C.S. Verma takes charge as SAIL Chairman
Chandra Shekhar Verma, 51, has taken charge of the office of Chairman, Steel Authority of India Limited (SAIL) on June 11, 2010. Prior to this assignment, Verma was Director (Finance) of Bharat Heavy Electricals Limited (BHEL), India’s largest engineering and manufacturing enterprise in the energy-related/infrastructure sector. Soon after assuming charge he called on Indian Minister for Steel Virbhadra Singh. Verma’s prudent financial management and strategic deployment of scarce resources strengthened the competitive position of BHEL. As Director/Finance of BHEL since September 2005, Mr. Verma also had the distinction of spearheading the joint venture initiatives of the company with various state GENCOs. His efforts resulted in the signing of four such agreements with Tamil Nadu, Karnataka, Madhya Pradesh and Maharashtra that would leverage the sale of 7 supercritical thermal power plants of BHEL. He also played a key role in the finalisation of various technology agreements of BHEL with Alstom, Siemens, GE and Sheffield Forgemasters. Spanning nearly 29 years, Verma’s career profile also covers stints as Director (Finance) of ITI Ltd., as Group General Manager of Indian Railway Finance Corporation, and as General Manager of Delhi Stock Exchange (DSE), besides experience of working in a Financil Institution for about nine years. Fellow Member of the Institute of Company Secretaries of India (FCS) and of the Institute of Cost & Works Accountants of India (FICWA), Verma is a Commerce post-graduate with a Master’s degree in Business Administration and Bachelor’s degree in Law & Legislatures. He has received many awards during his career, including ‘Best CFO Award’ of CNBC-TV 18 in the infrastructure sector for the year 2008-09 and ‘Top Rankers Excellence Award for Best Professional’ for the year 2008. During his tenure in BHEL, the company received the first prize in ‘ICWAI National Award for Excellence in Best Cost Management Practices’. SAIL, which has been recently accorded the status of ‘Maharatna’ by the Government of India, is currently preparing for divestment of 10% of its equity in two tranches and is implementing a Rs. 60,000-crore modernisation & expansion plan in its plants and mines. With Verma at its helm and his vast knowledge and experience in support, SAIL is poised to attain greater heights.

Hypocrisy
This is in connection with the remarks of T. Palani regarding Modi. While Mr. Palani is against the use of offensive language, he himself has used objectionable against Modi who is occupying the Chair of the C.M. If Palani is sure about Modi killing innocent people, why can’t he file an FIR against him ? Where is the case against Modi? Please do not fall into the trap of Ms. Teesta Setalvad. Every one knows that she is getting huge amounts for Modi baiting. As regards terrorism, I am sure that no one buy this argument that terrorists have no religion. If you catch hold of 100 terrorists, 99 will be from one particular religion. What does it indicate ? Enough of this hypocrisy.

Energy spent on propaganda about Modi
Energy spent on propaganda about Modi on Gujarat riots by media, political and judicial system is 100 times compared to the attention drawn towards the riots of 1984 on Sikhs. It clearly shows that some nexus exists either financial or otherwise. Impartiality is not playing the game. What is justified for Gujarat why it is not justified for Sikhs of India for 1984 riots thousands of dead in several Mumbai bombings which have occurred time and again there. Death Penalty of Afzal Guru is compared on live media with other death sentences. A crime committed for money or greed and crime committed against a nation is equal. There is a biased reporting about Gujarat. I do not justify the riots but I do not find impartiality in any forum media, political, social or judicial.

Consideration for appointment with Secretaries

The news is baseless. The personal staff of Secretaries have no right to fix appointments on their own. In majority of cases they take prior approval of their bosses before accepting appointment to a, b, or c. Even where appointment is fixed without prior approval of bosses, they are the cases, where boss had been meeting the person or official in the past. So who is paying this much of money to get appointment with Secretary seems to be exaggerated. May be the middlemen are extorting the money from businessmen by misguiding them. Therefore, if the same is true, the businessmen/ industrialists are requested to contact the offices of Secretaries directly, i.e. without middlemen.

Water scarcity in Delhi
Apropos your news item on water scarcity in Delhi, I would like to attract the attention of top government officials / Bureaucrats who are regular visitors and readers of your esteemed website, to bring the following to their notice.

I find in most of the government buildings water is misused in various ways. Many many taps in the toilets, washbasins, coolers are leaking and a huge quantity of water is wasted every day. Even during holidays these taps are running and water is wasted.

While people are running kilometers to bring potable water in most of the villages and even in cities and metros, wasting water in Government buildings due to negligence and carelessness is totally unforgivable. This is not new and it is happening all these years.

It is a mockery that the Government is spending crores of rupees advertising to create awareness among public to save each drop of water, gallons and gallons of water is being wasted by its own employees.

Let the policy makers open their eyes and think of this social evil atleast now. As CPWD is incharge of the maintenance of Government building, I find hardly any Engineer take a serious note of this and acting. Therefore, I suggest that in each Ministry / Government building, an officer not less than the level of Joint Secretary should be nominated ( as we have now for vigilance and public grievances) to supervise this and complaints could be made directly to the office of Joint Secretary incharge to immediately act on such water wastage.
If we do not act now, it will be too late for us.

DoPt has implemented recommendations
As regards the creation of PSO posts, the DOPT has generously and instantly implemented the recommendations of 6th CPC overlooking the other vital recommendations contained in this particular chapter of CPC report. The 6th CPC has rightly and candidly recommended for 'complete parity' among stenographers of all services upto certain level. While DOPT is advocating transperancy and accountability such arbitrary action on their part is really disheartening. DOPT should also come out with notification for awarding complete parity to the stenographers of field offices with CSS/CSSS stenographers. Is DOPT taking note of it?

Painful reminder
The painful reminder of the Bhopal gas tragedy makes it all the more essential to oppose the Cap on nuclear Liability bill otherwise we would be exposing our coming generations to dangers like what happened on that fateful December night in 1984.nuclear power is neither safe nor cheap. It is also not emission free. Experts say that nuclear reactors consistently release millions of radioactive isotopes into the air and water each year. These releases are not regulated. Chernobyl is an example of what happened there leaving thousands of children and adults having developed thyroid cancer. If one has to be convinced of Nuclear power being not only dangerous but not even environment friendly one has only to read the facts by an expert in the latest issue of "Resurgence". Our parliamentarians should therefore oppose such nuclear deals not on the ground of with whom we are collaborating for nuclear energy but on the ground of keeping our planet and country safe from dangerous isotopes and poisonous gases of the type which devoured about 20000 of our people and maimed and deformed so many of them in Bhopal. Always remember Bhopal.

Bhopal catastrophe and the Anderson’ escape! What next???"
At least, so it seems! The Aaj ki Aawas (wic 10th June) about Anderson’s escape made a disturbing reading further fuelled by the visuals of ‘Anderson tapes’ on ‘YOU’ tube. It was not a ‘Great Escape’! It was a ‘Grand Farewell’ by Gyani Zail Singh,the President of India against the backdrop of over 15,000 human beings (including two of my family) annihilated due to the supreme negligence of the MNC. Rajiv Gandhi was the PM,Buta Singh, the HM, Arjun Singh, the MP CM and Diggy Raja, a minister in the State, Mrs. Sarla Grewal, the Principle Secretary to PM, Brahm Swaroop ,the State Chief Secretaryy at the time of the catastrophe. Were all these not aware of the surreptitious goings-on in the State and the national Capitals? Was the IB hibernating? Does it not call for an open trial by a Commission of Inquiry by a former CJI like Justice J S Varma, Justice Khare etc. All concerned must be summoned as witnesses by the Commission. The role of retired Justice A M Ahmadi also needs to be looked into for soft-pedaling the charge sheet. A novice like Rajiv Gandhi, who took over as the PM just a month before the disaster, one wonders, must have buckled under USA’s pressure. Such a momentous decision could not have been taken unilaterally by the government of MP without the covert approval of the GoI. There was a pre-planned conspiracy at the highest level at the Centre. The GOM is a farce, constituted to white wash the criminal negligence. The GOI must weigh its options before signing the nuclear civilian liability deal.

Would we ever stand up to west
Bhopal tragedy verdict coming at a time when US is dealing with oil spill crisis makes one ponder that whether as a nation (if I am not taken mistakenly then whether as a race) we would ever stand up to west despite the glorification of our recent economic success? Any one can see the key differences in the approach of western nations towards life and well being of their citizens vis a vis our own diaspora. While our political leaders were busy escorting Mr. Anderson to a safe destination someone in US was seeing to it that one of their key business heads reaches backs home safely. However when their own home has been affected by oil spill their political leadership has ensured that those responsible pay for it. Imagine such a spill happening in Indian shores our leadership would not even have raised a blinker and even if they had nobody would have given a damn to them.
They key is that power in our country comes without accountability. Infact in India we consider that if we are powerful then all rules are meant to be broken by us be it jumping red lights on the roads, getting free passes, flouting your beacon & security cover, manipulating legal system for your kins, taking over govt. property for free, misusing official position for personal gains etc etc ( list is just endless and all of this is true as I can vouch from inside the government) The conduct of netas, babus and businessmen is sync to ensure that all of them prosper at the expense of common man. Unfortunately our common man also consider this to be a societal norm and if he happens to become part of the governance someday he also consider this to be the most appropriate behavior and loves to join the party.
As for our famed media it focuses on an issue for some day gets its TRP value and then forgets that issue. Every time their is a connected event to a particular big tragedy like Bhopal media again sells stories for few days before shifting to another TRP generating event. Does one needs to remind our media that Anderson had escaped our country 25 years ago and all facts were in public domain since then why are they waking up to this story now? Or is it because currently there is no other story of equivalent TRP value sir?

Shameful act
The shameful act of DC and SP escorting Anderson to state plane and helping him getting out of India speaks volume about the character of Indian bureaucracy. I think we all should hang our head in shame in being part of such system. It is high time we rethink why we joined the so called services when all we do is meekly obey the party in power. Let us at least resolve not to let these shameful incidents happen in future.

Who is to blame?
CR of such persons stands mostly outstanding. Once a person enters govt. service becomes "damad" for whole life. Disciplinary action is only for those who stands against such practice and tries to curb such practice. Who will take action? Every group is working as mafia, IAS Mafia, Bank Mafia, Bar/Advocates Mafia, Clerks Mafia, Inspectors Mafia etc. No action can be taken against any mafia. Dictionary meaning of mafia is "Any tightly knit group of trusted associates". Even CVC has in one of the report pertaining to railway mentioned that proving of so many things is "next to impossible". Now whom you expect to stop corruption?
