Latest information says that R.S. Gujral is going to succeed Brijeshwar

DG, ITBP releases book on Kailash and Kumaon
A book titled "Kailash and Kumaon" on the old historical
route of Kailash Mansarovar Yatra was released by R.K. Bhatia, Director
General of ITBP at the
Base Hospital, ITBP Tigri Camp, New Delhi. The book has been edited
by A.P.S. Nimbadia, Commandant Himveer of 7th Bn ITBP at Mirthi
(Uttrakhand). ITBP rediscovered and prepared a detailed report on an
ancient route from Gala to Kathgodam by conducting six tracking
expeditions and collected old historical maps, records, letters and
photos. The book has been written on the basis of ancient monuments
and information collected during this tracking expedition.

This refers to "Arun Bal is joining the Government of India as
Joint Secretary Defence this week. He is an IAS officer of the 1986
batch who belongs to the West Bengal cadre." 1986 batch officers
of the Armed Forces have barely reached the ranks of Colonel and equivalant
who the bureacrates have pegged at directors
level. The joint secy equivalant would be equivalant to Maj Gen as dictated
by the bureaucrates! Is there any justifaction, morally, humanly or
functionally for such a
desparity to exist when both will have to work together in the same
ministry?
Is not such a system responsible for creating an atmosphere of mistrust,
maladjustment and rendering the system disfunctional by creating such
massive ineqalities and desparities ? What is so special about IAS that
he sprints up the ladder and other are made to crawl? "Creation
of a cadre of loyalist" one may say. But is that a national requirement?
Wouldn't such system end up creating more disloyal people than the number
of loyals ? What is more beneficial politically , socially and psychologically?
More and more loyals or only IAS loyals ? Congress leadership may ponder
over it for the benefit of a good
social order!
