V.S.Dubey has been appointed Advisor to the Jharkhand Governor
V.S. Dubey maiden Chief Secretary of Jharkhand, who was also Chief Secretary of the undivided Bihar, has been appointed as an Advisor to Jharkhand Governor. Dubey who is an IAS officer of the 1966 batch confirmed to whispersinthecorridors.com over telephone from Patna that his appointment had been done. Replying to a question V. S. Dubey said that he would assume charge either on Friday evening or Saturday morning. With his induction total number of Advisors to the Governor Jharkhand would go up to three.

R. A. Rajeev blazes a new trail
R.A. Rajeev who is a workaholic bureaucrat and believes only in doing innovative things as a bureaucrat has won a lot accolades for his latest endeavour. Rajeev who till recently was Additional Commissioner with the Municipal Corporation of Greater Mumbai (MCGM) of which Commissioner is Swadheen Kshatriya, is now Commissioner of the Thane Municipal Corporation. Through, his initiative under the public-private partnership mode, R.A. Rajeev was able to facilitate a better quality of thousands of people near the Gorai dump site where garbage was being thrown since 1972.Gorai is the first dumpsite
closure project in India to be registered with the United Nations Framework Convention on Climate Change (UNFCC). MCGM has already received a carbon advance of Rs 25 crore against future delivery of carbon credits from the Asian Development Bank, and the total carbon credit earnings are expected to be about Rs 72 crore (higher than the total capital cost of the project i.e. Rs.50 crore). He is an IAS officer of the 1987 batch who belongs to the Maharashtra cadre.  It was not a knife through butter affair as the project required clearances from multiple authorities of the Government of India and the Government of Maharashtra. It has been developed in accordance with the Municipal Solid Waste Rules 2000, which make it mandatory for urban local bodies (ULBs) to collect, transport and process/treat garbage and dispose of the residual in sanitary landfills.
Rajeev Bhargawa’s order as Additional Member issued
Finally waiting time is over for Rajeev Bhargawa who is currently on leave and was posted as Additional GM Northern Railway (NR). He was awaiting issuance his formal orders as Additional Member (Works) with Railway Board. It may be stated the Government had Okayed this proposal on March 16, 2010. Water is extremely costly in Delhi
People have been talking about soaring prices of essential commodities like wheat, pulses, oil etc. However, price of water is extremely high in Delhi. Three months ago a water tanker of one thousand litres used to cost Rs.110 which rose to Rs.150 in April. However, one has to cough up Rs.300 for a water tanker of one thousand litres. Imagine how one can survive in Delhi he/she has to cough Rs.9000 on fetching water.

Why children of civil servants reluctant to join Civil services?
Because they see as to how their highly educated parents, who joined civil services with lofty ideals, dance to the tunes of unscrupulous politicians and lose their spines every day.

Why children of most of the civil servants do not want to join the civil service. The answers is very simple. (i)It is not very attractive compared to the private sector. (ii) They(children) are mostly spoiled brat and cannot make it to the tough competition. (iii)They may have seen their parents earning ill-gotten money (iv) They may have seen their parents submitting to the political bosses and developed a feeling that civil service is not civil but un-civil as one has to bow down to the TOPIWALAHAS, uneducated and goonda politicians. (iv) There is no challenge and creativity in the civil service (v) One cannot have his/her own identity whereas in the private or other sector you create your identity through your efforts and creativity.(vi) Equality for all i.e. there is no difference between the horse and the donkey i.e. intelligence has no place in the uncivil civil service of India(vii) Last but not the least is instability due to frequent transfers if you are too honest.

Gujarat has changed under Modi

The face of Gujarat has changed under the stewardship of Narendra Modi A vast majority of people including those belonging to the minorities admire the work of Modi. The anti -Modi campaign is nothing but a vicious propaganda of the Congress Party. The Congress believes that they could win elections by discrediting the Chief Ministers. The same policy is being followed in Karnataka also where BJP is currently in power. The Congress is not going to win any election in Gujarat so long as Modi remains in active politics. There had been 100s of riots in this country and a Chief Minister cannot be blamed for any disaster caused by mob fury. Till any one is convicted by a Court of Law the person is not guilty. The Congress party should try to win elections on merit and not by maligning other political leaders.

Recently some article was given in regard to the officials holding these above posts. It is really correct but the officer/DoPT should be blamed for their lenient attitude towards these officials. But anyhow, the only way out is "exams should be conducted for appointment in these posts and the option should be open to stenos irrespective of designation with atleast 10 years service. An undertaking also should be taken that they will take dictation and bear the responsibility of sitting late till the time officer requires them and not pass on this responsibility to administration or subordinate steno. This will also result in efficiency and the quality of their work. But at present, at least 95% of the officials holding these above posts are enjoying their salary without any responsibility. This much very apparent the way in which they work and all persons interacting with them also realize but keep silent because they are working with senior officers. Hope DOPT would do something.

Another Bhopal Tragedy

Twenty six years on the Bhopal Gas tragedy has hit the victims once again and the nation too. The nation needs to know the answers to so many questions. Who gave the order to let off Anderson. Not only was he bailed out within two hours of house arrest(what arrest in the posh company Guest house on Shymla hills!) but was escorted like a VIP in the state plane to Delhi from where he was allowed to flee. Why the claim for damages was reduced from $3.3 billion to a meagre $470 million by estimating that only one lakh or so people were affected when actually the number exceeded 5 lakhs. Who brokered this deal with Union carbide? The nefarious role played by the Apex court is all the more shocking. What prompted them to convert the culpable homicide charge into one of 'traffic accident'. Why the Government of the day and even subsequent governments were not serious in extraditing Anderson? B.R Lall appears to be speaking the truth when he says that efforts were made to thwart the probe by the investigating agency. These are troubling questions and there could be only two reasons for all these efforts not to punish the guilty-the influence exerted by USA at the highest level or the bribe. We boast of being the biggest democracy in the world but we continue to be slaves of so called superpower and for money we can sell our souls. For us the life of the 'aam aadmi'is not worth more than a few thousand rupees. We get into power by the votes of common people but we treat them with contempt once we are in power. This nation has miserably failed the Bhopal Gas victims as it has failed the common people on so many fronts.

News is exaggerated but it is true that there is nexus between the personal staff of higher officials and middlemen. Money changes hands for such duties even to know the file movements. In the modern times officials perhaps select such persons on their personal staff.

It amounts to Nepotism.

Reference by a Government doctor to particular hospital, diagnostic centre and purchase of a particular drug amounts to nepotism. Many CGHS doctors behave like frustrated Government babus. They also have tendencies to not to refer to the Government recognized hospitals/ diagnostic centres because they feel their pitch will be shrinked. Reference of Government servants to the CGHS recognized Government hospitals & diagnostic centre was started only to avoid rush at Government hospitals. In terms of financial implications also the step was in the right direction, if we take into consideration the salary of doctors & other staff members, establishment costs etc. Government hospitals are meant to provide free service to poor citizens of the country. CGHS doctors should realize because of this attitude of theirs the Government is thinking about bringing in a system of 'medical insurance' for the Government employees. As doctors they should realize their job is to perform a noble service and not vent in their reaction on the patients of their personal problems at home like fight with their spouse, children etc.

Katl-e-aam bhi aur muskurahat bhi!

Bhopal gas tragedy is no less than a katl-e-aam or mass murder. The placebo is that GOM has been set up to suggest comprehensive measures to meet with such tragedies. So more such ghastly tragedies are anticipated. Perhaps, rightly so. Afterall, the Civil Nuclear Deal is to be pushed through. The authors of the deal are well meaning honest people, exactly as those who thought of industrialization of Bhopal by setting up the Union Carbide factory there or the Mathura refinery near Mathura. The private industry that had caused devastation had already been reported upon by the Parliamentary Committee. It is a different matter that no action had been taken and no compensation ever paid. The Bhopal katl-e-aam is not the work of only one person called Anderson, towards whom everybody seems to be directing public anger. Yes, he is liable. But equally liable are all those officers of the state government and the central government, whose duty it was to ensure compliance of all the conditions of the industrial licence granted to the UC. It had strict conditions regarding safety and effluent disposal. More than 33 inspectors were supposed to inspect the unit, obtain regular returns on various aspects, including safety & effluent treatment/discharge/disposal. The industry used to complain loudly of these inspectors, calling it the "inspector raj". Similar oversight was also kept by the central government. What kept all these authorities' mouths shut, eyes shuts, ears shut? If telephonic messages could make a chief minister issue unlawful verbal orders to the chief secretary, who further gave such illegal orders to his subordinates the DM/SP, where is the guarantee for the law to take its own course? Our politicians find their best excuse in repeating this cliché that the law will take its own course and instantly give the placebo that a GoM has been set up, to cool public anger when it becomes too hot for them to handle. The Civil Nuclear Facilities, when mishandled like the Union Carbide Bhopal or Delhi University equipment sold in scrap to Mayapuri scrap dealers of Delhi resulting in one death and more semi-deaths, will cause greater damage than so far by any other casual non-chalant irresponsible behaviour of the powerful. What will it be termed then? A mere accident? Just negligence? Not katl-e-aam? It is, in these circumstances, absolutely necessary that the law is clearly laid down before making one more move towards signing the civil nuclear deal. It is against the safety interests of the aam aadmi, about whom the government makes merely hollow noise as exposed by the court decision in the Bhopal Gas Case.It is no use putting all the blame at the doors of other countries when our own government and administration lets us down, exploits us and causes irreparable loss to life & property of the aam aadmi.In the meanwhile, the MP Govt ought to announce immediate relief package to the people, without waiting for the next court decision. What is it that the state government can not provide? Punishment to Anderson gives them no relief. Hence it should not wait for his extradition(I can assure that it will not take place, for we lack sincerity). But nothing stops a Chief Minister from displaying the true "statesman" in him. Do it now, CM, Madhya Pradesh and set a new trend in governing the country. One can lead his people to glory or ignominy!

Offensive language should be avoided

Tarun Sharma's reference to all Muslims and condoning horrendous acts against them should not find place in this august forum. By saying "take action against Muslims" , does he mean that Modi is justified in killing innocent people. Sharma must realise that he is in fact supporting the fact that intolerant people like Modi can take the life of someone he loves to, (using his own words), "take action against Hindus". Please understand the implication of what is being written.
