Justice Hegde’s resignation – an eye opener
To protest against harassment and victimisation of honest officers and protection to corrupt officers, Justice Santosh Hegde, Lokayukta of Karnatak has resigned. It was amusing to see Manish Tiwari roundly criticizing BJP Government of Karnataka for this. It appears he is blissfully unaware of the fact that the same is happening with central government officers and even in a ministry like Defence headed by a person enjoying reputation of being a man of integrity and great honesty. Officers of Defence Estates department who blow whistle on corruption and report wrong doing have been implicated in false disciplinary cases without any let up and officers facing criminal and vigilance cases have been promoted not very long ago and are occupying topmost positions. If this is the state of affairs in a tiny most department under ministry of defence headed by an honest person , one can easily imagine the state of affairs in others. It is not without reason that our country ranks among the most corrupt in the world and persons like Anderson dont have to escape. They are given a royal send off.

All-pervasive corruption

The resignation of Justice Santosh Hegde from the post of Lokayukta of Karnatka once again highlights the all-pervasive corruption in our country and how the incorruptible are helpless before this demon. It is difficult for the honest to survive in this system. Justice Hegde is a good man and he sincerely started his crusade against the illegal mining mafia and the corrupt bureaucrats as also get services available to the poor and needy without payment of bribe. But the mafia and the corrupt sharks in bureaucracy and politics proved too powerful for him. His officer who raided and siezed illegal iron ore was suspended on flimsy ground. Nothing unusual! That is the fate of officers who question misuse of funds by their superiors or expose corruption. That is why many of them either do not do anything or fall in line. That also explains the lacklustre performance of our vigilance bodies including CVC and Lokayukts of the other few states. When the Government itself is not interested in cooperating with the institutes set up to root out corruption who can succeed in this mission. What to talk of removing corruption the ruling establishment itself indulges in activities which are not above board. Look at the elections to the Rajya Sabha. When they seek support for a particular member since they do not have the number by offering the carrot of Cabinet berth what is it if not bribe giving. Even elections to Lok Sabha have also become victims of money and muscle power. Justice Hegde may have sleepless nights but the corrupt in business, bureaucracy and politics sleep well on the cozy bed of bundles of notes.

Why ex-foreign secretaries are posted as NSAs ?
Although having spent most of the time outside the country, the foreign service officers know more about their nation as they represent India abroad as a whole and their knowledge is more about our internal security problems and this knowledge is to a level of which normal public cannot think. Knowledge of IAS and IPS, about the internal security is nil as they dance to the tune of their political bosses and cannot make a decision of their own. Whereas despite working in the Foreign Service, IFS officers submit their political, internal security assessment of India and the place they are posted too. Mind it the present NSA and former Foreign Secretary was holding 4 continuous sensitive ambassadorial assignments before he became FS which no one has done in the history of Foreign service so far.

Recognise strength of CPMFs cadre
There was a whisper about deputation of army officers in MHA to advice ministry for anti-naxal operation. I want to apprise MHA that CPMFs like BSF and CRPF have a long successful experience of fighting militancy in Srinagar and number of capable and highly decorated offers who have better experience than army officers are available in these forces who can be deputed for this job . MHA should recognise the strength of CPMFs cadre officers and depute some IG/ADG of CPMFs cadre to MHA and advice HM on ANO matters rather taking army officer on deputation.

The Supreme Sacrifice
This is pay glowing tribute and homage to a fallen hero in defence of the motherland in the call of his duty in Loalb in J&K. Colonel Neeraj Sood was a very fine soldier and a good officer who was commanding his Rastriya Rifle Battalion in protecting the life and honour of the people of the Lolab valley in North Kashmir. Lolab valley, in spite of being the most beautiful and historically significant place of past tourist attraction, unfortunately had turned out to be the most dangerous place to be in due to it being the base and transit point for all the major areas in North Kashmir and for Srinagar.

Colonel Sood had made immense contribution to the peace in that valley and won the confidence of the people and local population by his people friendly attitude and approach. He had carried out many "Sadbhawana" projects to befriend the estranged locals, thereby making it difficult for anti national forces to operate in that area.

He was a brave and sensibly mindful compassionate soldier. I pray the almighty to bestow the honour of peaceful "heaven" to his soul as promised in Gita "Mrito wa prapasyati swargam", with a further wish that brave soldiers like him and their contribution in bringing peace and sensibility in Kashmir succeeds.

NIC should provide all the decisions on net in the public interest. NIC should also ensure that no one is doing business on such information’s.

I call it business because all these years a lot money has been generated from the sufferers to get them compensation which they will not get for few more years. Meager or more - compensation package should go to the eligible and early.

I don't know why all are after Anderson. If you bring him back, try him the same day, pronounce death penalty and hang him what purpose will it serve?! He is sick and going to die shortly.

Focus on relief package and settle the matter in a time bound manner which will also have political implications that will be seen post Assembly elections.

"Bhopal catastrophe: Adding insult to injuries !!! What next ???”
A measly Rs 1500 crore package for enhancing compensation to the next of kins of those who died and those debilitated in the World’s worst ever industrial, man-made disaster was approved by the GOI.Another package of Rs 300 crore for clean-up of the toxic site at the Bhopal plant where poisonous material is buried. Is this relief adequate for the BGT victims considering the spread of toxic material in an area of 6Km diameter? Should the taxpayers thank the GOI for such small mercies? The irony is that 99% of tax payers do not have any say in GOI decision making? Now, contrast this with massive infusion of funds into the CWG by GOI in the name of building infrastructure. May I urge upon the Prime Minister to answer the following ‘Questions’ in the interest of transparency and for public satisfaction: (a) What is the basis of fixing such low differential rates of compensations for BGT victims ?(b)Did the GOI take into consideration the fact that the Bhopal tragedy was a manmade disaster and not a natural calamity. Let it be known that no action was taken by the UCIL, Bhopal on the recommendations of its Safety Audit (1982).Ironically,remedial measures were, taken by the Union Carbide in respect of its other units located in USA.Is this not stark discrimination by the USA,that preaches principle of ‘Equality’ to the rest of the World(c) Since there is no codified stand-alone Law of compensation in India to cover cases of manmade disaster, did the GOI rely on the laws of other countries? What are the amounts prescribed in such laws ?(d)What were the compulsions on UPA-I and the Planning Commission to reject similar demands for compensation by the BGT victims in 2005 ?(e) In what manner, have the circumstances changed between 2005 ( UPA-I) and 2010( UPA-II) ? (f) De-toxification of the plant site is to be carried out by the BJP-led MP Govt. Has the State Govt firmed up its methodology for the site’s clean-up ?(g) Was the MP govt consulted before deciding the Rs 300 crore package for the site’s clean-up?(h)If not, how could the quantum be fixed by GOI without being aware of the methodology to be followed by the State govt for site’s clean-up?(i) Can the GOI not undertake the clean-up job with its vast resources instead of entrusting the responsibility upon the State government?(j) How did the GOI along with AERC step in immediately in the case of Cobalt-60 radioactivity spread in Delhi? The toxic waste management job at Bhopal is far more serious than the former. Tons of toxic material dumped at the old plant site has seeped into the groundwater and water bodies during the past 26 years affecting the new generations of Bhopal citizens. Heavy metals like Nickel, Chromium, Mercury, and Lead, along with other toxic materials such as dichlorobenzene, all of which were used at the Union Carbide plant, are considered highly toxic and require extreme care in handling. ( k) Are the DOW Chemicals, the sole owners and he holding company of the Union Carbide, not liable to ground contamination apart from paying general compensation?(l) And, finally,an hypothetical question ! What compensations will be paid by the USA to Indian citizens,just,in case, the nuclear reactors supplied by them under the pending bilateral treaty, God forbid, trigger another manmade disaster in India ? (m)Could India trust the USA against the Bhopal background ???

He was epitome of gentleman politician

The sad demise of Digvijay Singh, independent Lok Sabha MP from Banka in Bihar, has left a void in the politics of the country. A gentle soul, liked by everybody, above the narrow confines of caste and creed, Digvijay was the epitome of the gentleman politician, so rare these days. He had not an enemy in the world. A mass leader, he was restored to the Lok Sabha when denied a ticket by the JD(U) as an independent candidate. Ever a socialist, with roots in the student politics of JNU, Digvijayji eschewed the path of pelf and power. When a Minister, he remained his old, affable self, at ease with power and wore it lightly. His untimely demise is a great loss to the nation. God grant peace to his benevolent soul and strength to his family and vast legion of friends and followers who will miss him forever.
