminations from this globe. Occurrence of a single case of polio here and there is leading to Pulse polio drive and repeat of vaccine at interval. Similarly all the three instruments of eradication of casteism should continue till this shameful curse is eradicated completely. We need many more Gurus like Guru Gobind Singh and many more Ambedkars to visit this planet for this to happen. Even one visit of Lord Krishna will be welcome step for this purpose. I am a Jat Sikh who has seen humiliation and the sufferings of human beings at the hands others just because they were borne some where to some one branded as a low caste by the mighty but in less in number members of the so called higher caste. Let us all join to eradicate this worse than polio disease which has the capacity to strike one even before birth. Accept it as a challenge and raise the slogan
"TOGATHER WE WILL ERADICATE CASTEISM". JAI BHARAT.

Why target govt property ?

Why is that everyone who has real or imaginary grievance against the establishment targets Government property. Railways seem to be bearing the biggest brunt of violence by all and sundry. Maoists are targetting the road and rail with such ferocity. What happened to Gyanshewari Express in Midnapur is so very tragic killing over 140 people and injuring 250.That  our ministers should play politics over the dead and wounded is so very shameful and distressing. We are victims of the worst form of governance in this country.
