Children of civil servants not joining civil service due to several reasons
Children of civil servants don’t long for joining civil services any more because civil servants are no longer role models for their children feel the majority.
Majority respondents to a survey conducted by the whispersinthecorridors.com on the subject blamed the present day system and change in work culture for the services becoming less attractive for the youngsters with each passing day.
Whispers’ has asked the opinion of the surfers on “Why the children of civil servants now don’t want to go to civil services?”  And one thing that was common in the opinion of the respondents was that the children of civil servants were highly disillusioned with their parents’ appalling conduct as civil servants.
“Admittedly, there has been a continuous dip in the number of aspirants from  civil servants’ families commencing from the late Seventies of last century”, says a retired Civil Servant AK Saxena adding that the civil services are no longer the alluring option for the talented children of civil servants.
Reasons, according to Saxena, for this could be enumerated as: (a) Disenchantment with their parents’ deplorable conduct (exceptions cannot be the rule) as civil servants and evolution of ‘Mai-Baap’ culture in Indian bureaucracy. “This leads to their close nexus with the political honchos”.
Gradual and systematic erosion of  lesser mortal Services through subtle monopolization of all departments of Governance by the all powerful IAS coterie has also been found to be one reason why the children of civil servants these days don’t long for joining civil services.
Worse, the dirty politics involving wheelers and dealers in the prized postings of IAS officers to key positions – with no transparency, no accountability - in GOI and the States leave much to be desired.
Another important reason facilitating the drifting of the siblings of IAS category away from civil services is the relative imbalance in the government remuneration vis-à-vis the MNCs.
Children of civil servants have increasingly lost attraction for civil services also because civil servants mostly remain busy in exploiting their subordinates and making their career and they don’t think of their child's future.
 “At he same time it is also equally true that many honest civil servants themselves don’t want their children to join the government because they know the sufferings of an honest officer these days”, says PK Mishra.

Crying for the Bhopal Gas victims, now
The verdict on Bhopal Gas disaster that killed close to 20,000 people following exposure to toxic gas on the intervening night of December 2 and 3, 1984 has raised a storm in the country. With the Bhopal Court sentencing the then key personnel of Union Carbide India Limited and not touching the then Union Carbide Corporation (UCC) Chairman Warren Anderson the media has gone on overdrive. As the camera’s are jostling for space picking up bites to propel their TRPs the fact remains that those who were in Bhopal knows what happened on the fateful night and the days thereafter. None of the people who were present in Bhopal can ever forget that experience. There was nothing that was hidden from the public during the past 26 years. So, why this brouhaha now? Why suddenly a section of the politicos and bureaucrats are being blamed? It seems to be a larger conspiracy to defame the Nehru-Gandhi family and a few top former bureaucrats.
What is surprising is the fact that of the 90 per cent of the self-claimed experts on Bhopal Gas disaster, who are rushing from one studio to the other airing their views have no connection with the disaster nor were present at Bhopal or have witnessed what the victims and populace went through during those days. Infact, some of them were not even born at the time while the others are expressing their views from the cozy comforts of their offices/homes in the metros. Barring a handful of dedicated NGOs and journalists none of them had a clue about the Bhopal Gas Disaster case that dragged on for so long.
Instead of focusing on greater assistance – financial, medical and rehabilitation to the victims of the world’s greatest industrial catastrophe - most are out to settle scores and defame the Nehru-Gandhi family and the few bureaucrats who were incharge of the helm at that point. Are the gas victims benefiting with all this? Who are the ones who are benefiting by all this? Doesn’t this smack of a new conspiracy?

Suggestions for NAC
Some of the agendas suggested for the National Advisory Council are as under:-
 
(i) Stop misuse of Government vehicles in order to reduce the burden of Government of exchequer in the form of subsidy, to reduce pollution levels and to reduce traffic congestion;
 
(ii) Stoppage of the misuse of the facilities of the public sector undertakings, attached offices etc. by the Departments;
 
 (iii) Removal on urgent basis the additional staff posted in the personal establishments of Secretaries, Ministers etc. over and above their entitlements.
 
 (iv) Ensuring punctuality in attending of office by Government servants and proper/ authentic maintenance of leave records i.e. C.L., E.L., Ml etc.
 
(v) Last but not the least an end to the feudalistic attitude of the Ministers and Bureaucrats.  After all we are not living in Taliban raj,
 
(vi) Granting of some sort of legal sanctity to the public grievance applications received in government offices on the lines of RTI.  This does not mean solving of grievance in respect all applications rather sending of a proper reply to the applicant clearly stating that why his grievance can be settled or not settled.
(vii) Parliament is supreme. If Action Taken notes on CAG paragraphs could become a part of the Results Framework Documents devised by the Performance Management Division, Cabinet Secretariat, why can't an activity like timely sending of replies/ percentage of replies given in response to the letters received from Members of Parliament could also form a part of it?

Interesting question. But my answer pertains to my case only. There may other reasons why.
My parents have been officers in EPFO for the past 15 years, and it is their dream to see me become an IAS officer, something that i have not the least inclination towards and the disinterest has been triggered by a lot of factors.
Primarily by the fact that for a very long time I had seen and observed them discussing their work and have been increasingly put off by the tales of the rampant corruption that has pervaded each level of the department. The reason why such corruption thrives at the lower levels is because of the higher level officers' inability to be firm and take disciplined decisions and a cowardly fear of disturbing the system. What disgusts me is the prevalent attitude that once you become an IAS officer your signature is all that carries any relevance as solutions are provided by incompetent personnel looking only to make a quick buck. More so, unfortunately, the system has no space for people who actually display a degree of dedication to their work and on the contrary, such people become the target of internal petty jealousies and politics simply for the reason that they care about their work more than about themselves. Time and again I have seen my parents battle the frustration at the endless red-tapeism, which is nothing but an artificial phenomenon created by those whose only aim is to exploit the unsuspecting public and further their own interests.
As an educated individual, I cannot be inclined to work in such an environment that in the manner of a leech sucks the life blood dry out of any conscientious individual.

It is not true

This is regarding children of civil servants not joining the services. It is not true many children have joined and tried but the reservation and stiff competition for a few general vacancies have made civil services exam a bit gamble. The OBC reservation is a big fraud played by the selfish politicians on the country and it is going to show its impact soon on the quality of administration. A large no of OBCs have qualified the exam as general candidates and enjoy double benefit for choice of service and cadre. The UPSC is also degraded as many of the Members have caste loyalties and became members due to political influence. Some of the candidates in 2009 exam who had done very well in Essay and General studies (the real test of intellect) and also in subjects have been given very poor marks (despite good marks) if they come from well to do upper caste families. Similarly there is trend among the examiners of languages to give very high marks to the candidates opting for regional languages like Urdu, Tamil etc . I hope UPSC does some studies and improve its examination process and the Govt should not appoint people with recommendations and with caste/ regional bias. Infact, the appointment should be made by an independent commission. UPSC has become a place for putting favorites and Supreme Court may have to intervene at some time in future.

When the American President sneezes Britain catches a cold and Australia and Canada get cough, cold and high fever. Since India has fallen from Obamas grace for the Sardarjis servile speech to Bush about 1 billion Indians loving him (it dint leave many left to love Obama did it?) Britain has taken the cue and cancelled the English Queens formal inauguration of the Commonwealth Games. Australia regularly beats and kills Indians and even little Canada denies our defence officers visas and questions their integrity. Is this not enough evidence that the world respects nothing but raw power? And that the world has only contempt for the weak and the powerless? Yes, we are now a banana republic, and they come cheaper by the dozen. If we had strong political leadership, not a shy and diffident political leadership we would have earned the respect of the world in keeping with our status, size, history, culture and economy. Obama and the American government are incensed that 23 pelicans are coated with crude oil in the Gulf of Mexico after the British Petroleum oil spill but for the 20,000 dead of Bhopal due to an American MNC they call for "closure". Closure for whom, dear banana republic?

Few officials, it appears, are of the view that only officers of CSSS are getting promotion as Sr. PPS or PSO. They forget that the same is happening in other services too. An Assistant 20 years back is DS/Dir now. And are these officials aware that the work that was being handled by a Director 15 years back is now being handled at least four directors. That means the work has got reduced even for officers of other services too. Therefore, the silly idea of conducting exams for Sr.PPS/PSO should equally be applicable in the case of DS/Director too. And for the information of these frustrated officers, US, DS or Directors are not asked to type letters, which they used to type as UDC, Assistant. Instead they have been provided Stenos to assist them, which is not in the case of CSSS senior officers.  From the comments against Sr.PPS /PSO, I could only conclude that these officers are frustrated and trying to hit the harmless senior officers of CSSS.

Considering the hospitality and safe passage extended to types of Warren Anderson, Quotrocchi and Mohammad Azhar and those involved in Purulia arms drop case, I am afraid, our country may soon become safe heaven and preferred destination for all the international crooks, rouges, scoundrels and merchants of death .We provide excellent working environment/infrastructure to operate and also escape when things become hot. Charles Shobhraj was so much impressed with our systems that he returned soon after escaping from jail on realizing that nowhere else could he get such excellent facilities including getting married again and again even while in jail.

"Headless Chickens" now public knowledge

Now the people know who are the real headless chickens: Babus of Bureaucrats or Politicians of questionable integrity. Those civil servants, who have reduced bureaucracy to Babugiri, who else. See, how meekly they submit to the demands of their political bosses in utter disregard for the Constitution of India, which they have taken an oath in writing to uphold. That is how they uphold the law: a DM arranges for unlawful bail for a charged person from an unauthorised officer; superintendent of police, who cares two hoots for the death of more than 15000 citizens; a Chief Secretary, who does everything against the law and citizens of India resided in Bhopal before their lives were sniffed off by UC. And now all and sundry are issuing Character Certificates to even the then Prime Minister!!! These headless chickens have devastated all institutions charged with the responsibility of establishing the Rule of Law. What better evidence of Rule of Men, contrary to rule of law, is needed beyond the facts leading to the honourable bail out of a person responsible for deaths, which number half those caused by the atomic bomb dropped on Nagasaki on 9th August 1945. Bhopal was bombed on December 3, 1984 killing 15278 as instantly as the "Fat Man" did in Nagasaki in 1945!!! And our headless chickens have tried their level best to suppress the cries of the people: these headless chickens were the civil, police & judicial officers of the top level. Had they allowed the True Babus (the persons who are supposed to start the case files), they would have not compromised public interests to such an extent, since they can not afford to mischievously lighten the charges by misapplying the wrong provisions of the law nor misinterpreting the law. Such ignominious acts are performed only by the headless chickens, who neither use their head nor allow their subordinates to use theirs. See how shamelessly the DM & SP were given orders and how equally shamelessly they obeyed them in total contravention of service rules ,which prohibit obeying unlawful orders of the superiors by the subordinates. It is a ripe case for the victims to sue these headless chickens for compensation of not less than US $ 100000 each, which is less than that paid to air crash victims or others paid liberally on vote bank considerations alone. Stop begging for compensation. Fight for it and get it. No mercies needed. Only rights must be enforced. That is possible only individually.

In my opinion the politician of the caliber of L.K. Advani and Sharad Pawar are looking to be unfit during these days of advanced thinking and unbiased statements in public which both the said politicians are lacking. Both do not have guts to take responsibility for what they say in public or about the policies of their respective party.

It is strange that many persons including DM and SP of Bhopal at that time are now saying that Anderson was allowed to go because they got messages from powers that be...why are they now trying to save them selves or clean up their guilt conscience, having committed a sin when whole country was watching them...they saved their positions (read chairs or postings) by implementing orders which legally they could refuse...how can a DM arrange safe exit for some one who is involved in criminal act of negligence...

About armed forces

Our Armed Forces are nowadays getting undue attention for unpleasant reasons. Violations of various kinds get reported from J&K, Northeast and Andaman. But, those sitting in the comforts of Army HQ are not far behind.  Gen Nanda's case is in point.   Without going into the merits or demerits of the instant case, he is just one among his colleagues.  Remember the Colonel who got caught for harassing a civilian lady in MS Branch?  Officers, except when they are junior and are in the field, get to keep family with them.   So they should not behave like this.  I agree variety is the spice of life, but care for one's skin too!
Some senior officers insist on keeping lady PS, that too some specific lady.  Even if they are entitled for a PPS, they do not allow the PPS to do his/her duty and throw him/her away and keep their pet lady only.   They are absolutely happy and blissful to have a lady PS.  A senior officer (Lt Gen rank) in AG Branch has kept a lady PS for the past three years.  The PPS who went to complain was told that he will get a good posting soon and was shunted out without delay.  Thereafter the PPS is working with junior officer and this Lt Gen is making merry.

Bhopal Gas Tragedy

With so many facts being clear now, it is highly probable that Union Carbide conducted an experiment in the Chemical Warfare in Bhopal for the USA. With so many casualties, after effects, so much data on treatment, evacuation, management of the after effects, effects of the gas on normal life, services and governance, it is not improbable that it was an experiment in Chemical warfare in the name of industrial disaster.
After all it is well established that Hiroshima and Nagasaki were not required but for live experimentation!

Lies and lies

Lies, lies and more lies. One is amazed at the hollowness of the character of the people who rule over us. The lies being perpetrated by the men and women fielded by the establishment to contain the fall-out of the facts being disclosed about the knee-jerk response to what befell our people in Bhopal by the criminal negligence of those who were supposed to oversee the safety standards at UCC. The events before and after the catastrophe convey total insensitiveness of our politicians and bureaucrats. Once exposed, they resort to lies instead of apologizing for their acts of omission. Those of us who still believe in the ethics and propriety in administration get shocked by the blatant immorality and untruth which has become the hallmark of governance. Be it an innocent Affidavit (Kindly revisit Sep.2007)when all hell broke loose over an innocuous line in the Ramsethu affidavit drafted by the Additional Solicitor General (now Solicitor General)and filed in the SC after everyone concerned in the Ministry of Culture had approved it. Once the Government was cornered a cover-up exercise by the minister and the senior officer was undertaken making a scapegoat of an innocent officer. To this day the officer continues to suffer but all others got away with lies. The matter would have been given a quiet burial if the Minister had just apologized for having omitted to see the line. Who bothers about such finer points of character? Don't they owe an apology -both the Centre and the State Governments to the people of Bhopal? Apologize and compensate them adequately even though it is rather late in the day.
