Vijay Shankar Pandey has also been given charge of Principal Secretary
(PS) Information and Public Relations (IPR). He is already PS attached
to Uttar Pradesh Chief Minister Ms. Mayawati's residential office. Besides,
Pandey is PS Food and Drug Authority (FDA) and Secretariat Administration.

NSIC signs an MOU with Botswana

A close look at new daft policy of AGMU cadre brings out many inconsistencies
which need rectifiation:
1.Equating any central deputatation as delhi posting is ridiculous.If
one joins any CPO and sent to north east/J&k or any other difficult
areas,why should it be counted as delhi.As it is, AGMU cadre officers
are accused of not getting out of delhi during central deputation,this
policy will put them to further disadvantage.We are discouraging central
deputations in IPS if suitable modifications are not made..
2.When for all central services,tenure is two years in hard areas and
even cooling off for north east AIS officer s is two years,what is the
rationale in making it three years upto IG level/super time scale in
AGMU cadre.
3. In IPS, the supertime scale of IAS should be equated with DIG for
tenure calculation as right now, it is taking 22 years to become IG
in AGMU cadre.Further it is SP level, which is crucial in these states.
4.The soft postings other than delhi can have tenure of three years
to deincentivise postings there and two years tenure in hard areas may
make officers rush to hard areas upto DIG/super time scale.
5.There are officers in AGMU cadre who want to do outside delhi posting,so
it will be desirable to ask for three preferences in order in the begining
of the year and transfers should be effected only once in year in APRIL-MAY
in a transparent manner.
I sincerly wish Hon'ble UHM will consider this before approving the
draft..

DoPT shall not allow subsequent deputations to such CSS Officers
who are already on deputation as there is acute shortage in the parent
Ministry. The principle of Cooling shall be observed strictly and fairly being

I am working in the Govt at Director rank.My nephew who is very good
in his studies asked for my advice on whether he should appear for civil
services.My advise was
1.If you can make it to IAS you can make it to IIMs as well and salary
in pvt sector are five times that in Govt.
2.working in other services is useless as IAS has monopolised all the
good posts in Govt.
My nephew heeded my advise and did his MBA from the IIMs. He has joined
a private company in India at a starting salary of 18 lakhs per annum.
I am happy I guided him in the right direction.Govt needs to
1.Scale up salary at higher levels
2.Allow merit based promotion and lateral entry and deputation from
and to Private sector.
3.Allow talented officers from other services to occupy top post.

The discussion on Children of Civil Servants not opting for civil services
is itself based on a false presumption that if these children desire,
they can go for Civil services. The fact of teh matter is that these
silver spooned boys and girls can not compete in this toughest Exam
and that is why excuse of curruption, political interference etc. etc.
These so called honest kids have no problem licking the boots of Multinational
bosses. Is there no malpractice in corporate sector. What about the
Satyam fiasco? Please do not try to fool us. If have guts then clear
the Civil Srvices Exam and then leave it saying that I do not want to
join it. When Papa can arrange for a seat in Medical/Enginnering/MBA
on the basis of Money power and connections, he can also arrange for
a white collar job with handsome salary so why to burn midnight lamp
for Civil Srvices. For every body's kind information, Civil Srvices
are still the most opted job options of brilliant students. I do notconsider
those IITians brilliant who migrate to USA for fat salaries and whenever
gets discriminated there then make hue and cry and seek our support
in teh name of Nationlism. If you have so much love for country Join
teh Civil Srvices and improve the system and do not criticise it. Still
may of the succesfful candidates belong to teh family of Civil Servants
(May be they are not from IAS but still they belong to other Government
Services) This year's topper's father was in Police (still a Government
Service). I would like to know the actual picture about the qualified
candidates this year, before starting such whimsical debate by a few
disgruntled retired Civil Servants, who have grudge against the system
for notrewarding them as per their desires.

not only fair that those wrong doers be brought to justice so that in
future such inappropriate and anti people acts are not repeated and
pliant bureaucrats and politicians do not repeat such misdeeds. In National

One should not be shocked over the conduct of Moti Singh and Swaraj
Puri in arranging safe exit of Warren Anderson from Bhopal on 9th Dec
1984 and blame them unnecessarily . Majority of even the present lot
occupying stil higher positions will be of do as directed type only
who consider carrying out such instructions not as some kind of dirty
work and to be resisted but a great honour and also an opportunity for
career enhancement and post retirement employment. Not surprisingly
their tribe has increased over the years courtesy our recruitment and
training system which can make a mouse out of lion in a short time.
Arbitrary powers of transfer /posting /ACR system now called Performance
Appraisal, CCS(CCA) Rules are all intended to secure compliant behaviour.
To prevent similar bureaucratic response in future ,far reaching administrative
reforms will be required of which there appears to be little likelihood
