Some unhappy over patch up between Ambani
brothers
While, on Monday (i.e. on May 24, 2010) markets cheered, employees of
both groups Reliance Industries Ltd (RIL) & Reliance Anil Dhirubhai
Ambani group (RADAG) called & congratulated each other over the
patch up between Ambani bothers, one segment of people had no reason
to cheer. These were the people who had stoked war between two brothers.
Also keeping a brave face but visibly upset from the within were some
of Indias well-known industrialists who had benefited from the
war of both brothers. This lot included certain politicians as well.

(REC). Orders are expected to be issued in a day or two. Phatak is 1978

NRAA's fate to be decided on June 4, 2010
The fate of PM backed NRAA is likely to be decided on June 4,
2010 in a meeting of Committees of Secretaries to be chaired by the
Cabinet Secretary. This meeting is being held on a note from Planning
Cmmission to PMO for transfer of NRAA to Planning Commission. The role
of NRAA has come up for big praise from the State Governments of UP
and MP for professionalism and impartiality in handling Bundelkhand
package.
BHEL augments Transformer manufacturing capacity
BHEL augments Transformer manufacturing capacity by setting up a new
Core and Tank Shop at its Jhansi plant. a state-of-the-art facility
that was dedicated to the Nation by the Union Minister for Heavy Industries
& Public Enterprises Vilasrao Deshmukh. With this new shop, the
manufacturing capacity for transformers at BHELs Jhansi unit has
been enhanced from 8,500 MVA to 15,000 MVA per annum. Union Minister
of State for Heavy Industries & Public Enterprises Arun Yadav and
Union Minister of State for Rural Development Pradeep Jain Aditya, Secretary,
Department of Heavy Industry B.S. Meena and BHELCMD, B.P. Rao in addition
to the Board of Directors and other senior officials of BHE were also
present on the occasion. Deshmukha also flagged-off the 26th Locomotive
of 5,000 HP rating, against an order from Indian railways for 50 such
locos. Earlier, in his welcome address, Rao said that the countrys
target of adding 78,700 MW of generation capacity in the 11th Plan and
around 1,00,000 MW in the 12th Plan calls for large scale evacuation
of power and efficient transmission over long distances. We are gearing
ourselves for these emerging business opportunities in transmission
and distribution. This new facility has been established with this intent.
This will not only increase our manufacturing capacity but also give
us an opportunity to position ourselves as the leading player in the
segment, he said.

Why P Chidambram is fond of speaking to Media ?
I respect P Chidambram as a no-nonsense Home Minister but these days
he seems to be working as SHO (Thanedar) of whole India. We all know
that maintenance of Law & Order is a State Subject and the concerned
Government is answerable to any untoward incident. But, as and when,
any incident occurs, be it Railway Attack in Midnapore or Firing incident
of Sri Sri Ravi, our HM immediately comes on TV and give out his statement,
which is probably based on the report of local police (Constable or
Head Constable level) received through Police HQ etc. You know, once
country's HM announces his version on any such incident, there remains
nothing for further investigation by any other agency. It is my humble
request to HM not to speak to media in haste manner in such incidents
and instead he should make the concerned State Governments to react
on any type of failure in security/ intelligence part, which is under
their jurisdiction. At the best, Centre can send desired number of troops
to help State Administration but it cannot order for their deployment
at a particular place.

It is discouraging
When it was decided to give two year tenure for the posts of Cabinet
Secretary, Home Secretary and Defence Secretary it was understood that
no extensions would be called for. By giving this extension after extension
the Government is conveying that either the Prime Minister is so dependent
on him that he cannot deal with another or there is no one considered
as competent. Both these messages are discouraging. Chandershekhar may
be a good man but as cabinet Secretary he seems to be more busy in firefighting
for the political masters. As head of the civil service he has let the
things drift in so many areas be it the morale of central services or
the bureaucratic malfuncioning.

The greatest victims of Hinduism have been the Untouchables. They suffered
then and continue to suffer these indignities even now. That is why
Reservations are required dear friends and Ambedkar was the man who
fought all through his life to give a life of Dignity to the Dalits.
He allowed it for 10 years with a great HOPE that society and peoples
attitude would change but it didnt and so They will continue.

One should seek the advice of these officers who have reached this stage
through hard work and honesty. Nobody is going to promote you or confirm
an inefficient person. There are so many options open for promotion,
like departmental examinations or facing the management with logical
reasons. Please understand that there is lots of hard work, dedication
and united efforts involved in getting these promotions as PPS, Sr.PPS
or PSO. As regards assigning them work suitably, it is for the Administration
of respective departments to reformulate their duties. I feel Sr.PPS
or PSO may be made coordinating officer for RTI Section as they are
the best officers to ensure timely and appropriate replies to such queries;
similarly, they could be designated incharge of Protocol Section. Designating
them as officer incharge of Public Grievance Cases, Monitoring of VIP
References etc. may also be examined. All these additional works would
be in addition to their routine duties provided: (a) like any equivalent
level (DS/Dir) officer, they are also allotted a separate room; (b)
like any equivalent level officer they are also imparted training by
ISTM or other such bodies at regular intervals; (c) like any other equivalent
level officer, they are also invited in Staff Meetings taken by Secretary
concerned of officer of the level of DS and above; (d) like equivalent
level officer, they are also provided sufficient staff to assist; (d)
like any other equivalent officer they are also given due regard they
deserve (it has been noticed that even his own Secretary does not hesitate
to mark the daks to Sr.PPS as PS, i.e 2 step below) etc..
Besides Mr. Saran should know that efficiency of officer is not weighted
in volume of work but quality of work.

Poor Stenos
Poor Steno 'D' after having put in more than 23 years regular service
are still working as ad-hoc 'C' and despite doing most of the work of
the officer in whose staff they are posted, but at the time of grading,
Sr PPS/PPS/PSO are graded "Outstanding" whereas the ad-hoc
steno 'C' are graded "Good", "Very Good" and even
"Average" ACR on the suggestion of the so-called Sr PPS/PPS/PSO
who are doing most of the greasing and oiling work of the officer. Despite
having put in more than 24 years regular service as Grade 'D' they are
still ad-hoc 'C', waiting for regular Steno 'C' orders. Is anybody in
Government caring for the poor and helpless class.

Social ostracization
I am a Brahmin and like Hardip Singh Kingra I have also witnessed the
social ostracization in my own family. My maternal uncle married a BC.
Shudra was the term used derisively by my maternal aunts to refer to
my uncle's wife. The children born to her were neither touched nor cuddled
by my grandmother like we were. Reason-they were born to a shudra woman.
This was drilled into our heads since our chidhood. My aunt the Shudra
woman was not allowed entry in the Kitchen or pooja room. Funnily the
gifts given by her like sarees were all accepted. We Brahmins have perpetuated
casteism in the most cruel manner and today we say Caste should go because
Reservation is detrimental to their interests. Unless we treat others
as human beings how can this disease be cured.

Untold misery
Economic blockade of Manipur by supporters of T Muviah by way of not
permitting movement of foodgrains and other essential items including
life saving medicines has brought untold misery to common people of
Manipur. Surgeries have been put on hold following shortage of oxygen
cylinders and an LPG cylinder is being sold for Rs 2000, Petrol for
Rs 200 a litre and rice between 150 -200 Rs a kilo. NH 39 which connects
Manipur has been blocked since April 11, 2010.No leader of any consequence
seems to have shown any serious concern over the plight of people of
Manipur and tried to resolve the conflict. If doctors go on a strike
in hospitals even for a day in metropolitan cities ,the courts immediately
intervene and govt. also comes out with ESMA , but not so in case of
economic blockade of Manipur. Unfortunately we dont have national
leaders of stature who can reach out to people and intervene effectively
to resolve the crisis. Our print and electronic media has also not highlighted
this issue adequately .Let us hope NHRC intervenes and economic blockade
is lifted .
